Memorandum of Mutual Recognition of Membership (MMRM) between the Hong Kong Institute of Surveyors (HKIS) and the Royal Institution of Chartered Surveyors (RICS)
TheHKIS,on2 July2013, issueda letter to theRICS toterminate theMMRM,bywhich the terminationwill takeeffecton2January2014.
ThecurrentMMRMbetweentheHKISandRICSwassignedon14November2005.Thissupersededanolderagreementdatingbackto30November1998.MembersmaybeawarethattheRICSandHKIShavea longhistoryofcooperation.Infact,over90percentofHKISmemberswerealsomembersof the RICS during the early stages of the agreement. The relationship somewhat diminishedwhen the RICStemporarily retreated fromHongKongafter1997. SincetheRICSreturnedinearly2000,thedifferencebetweenthetwo instituteshadgrown. Over thepast twoyears,HKISmembershaveobservedthattheMMRMmaynolongerbemeetingitsoriginalexpectationsandsoughtareview.
Over thepast fewyears, therehavebeenmanystructuralchanges in thedivisionof theprofessionsandadmissionroutes, aswellastheentryproceduresfornewRICSmembers, whichhavedeviatedfromourexpectations.ChangesintheRICS’s reciprocitypolicyhavealsocausedconcernforHKISmembers. TheBoardofMembership (BOM)andtheHKIS/RICSLiaisonCommittee, therefore, ledadiscussionontheoperationof theMMRM. In fact, theaboveconcernsoftheHKISwereconveyedtotheRICSduringliaisonmeetingsbetweenthetwoorganizationsoverthepasttwoyears, butnofurtherresponsewasreceivedbytheHKIS.
Discussion forum was organized in the HKIS SLC on 24 June 2013 for members to express their views on the proposed termination of the MMRM
Duringthisperiod,muchdebatehadoccurredbetweentheDivisionsandYSG.TheHKISGeneralCouncildecidedonaformalconsultationbetweenthesixDivisionsandYSGafteradiscussionduringtheannualretreat inFebruary2013. InApril2013,thesixDivisionsandYSGreachedaconsensustoterminatetheMMRM. In itssubsequentmeeting,theHKISGeneralCouncildecidedtostart theconsultationwiththeRICStocommencethetermination. TheHKIS/RICSLiaisonCommitteewasaskedtoassumetheconsultation.
Followingthat,adiscussionforumwasorganizedon24June2013intheHKISSurveyorsLearningCentrefortheproposedterminationof theMMRM. The forumaimed todiscusstheoperationoftheexistingMMRMandcollectviewsfrommembersfortheHKIStofinalizeitsviewswithregardsto:
1. TheMMRMbeingobsoleteandtheneedtoreviewit.2. Theimpactof"alternativeroutestomembership".3. The initial thoughts of the Executive Committee,
Divisions,andLiaisonCommitteeondispensingwiththecurrentMMRM.
Attendedbyabout40members, theforumwashostedbySr Wong Bay,HKISPastPresidentandChairof theHKIS/RICSLiaisonCommittee,who introduced thebackgroundandthepreviousdiscussionsoftheMMRMwithintheHKISGeneralCouncil,Divisions,andBoardofMembership,aswellaswiththeRICSduringtheLiaisonCommitteemeetings.
JULY 20136
Theforumdiscussedthefollowingproblems in regards totheMMRM:
1. Over theyears, ithasbeenapparent that therehavebeenmany structural changes in thedivisionofRICSmembership, resulting in amismatchwith theHKISDivisions.
2. TheRICS’snewadmission routesandprocedureshavedeviated from themutual expectations and is notacceptableby theHKIS asmeeting its requirements.Examples are the RICS Academic Route, EminentMembership,ProfessionalExperienceRoute (PER),andSeniorProfessionalRoute.
3. ChangesintheRICS’sreciprocitypolicyhavealsobeenacauseforconcernbytheHKIS.
4. TheBOMhadsetapolicytointerviewallRICSapplicantswhoappliedthroughthereciprocityarrangementsince2010.However,theinterviewresultsweredisappointing.TheadmissionrateforRICSProfessionalMembersafterbeinginterviewedwaslessthan30%.
KeyviewscollatedfrommembersintheforumwithregardstheterminationoftheMMRMare:
• That it no longer serves itsoriginalpurposeand theexpectationsoftheHKIS,soareviewoftheagreementandtheexistingarrangementarenecessary.
• The fact thatbothorganizationswereno longeronparwitheachother, since theRICShadevolved fromaDivisionsandFaculties structure intoaProfessionalGroups structure, whilst theHKIShasmaintained itstraditionalstructureofDivisions.
• The fact that someRICScandidatesdidnothave thesufficientrequisiteexperienceandacademicknowledgeforadmission into the respectiveHKISDivisionsduetothesubdivisionofprofessionalareasbyRICS.
• Concerns over a possible loss of “internationalrecognition/status”iftheMMRMisterminated.
• Theneed for theHKIS to leave a route for youngermembers. If theHKISterminatestheMMRM, itshouldconsiderprovidinganalternative route toadmitRICSmembersorrecognizetheirqualifications.
• SomeconcernsoverthewayforwardofthosecandidateswhoundertakeboththeHKISandRICSAPCandhavefirstobtainedtheRICSqualification.
• RespectstheHKIStoconductinterviewsfortheadmissionofRICSmembers.
• TheabilityoftheHKIStomaintainhighstandards.
The forum concludedwith four directions towards theMMRM,namely:
1) Whetheritshouldbedispensedwith?2) Whether the operation of the existingMMRMwas
smooth?3) WhetherthemismatchbetweentheHKISDivisionsand
RICSPathwayscouldberesolved?and4) Whether theMMRMcanstill serve itsoriginalpurpose
andmeettheHKIS’sexpectations?
MembersattheforumgenerallyagreedthattheMMRMhadalreadydeviatedfromtheHKIS’soriginalexpectations.DuetothefactthattheRICShasevolvedintomanyprofessionalpathways, theoperationof theMMRM,asseenfromtheactofadmittingRICSmembers,haslatelynotbeensmooth.Havingnotedthebackgroundandcurrentsituationof theoperationof theMMRM,membersat theforumgenerallyhadnoobjectiontoterminatingit.
Terminationdoes notmean an end to the relationshipbetween theHKIS and RICS, since it only dealswithmembership recognition. Cooperationbetween the twoinstituteswillcontinue,as themajorityof themembersoftheHKISarealsomembersoftheRICS.
