Your Program Bulletin/Chapter Handbook, an annual publication for each chapter member, is a vital resource tool and your chapter’s roadmap for the program year. Your chapter handbook should be well-organized, complete and ready for distribution by the first chapter activity/meeting of the year. All chapter handbooks should include the items listed in the checklist below.
The completed checklist and the chapter program handbook should be submitted as an electronic file copy in Microsoft Word or PDF format per instructions of the National Program Director. Please, no hard copies. The electronic files should be uploaded at https://dropbox.yousendit.com/JackandJill-
ChapterProgramHandbooks for delivery to the National Program Director.
Each Chapter shall submit its Program Bulletin/Chapter Handbook on or before November 1 to the National
Program Director (NPD) and to your Regional Director (or her designee).

September 2, 2012 Dear Mighty Mothers of the Atlantic City, NJ Chapter: As I think about our Chapter, I get excited. I am excited about the endless possibilities that the upcoming program year offers. We have new members and their families to forge relationships with, new programming ideas to inspire us, and new challenges to learn from. I look forward to us sharing these experiences together. As mothers, we are acutely aware how fast time goes by. One year your child's in 1st grade, then seemingly in the blink of an eye they're in middle school, or in their senior year of high school for that matter. These years can and should be the best years of their lives. Providing creative, challenging and fun Chapter programming and events must be our commitment to them. Following in the footsteps of our Founders, we are guided by our national programming theme, “Achieving Excellence, Inspiring Greatness, Motivating Our Youth to Lead and Serve! (AIM).” For the Atlantic City, NJ Chapter I would like to add “Unity”. All of us together will make this a great year. A great quote from the Bible for me is, “If one part suffers, every part suffers with it; if one part is honored, every part rejoices with it.” So in particular for our Atlantic City Chapter, we will rejoice together in our successes this year, but we also will be there for each other in times of need. In closing, I encourage you to fully embrace FIVE STAR Chapter Excellence and take a few minutes from your busy schedules to become familiar with the FIVE STAR process. You will be asked to take a few surveys. We will need our activity attendance to exceed 75% and our national event attendance must be at least 50% of the membership. We must re-commit, and be prepared to document, that the Atlantic City, NJ Chapter of Jack and Jill of America, Inc. has successfully created a positive environment that will allow all of our children to achieve and excel.

JACK AND JILL PRAYER
Our father, make us better parents. Teach us to understand our children, to listen
patiently to what they have to say and to answer all their questions kindly. Keep us from
interrupting them, talking back to them and contradicting them. Make us as courteous to them
as we would have them be to us. Give us the courage to confess our sins against our children
and to ask of them forgiveness when we know that we have done them wrong.
May we not vainly hurt the feelings of our children.
Forbid that we should laugh at their mistakes or resort to shame and ridicule as
punishment. Let us not tempt our children to lie or steal. So guide us hour by hour that we
may demonstrate by all we say and do that honesty produces happiness.
Reduce we pray, the meanness in us. May we cease to nag; and when we are out of
sorts, help us, O Lord, to hold our tongues. Blind us to the little errors of our children and help
us to see the good things they do. Give us a ready word of honest praise.
Help us to grow up with our children, to treat them as those of their own age; but let us
not expect of them the judgments and convictions of adults. Allow us not to rob them of the
opportunity to wait upon themselves, to think, to choose and make decisions.
Forbid that we should ever punish them for our selfish gain. May we grant them all
their wishes that are reasonable and have the courage always to withhold a privilege that we
know will do them harm.
Make us so fair and just, so considerate and companionable to our children that they
will have a genuine esteem for us. Fit us to be loved and imitated by our children.

