From the SLC Homepage:
“Please pay particular attention to the certifications that applicants must make. For example, the Form 471 requires a certification that the applicant has secured access to the resources necessary to make effective use of the discounted services. Applicants must have already secured access to the computers, video equipment, teacher training and the like, in addition to having the funds available for paying their share of discounted service costs. We will be conducting audits to check records and verify this and the other certifications. The SLC has retained outside contractors whose only function is application review and audits. We will not hesitate to deny funding requests and to recommend enforcement where we find failure to comply with FCC rules.
