Property Tax Deferral Program – Application Deadline August 31, 2014
Low Income Seniors Or Low-IncomePersons With Disabilities
The Property Tax Deferral Program is available to any property owner aged 65 or older and/or any individual who is currently receiving benefits under the Ontario Disability Support Program (OPSD). All property taxes must be paid up to date in order to apply for the program.
Eligible property owners will have their property taxes “frozen” at their base year amount. The base year amount is the year prior to the application. For example, if applying for the first time in 2014, the base year taxes are the amount billed and paid in 2013. The tax deferrals are interest free, however the total deferral amount must be re-paid in full when the property is sold.
If you feel you may qualify for this program, please access and complete the Application for Deferral of Taxes on the City of Barrie Website, under the Living tab, Property Taxes, or contact our office Monday to Friday between 8:30 and 4:30, (705) 739-4220 extension 4791.

There’s a unique charm nestled in Barrie’s downtown area. The
highlighted areas in the map outline the six areas that have been
designated as Barrie’s Historic Neighbourhoods, an area that
represents the City’s older neighbourhoods, generally those built
before World War II.
In 2010, the City of Barrie adopted the Historic Neighbourhoods
Strategy, an action plan created by the residents who live there
that touches upon issues ranging from parks and recreation,
roads and pathways, to culture and heritage preservation.
As a result of the strategy, six local neighbourhoods were
established, with 2 associations forming including the Allandale
Neighbourhood Association (ANA) which continues to identify
key local issues in their area, while the Barrie Downtown
Neighbourhood Association (BDNA) speaks on behalf of the
other historic areas. As a City that is mandated to grow by the
Province of Ontario, these associations want to ensure that careful
planning and design is upheld to ensure the historic appeal of
these neighbourhoods.
If you would like to become involved with helping to preserve
Barrie’s history, the neighbourhood associations are currently
accepting new members. There is no cost to join, just bring
your enthusiasm.

If you were down at our lakeside festivals this
summer, you may have been too distracted
to notice all the work underway on Lakeshore
Drive. Fortunately, inconveniences have been
kept to a minimum during Barrie’s busiest
waterfront season.
The City of Barrie is ready to start work on
Phase 2 of the realignment of Lakeshore Drive
onto the former railroad bed. The road’s shift to
the west is part of an ongoing project resulting
from the Environmental Assessment (EA) Study
and recommendations completed in 2004 for
Improved Accessibility to Barrie’s Downtown
and Waterfront.
The realignment project also incorporates
the new Bunker's Creek and Dyment's Creek
bridges already constructed upon what will
be the future Lakeshore Drive. New bridges
built with proper road crossing, culvert sizing
and creek channel improvements, plus added
upgrades to the pond between Bradford
Street and Lakeshore Drive were undertaken
to improve creek flow capacity, creek channel
stabilization and enhanced fish habitat.
With the bridges completed, Phase 2 has
begun and residents will soon witness the
reconstruction of Lakeshore Drive from
Toronto Street to Tiffin Street just west of the
existing roadway.
Throughout the construction, lakefront
pedestrians can continue to enjoy the
waterfront trails without any interruptions or
obstructions. Also, traffic on Lakeshore Drive
will be virtually unaffected.
Parking along Lakeshore will be reduced
during this phase of construction. Gravel
parking between Toronto Street and Victoria
Street is no longer open to the public. Gravel
parking between Victoria Street and Tiffin
Street will be left open as long as possible,
but will eventually be closed for future
construction works.
“We thank the residents and park users that
border the construction area for their patience
and cooperation. Their patience was especially
appreciated during the Phase 1 construction
while the steel piles were hammered into place
in 2013 as part of constructing the two bridges
over Bunker’s Creek and Dyment’s Creek,”
says City of Barrie’s Senior Project Engineer,
Leonard Borgdorff.
The roadway will be constructed in 2014 and
traffic will be transferred onto the new roadway
after the last lift of asphalt is placed in spring
of 2015. The remainder of 2015 will be used
to construct the creek channel improvements
and complete the landscaping.
Once Lakeshore Drive has been realigned,
Barrie will continue with Phase 3, which
involves Centennial Park improvements. Phase
3 improvements will be in concert with the
Waterfront Strategic Master Plan and include
incorporating the old roadway into a mix of
parkland, pathways and parking lots. Park
improvements are anticipated to begin as
early as 2016 and reach completion in 2017.
Lakeshore Drive improvements of Phase
2 include:
• Lakeshore Drive realignment from Toronto
Street southerly to approximately 100m
north of Tiffin Street (i.e. at Hotchkiss Creek)
with storm sewer, curb and gutter, a
raised centre median, and on-street
parallel parking;
• Continuous sidewalk on the west side from
Toronto Street to Tiffin Street;
• Continuous bicycle path on the east side of
Lakeshore Drive (in Centennial Park);
• New traffic signals at the Victoria Street-
Lakeshore Drive intersection with audible
and visible pedestrian crossing signals;
• New traffic signals between Dyment's Creek
and Hotchkiss Creek at the parking lot access
on Lakeshore Drive with audible and visible
pedestrian crossing signals;
• Reconstruct Victoria Street from Ellen Street
to Lakeshore Drive;
• Resurface Victoria Street from Bradford Street
to Lakeshore Drive;
• Improved street lighting on Lakeshore Drive
and Victoria Street;
• Enhanced landscaping for the raised median
and west boulevard treatment;
• Creek channel improvements for Bunker’s
Creek by opening the channel between
the new Lakeshore Drive and the Marina
Boardwalk and bicycle path;
• Creek channel improvements for Dyment’s
Creek between Bradford Street and
Kempenfelt Bay by creating a low flow
channel alongside the pond on the west
side of Lakeshore Drive, and opening a
channel through Centennial Park.

is pleased to announce its fourth annual
Culture Days, a Canada wide celebration
designed to catalyze and inspire public
participation in arts and culture. Culture Days
will be celebrated in Barrie on September
26, 27 and 28, 2014 in a variety of ways.
Each year the Department of Culture
collaborates with other event organizers, such
as Art ce Soir to provide and promote as many
exciting activities as possible. Art ce Soir is a
tribute to the Nuit Blanche phenomena, that
transforms the studios, alleys and parking lots
of Lakeshore Mews and Memorial Square into
an engaging place with interactive art projects,
installations, musical performances, improv
theatre and a sculpture garden. Free to the
public, this evening event offers activities for
all age groups and levels of art experience.
This year Culture Days will enhance Art ce
Soir by featuring a special collaborative art
installation entitled “Cardboardia” designed
especially for kids. Cardboardia gives kids of all
ages a chance to create their own cardboard
community and determine their own unique
role in that community. Volunteers are needed
to assist with the creation of Cardboardia on
September 27th from 10:00am until 1:00pm.
Volunteer opportunities are also available in
the afternoon of September 27th and into the
evening. Volunteers do not need to possess
any specific skills, just the desire to support the
arts and the willingness to donate
a few hours of their time. Students wanting
to acquire their community hours are
welcome to participate.