NATIONAL HISTORY
OUR HISTORY Jack & Jill of America, Inc. was founded January 24, 1938 in Philadelphia, Pennsylvania from a meeting of 20 mothers by the leadership of Marion Stubbs Thomas with the idea of bringing together children in a social and cultural environment. In 1964, as more groups became active, bylaws were drawn up and incorporated under the laws of Delaware. The organization was a nonprofit family organization by mothers of children between the ages of 2 and 19 holding membership. Jack & Jill celebrated its 50th Golden Anniversary in January 1988. The organization continues on, dedicating its resources to improving the quality of life, particularly African-American children.
OUR GOALS The goals, found primarily in the objectives of Jack & Jill of America, Inc. serve as our constant guides. They are as follows:
To create a medium of contact for children which will stimulate their growth and development;
To provide constructive educational, cultural, civic, recreational, social and service programs for children;
To aid mothers in learning more about their children and childcare through educational conferences and workshops;
To seek for ALL children the same advantages we desire for our own;
To support all national legislation aimed at bettering conditions for all children; and
To develop and disseminate childcare and child development educational material.

NATIONAL HISTORY (cont’d)
Each year, chapter programming activities are guided under a national theme in adherence to fulfillment of our organizational goals. Individual chapters embrace a plan of action geared toward a united commitment to address and help alleviate disturbing community problems that affect children.
At Jack & Jill, we have taken our goals and objectives seriously. We are taking bold new steps, not only in raising awareness of children’s needs and concerns in our communities, but actually doing something about them. Through national incentives such as the Million-Point Health Plan and through collaborative with organizations like the Links and Children's Defense Foundation. Jack & Jill chapters across the nation are making a difference in the lives of their families and those in the communities we serve.

In order to honor its Founders, maintain a standard that allows its members to serve as role models for our children, preserve Jack and Jill of America, Incorporated as a desirable and honorable affiliation and to protect our organization from harassment, ridicule, scandal or legal liability, I do voluntarily agree to observe the following rules of conduct:
A. To respect and comply with the Constitution and Bylaws and all other
official governing documents of Jack and Jill of America, Incorporated, including regional and chapter documents.
B. To remain subject to the authority of the National Organization and the National
Executive Board. C. To respect our elected/appointed leaders and support them in conducting
the business of Jack and Jill of America Incorporated.
D. To present myself publicly in a way that reflects the high moral and ethical
character of Jack and Jill mothers by: i. Obeying the law.
ii. Exercising good manners. iii. Displaying concern for my appearance by following established
Jack and Jill of America guidelines. iv. Refraining from profanity, acts of violence, and criminal conduct.
E. To demonstrate the high regard we have for each other as mothers by: i. Avoiding derogatory, demeaning and insulting remarks.
ii. Being polite, kind, honest, fair and conciliatory. iii. Keeping confidences and maintaining confidentiality. iv. Abiding by and actively supporting official Chapter and v. Jack and Jack decisions, Regional Rules of Order, Regional and
National protocol and policies even in the event of personal disagreement.
F. To work diligently to foster the programs of the Organization and participate fully in meetings and conferences that enhance personal knowledge and improves the organization's effectiveness.
G. To maintain integrity in financial matters related to the Organization
by: i. Remaining current with all dues and financial
obligations. ii. Following accepted financial procedures.
iii. Avoiding the co-mingling of personal and Jack and Jill funds.

iv. Utilizing the tax-exempt status only as legally permitted.

