Problem Statement

The Public Schools System requires that individual students develop and demonstrate first grade reading skills to advance to the second grade. Developing reading skills is a challenge for first graders. First graders, whose primary language is other than English, have an additional (language) barrier to overcome in order to develop their reading skills.

Background

• 28 million Americans ages 5 and older speak Spanish at home.

• 31% of children from Spanish speaking homes have limited English proficiency (LEP).

• Hispanic children with LEP perform below their grade level in elementary school

• Budgetary cuts are reducing the number of bilingual teachers.

• Create a computer based reading tutor that will help children overcome language barriers.

• Build an effective NLT– Capture English text from children’s book

utilizing a COTS hand scanner– Develop translation software– Evaluate and test NLT– Have NLT in full production as planned
