In the 14th century, Rotterdam was still just a fishing village on the river Rotte; six centuries later, it is a port of global stature and the major port serving continental Europe. Today’s port and industrial complex extends from the city right up to the North Sea and covers around 5000 hectares of industrial land.

At the beginning of the 21st century, the port of Rotterdam is again reaching its limits. To the immediate west of the current port and industrial area, Maasvlakte 2 is being created in the North Sea.

To accomodate these temporary communities we propose to create a temporary city on the Maasvlakte.

TEMPORARY CITYoasis in infrastructure for fleeting communities

Shibam (Arabic: مابش‎) is a town in Hadramawt, Yemen with about 7,000 inhabitants. Shibam is thought to have already come into existence by the 2nd century AD. It has been the capital of the Hadramawt Kingdom for several periods of time.

Shibam owes its fame to its distinct architecture, which now is on UNESCOs programme to safeguard the human cultural heritage. The houses of Shibam are all made out of mud bricks, but about 500 of them are tower houses, which rise 5 to 16 stories high,[1] with each floor having one or two apartments.[2] This technique of building was implemented in order to protect residents from Bedouin attacks. While Shibam has existed for around 2,000 years, most of the city’s houses come mainly from the 16th century. However, many have been rebuilt over and over again during the last few centuries.

Shibam is often called “the oldest skyscraper-city in the world” or “Manhattan of the desert”, and is the earliest example of urban planning based on the principle of vertical construction.[3] The city has the tallest mud buildings in the world, with some of them being 130 feet[4] (40 meters) high, thus being the first high-rise (which need to be at least 75 feet or 23 meters) apartment buildings and tower blocks (except perhaps for the insulae of ancient Rome). The tallest building in the city is the mudbrick minaret which stands at 175 feet (over 53 metres) tall.[2] In order to protect the buildings from rain and erosion, the façades are thickly coated and need to be maintained and frequently renovated by the inhabitants. The renovation can be completed by well-practiced workers within short time.

Established in 1905, Las Vegas officially became a city in 1911. With the growth that followed, at the close of the century Las Vegas was the most populous American city founded in the 20th cen-tury (a distinction held by Chicago in the 19th century). The city’s tolerance for various forms of adult entertainment earned it the title of Sin City, and this image has made Las Vegas a popular setting for films and television programs. Out-door lighting displays are everywhere on the Las Vegas Strip and are seen elsewhere in the city as well. As seen from space, the Las Vegas met-ropolitan area is the brightest on Earth.

Food for thought

SlaveCity can be described as a sinister distopian project which is very rational, efficient and profitable (7 billion euro net profit per year). Values, ethics, esthetics, moral, food, energy, economics, organization, management and market are turned upside-down, mixed and reformulated and designed into a town of 200.000 inhabitants.

The ‘inhabitants’ work for seven hours each day in office jobs and seven hours in the fields of inside the workshop, before being allowed three hours of relaxation before they sleep for seven hours. SlaveCity is the first ‘zero energy’ town; it is a green town where everything is recycled and a city that does not squander the world’s resources.

The proposed location for Truckplaza is situated on the crossroads of the first and second Maasvlakte, on the brink of the most poisonous site in the Netherlands and a nature reserve area and amidst huge bundles of all kinds of imaginable infrastructure.

The program calls for a ‘pioneer city’ with parking space for 400 trucks.

With the development of the second maasvlakte the city will grow and parking space is can increase to a 1.000 trucks.