H. Expecting that financial officers will maintain records, make them available for inspection and pass them on to succeeding officers as required.
I. Reporting the misappropriation of the Organization's funds and/or
property to the appropriate authority and taking the necessary action to protect or retrieve funds and/or property belonging to Jack and Jill of America, Inc.
J. Being sensitive to the dangers of conflicts of interest. K. Board members who are professional can advise on policies related to their
expertise, but if they receive any compensation from the organization, a conflict may arise. Full disclosure is the first step, then, in each case careful and conservation judgment on the merits is called for.
L. To invite for membership in Jack and Jill only those community-minded mothers of sufficient high moral and ethical character and scholarship who have true interest in serving our Organization.
M. To refrain from soliciting advertisement, endorsements and sponsorships that harm the image of Jack and Jill of America or that conflict with its program concerns and values.
I shall remain cognizant that others will judge the values and principles of Jack and Jill of America, Incorporated by my personal deportment and conduct. Furthermore, should I attain a leadership position in Jack and Jill of America, Incorporated that requires me to be an official spokesman or public representative; I understand that my conduct must rise to the highest standard.
In promising to obey these rules of conduct, I acknowledge that the continuation of Jack and Jill of America, Incorporated as an organization of women of high moral and ethical standards depend on my compliance.
A violation of this Code shall lead to disciplinary action, up to and including the termination of all membership privileges in Jack and Jill of America, Incorporated.
Any violation of this Code of Ethics shall be reported to the Regional Director of the region where the violation occurred within 10 business days of its occurrence or the discovery of its occurrence.
With regards to financial and other long term investigations, the report must be made upon the determination by audit or other investigation, that this Code may have been violated. In these instances, a reasonable period of time for reporting must be less than two years from the date of the actions, and shall be determined based on the facts and circumstances of each individual situation by the Regional Director.

Within, 10 business days of receiving the report of a violation of this Code, the
CODE OF ETHICS (cont’d)
Regional Director shall convene the grievance committee to investigate and render an opinion as to whether a violation has occurred. The committee has 10 business days to review and render an opinion to the Regional Director. If more time is needed, the committee must make that request of the Regional Director.
Any requests for an extension must be made within the first 10 business daysof receipt and will be limited to an additional 5 business days.
The Regional Director shall review all information submitted by the committee to determine if further action is needed. If the opinion of the committee is in the affirmative, the Regional Director shall, within 10 business days of receiving the opinion, render a decision stating whether or not a violation of this Code has occurred, providing written rationale for that decision. The Regional Director's decision shall include a recommendation of an appropriate punishment, sanction, or action based on the violation.
The Regional Director has the authority to impose disciplinary action for any breach of the Code of Ethics without filing a grievance. Prior to the Regional Director initiating the action, she must consult with the elected regional team and provide the details of the infraction. The Regional Director has the authority to send a letter to the chapter outlining the details of the recommended disciplinary action, along with any punishment or sanctions imposed, along with any consequences of non-performance of the imposed sanctions and directives.
If the decision of the Regional Director is appealed, the National Executive Board shall have 10 business days to review the decision and recommendation as to the appropriate sanction and punishment for the violation. If the opinion of the National Executive Board differs from that of the Regional Director, she (the Regional Director) shall either accept the modification and/or change or request that the Advisory Council be convened. She shall make this request within 10 business days of the receipt of the opinion of the National Executive Board.
If the subject of the ethics code violation is the Regional Director or a National Officer, the advisory council chair shall be immediately notified and shall act to convene the full advisory council. If the advisory council chairperson is the subject of the grievance, the National President shall be immediately notified

and proceed to convene the full advisory council.
If the request for the Advisory Council to be convened is made, it shall be convened within 30 days of the request and shall review the evidence submitted, decisions made, and rationales submitted. The Advisory Council shall, by a 2/3rds vote, decide any outstanding issues not agreed upon within that 30 day period.
Time periods for all communications shall run from the date of receipt as evidenced by certified mail, return receipt requested, Federal Express, or other carrier with delivery confirmation.
The final determination of any sanction or punishment shall be immediately communicated to the member(s) in violation by the Regional Director, unless: the National Advisory Council has been convened, and/or membership
termination or suspension is the sanction. In such instances, the communication to the member shall be made by the National Corresponding Secretary on behalf of the Advisory Council. This communication shall be made by certified mail, return receipt requested.

JACK AND JILL PERTINENT FACTS
1. Jack and Jill of America, Incorporated, was organized in 1938 in Philadelphia, PA by Marion Stubbs Thomas. There are two (2) founders: Marion Stubbs Thomas and Louise Truitt Jackson.
2. Chapters have organizers and charter members upon installation as a chapter. 3. The first National President was Dorothy B. Wright, one of the organizers of Jack and Jill
of America, Incorporated. 4. There are seven (7) National Officers who represent the seven (7) Regions. They are

5. There are seven (7) Regions and Regional Directors. The Regions are: Central, Eastern,
Far West, Mid-Atlantic, Mid-Western, South Central and Southeastern.
6. There are national recognition days with mandatory activities that are observed annually:
a. Jack and Jill Day during the month of September. b. Carole Robertson Memorial Day during the month of September to honor a Jack
and Jill Teen that was killed in the Birmingham, Alabama church bombings. Memorial activities in honor of Carole Robertson can be for the entire chapter, but are strongly recommended for teen groups.
c. Jack and Jill National Day of Service on Martin Luther King Day (January 21)
7. Jack and Jill Chapters must financially support the Jack and Jill of America Foundation, our National Service Project, by raising funds through chapter fundraisers or chapter contributions. A chapter is required to give one-third of all monies raised to Foundation and the remainder of all monies raised must be given to 501(c)(3) organization(s).
8. Each chapter must have a minimum of one local service project per age groups and mothers group.

9. The National Convention meets biennially (even numbered years) and alternates years with the Regional Conference, which meets in the odd number years.

11. The Teen Regional Conference meets annually.
12. The National Editor publishes Up the Hill, the annual journal of Jack and Jill of America, Incorporated and posts it on the Jack and Jill of America, Incorporated website.
13. The National Program Director publishes the Member Manual and SCOPE for
Jack and Jill of America, Incorporated and is emailed directly to each member. The SCOPE publication is posted on the Jack and Jill of America, Incorporated website.
14. The National Editor publishes the quarterly publication, ExecuCom, and emails it
directly to each member. The ExecuCom publication is posted on the Jack and Jill of America, Incorporated website.
15. Only Jack and Jill of America, Incorporated children whose mother’s membership
is Active may attend the Regional Children’s Clusters.
16. Teenagers who are not members of Jack and Jill of America, Inc. may attend upon invitation from the local teen sponsored chapter social activities. ONLY JACK AND JILL OF AMERICA, INCORPORATED TEENS WHOSE MOTHER’S MEMBERSHIP IS ACTIVE, MAY ATTEND THE TEEN REGIONAL CONFERENCES AND CLUSTERS.
17. A mother may become an Associate member of the organization when her
youngest child reaches age twenty (20) or when the youngest child completes high school. Associate members must pay the National per capita tax, Regional per capita tax and whatever the local fees agreed upon with the Chapter. Upon completion of tenure, a member may also qualify for National Life membership as outlined in the National Constitution and Bylaws.
18. The official dress for Jack and Jill of America, Incorporated, ceremonies is
uninterrupted white. This means that no other color of any kind may be on the garment or on the shoes. The official ceremonies of the organization are: new chapter chartering, installation of chapters’ officers, initiation of new members, formal opening ceremonies of conferences or any ceremony listed in the official Jack and Jill of America, Incorporated Manual under the section labeled ceremonies. The officiating officers shall wear white as well as the membership unless it is stated otherwise in the manual for the membership.

19. Only Jack and Jill of America, Incorporated Mothers holding Active membership may attend Jack and Jill of America, Incorporated, ceremonies. Fathers may only attend the Fathers portion of the New Members Initiation Ceremony once the

mothers have been initiated. Teens may only attend these ceremonies that are for the teen programming.
20. Ceremonies are conducted by the current highest-ranking officer in attendance.
21. The official attire for Regional and National mother and teen conferences during
plenary session is business attire. The means: stocking, heels or pump (not sandals), suits or business pants suits.
22. Fathers do not hold membership in Jack and Jill of America, Incorporated. They
do support the mothers and the organization through the Fathers’ Auxiliary groups. Fathers’ groups cannot have separate checking accounts, bylaws or officers.
23. The “Jack” and “Jill” are male and female children, respectively, of our
organization.
24. The official colors of the organization are blue and pink.
25. The official flower of the organization is the pink Sweetheart Rosebud.
26. The Jack and Jill of America, Incorporated, official emblem is the registered trademark of the organization. It was designed in 1963 by Edward S. Richards, a father of Chattanooga, Tennessee Chapter.
27. The Jack and Jill National Installation Prayer is an adaptation of a Parents Prayer
by Gary C. Meyers, Founder of Highlights for Children magazine.
28. The Jack and Jill Hymn was written and composed in 1987 by Samuel J. Brown, a father of the Philadelphia, Pennsylvania Chapter. All mothers and teens are expected to learn the hymn and sing the hymn at any official Jack and Jill of America, Incorporated ceremony when required.
29. There is only one Constitution, The National Constitution and Bylaws of Jack and
Jill of America, Incorporated.

30. Regions and chapters are governed by the National Constitution and Bylaws, National Policies and Procedures Manual, chapter bylaws and Robert Rules of Order. National governance documents and policies and procedures supersede any region and chapter governance. Regions and chapters shall not have any bylaws or policies and procedures that conflict with national governance.

MESSAGE FROM OUR NATIONAL PRESIDENT
Greetings Members and Guests,
I am deeply honored, humbled and excited to serve as the 23rd
National President of Jack and Jill of America, Inc.
during its 75th
Anniversary. Since its inception, our organization has committed its efforts and resources to
developing our children to be true leaders; real difference-makers with a strong sense of purpose and commitment to
service.
Our national theme for 2012-2014 is “Power and Potential: Parents Empowering Youth.” Following in the tradition
of the Founders, this theme captures my vision as the National President to firmly establish Jack and Jill of America,
Inc. as the premier African American family organization by:
Embracing the power of our role as mothers and parents in raising world leaders;
Embracing the power of our cultural heritage;
Effectively leveraging our power to create positive change in our communities; and Raising awareness of the organization in the community as parenting experts.
It is in this spirit that we continue to forge and cultivate strategic partnerships that reinforce our core values and
allow us to best serve our communities. This sustained civic engagement increases our visibility and viability as an
organization, and augments a template of achievement for years to come. Our National Executive Board is a team of
exceptional mothers who are resolute in developing dynamic and enriching initiatives to address issues related to
children’s rights, leadership development, cultural awareness, financial literacy, recreation and philanthropic giving.
We hope that in documenting our successes on this website that we continue to inspire. We welcome your creative

HISTORY AND OVERVIEW The Certificate of Incorporation was issued by the Secretary of State of Illinois on February 4, 1968. The purpose as stated in the Certificate of Incorporation: "To carry on educational, literary, scientific and charitable purposes or any one of them, by the application of assets to the use of the Jack and Jill of America Foundation." Authority: Internal Revenue Code Section 501(c)(3). The Foundation Logo was adopted at the 1974 National Convention of Jack and Jill of America, Inc., parent organization of the Foundation. It was designed by a father of the Kansas City, Missouri Chapter. Elected officers of the Foundation Board of Trustees shall be a President, Vice-President, Secretary and Treasurer. The Foundation Board of Trustees consists of 18 members. The membership consists of:
Four National Officers of the parent organization, Jack and Jill of America, Inc. -- National President, National Vice President, National Program Director and National Treasurer.
One Regional Director from a Region not represented by the National Officers
Seven Members-at-Large representing each region elected at the Regional Mothers' Conference
Six Community Leaders who represent the Community-at-Large and are not necessarily Jack and Jill members
One Jack and Jill Youth Representatives (Regional Teen President) who rotate on the Board alphabetically by Region
Effective 2011-2012 Board fiscal year, the members of the Foundation Board of Trustees shall consist of 13 members. The Membership shall consist of:
Six Trustees shall be selected from the community in general and each shall hold terms of two (2) years each, not to exceed three consecutive terms.
The National President, National Vice President, National Program Director and National Treasurer of Jack and Jill of America, Inc. shall serve as ex-officio members with voting rights. They shall serve two-year terms, which shall coincide with their terms of office in Jack and Jill of America, Inc.
One Regional Director of Jack and Jill of America, Inc. shall be an ex-officio member of the Foundation Board of Trustees with voting rights. She shall serve for a two-year term.
Two Members-at-Large who have been elected by the delegates of Jack and Jill of America, Inc.’s Mother’s Regional Conference shall serve as ex-officio members with voting rights. The two MALs who serve on the Board of Trustees shall be appointed as determined by Jack and Jill of America, Inc. Those MALs not serving on the Board of Trustees shall serve on the Board’s Advisory Committee.

One Regional Teen President serving on the Board of Trustees. Regional selection shall be on a rotating basis. Regional Teen President shall serve a one-year term and shall serve as an ex-officio member without voting rights.
The Annual Meeting of the Board of Trustees is held during the month of April. The Foundation Executive Committee shall include the Board of Trustees’ President, Vice-President, Secretary, Treasurer and the following designated officers from Jack and Jill of America, Inc. – National President, National Vice- President, National Treasurer and Member-at-Large Chairperson. The Executive Committee shall consist of not more than eight members. The Executive Committee shall have and exercise the power and authority of the Board of Trustees in reference to deleting, appointing or removing any member of the Executive Committee, and adopting a plan of action for present and future operations in the interim between Board meetings. Chapter Responsibilities: Support Foundation by local fundraising activities; recommend through Member-at-Large or Regional Director for board members in community and father representative slots; provide name and address of Foundation Committee Chairpersons to Corresponding Secretary and Members-at-Large; prepare and submit proposals and offer suggestions for source of funds. Through the Foundation money raised by the Jack and Jill Chapters and donations by others are carefully channeled to help eliminate some of the contemporary obstacles that confront Black youth and those of other minority groups. In an effort to help the underachiever, who remains a casualty of his environment, the Foundation began initially with projects such as the Talking Typewriter, JACK BE QUICK, SOPHIA, and Education on Wheels. Through funding of independent proposals, and the Jacqueline Robinson Competition Awards, the Foundation has continued to diversify its emphasis to help youth in major cities throughout the U.S. Since its inception in 1968, the Foundation has grown to assets in excess of three quarters of a million dollars and have awarded 495 grants totaling $584,000 to various educational and community projects. National Project - At the beginning of the 80's, Foundation President Betty H. Johnson directed the implementation of the national project concept, Education + Leadership = Success. This was to

The theme of this national endeavor was to assist in preparing youngsters to compete successfully in the rapidly developing technological marketplace. Such programs took place at Florida A & M University in Tallahassee, Florida and at Central State University in Wilberforce, Ohio.

Today, Foundation continues its role of collaboration with chapters and 501c3 organizations to ensure that youth in at-risk communities have access to a healthy lifestyle, higher education and the ability to learn how to accumulate wealth to continue the cycle of giving. Those grantees are: Tacoma Washington chapter for its Health Fair, YMCA of Metro. Atlanta for its Youth Fit for Life program; UNCF to send students to a four-year university for four years of undergraduate studies; Contra Costa chapter for its Youth Leadership Academy; Austin Community Foundation for its Legacy of Giving program and the New Orleans chapter for its Financing the Future: Investing Pays off. In addition, Jack and Jill Rebuilds America Project is a partnership between Jack and Jill of America, Inc and the New Orleans Area Habitat for Humanity organization to build a home for a deserving family. The first Jack and Jill sponsored home is scheduled to be built in the lower 9th ward in New Orleans, Louisiana. In support of this endeavor, the Foundation has established a Jack and Jill Rebuilds America Project restricted fund. This fund can only be used for the Jack and Jill Rebuilds America Project and will allow Jack and Jill to utilize 100% of the donations to the rebuilding of our communities.

EASTERN REGIONAL HISTORY
The idea that Marion Stubbs Thomas espoused at the gathering of friends at the initial meeting concerning
the development of a club that would bring their children together in a close social and cultural
relationship was met with great enthusiasm. Because there were more children than a home could
comfortably accommodate, the children met once a month at the Young Women’s Christian Association
(YWCA). It soon became necessary to plan specially for each gathering; therefore, the mothers deemed it
wise to have a “Mothers” Meeting for this purpose. Such was the humble beginning in the East-
Philadelphia.
1939-1940, 1944 (New York and Washington, D.C.)
The second Jack and Jill group to organize was the New York Chapter in 1939. The Washington, DC
Chapter was started by Marguerite Green in March 1940. Four years later, the success of Jack and Jill
programs in Washington, Philadelphia, and New York picked up momentum. The enthusiasm and interest
in the concept of such an organization began to spread.
1944 (Pittsburgh, Pennsylvania)
Toki Schalk Johnson, presented to a group of Pittsburgh mothers the idea of forming a similar club.
Marjorie Butler became Pittsburgh’s first president. Under her capable guidance began one of the most
successful chapters of Jack and Jill.
1945 (Buffalo, New York)
Following the shadows of Pittsburgh, a group of mothers of Buffalo, New York were nurturing the same
idea. The first group of prospective Jack and Jill members met in September 1945 to organize. The
charter membership of twelve elected Edna Seay as their first Chapter President.
1944-1946
The Eastern Region tentacles were in a continuous growth pattern during this three year period with the
chartering of chapters in Baltimore, Maryland and Boston, Massachusetts. A national organization
committee was mobilized representing these seven Eastern Region chapters and three additional chapters
in the Mid-Atlantic, Central and Mid-Western Regions. The committee met in Philadelphia on June,
1946 to make plans for bringing these groups together as one body.
1948
The Eastern Region expansion had been phenomenal from the beginning and now Atlantic City, New
Jersey and Springfield, Massachusetts were being added to the roster. Nathalie Johnson initiated the move
to organize the North Jersey Chapter. The North Jersey Chapter officially joined the National
Organization in June 1950. Because of the rural aspects of North Jersey, it was impossible to limit
membership to a particular town; instead it was limited to a mileage radius.
1951
The Eastern region resurfaced with the addition of the Lincoln University, Pennsylvania Chapter.

To Dorothy Wright of Philadelphia, the first National President, we owe our appreciation for guiding us
through the difficult period of organization. Further, under the leadership of Emile Pickens of New York,
Second National President, marked progress was made toward the realization of Jack and Jill objectives.
Edna Seay of Buffalo, our Third National President served in the capacity of national officer since its
inception and guided and directed the group wisely and efficiently to the place we assume in our
communities today. The Eastern Region owes gratitude to Ida Murphy Smith of Baltimore for her high
standards as Editor of the first edition of UP THE HILL; Helen Prattis of Pittsburgh and Vernice
Wynn of Baltimore for the wonderful and difficult job they performed in the capacity of Secretary/
Treasurer. It was necessary for all of the chapters to seek advice and grateful thanks were echoed for the
guidance given by Sara Scott of Philadelphia, Program Chairman.
The idea of a regional plan for the National Organization was first advanced at the 3rd annual meeting of
Jack and Jill of America Inc., held in Washington, D.C. in 1948. It was suggested that three regions (East,
Midwest and West) be established to (1) shorten the travel time to annual meetings; (2) allow more
time for discussions and (3) allow the inclusion of children at the meetings. For several years, a regional
organizational plan was discussed during annual national conventions. These discussions were fueled by a
hugely successful Teen regional conference organized and hosted by the Philadelphia Chapter in June
1951 around the year’s program year of study and research on Haiti.
At the 1957 National Convention held in San Francisco, the Regional Plan of the Organization was finally
adopted and Regional Directors were appointed or elected. The first Regional meetings were held in
1959, and the decision was made to alternate years between the Regional and National conventions.
Hence, each is held every two years. Currently, the organization is divided into seven regions—Central,
Eastern, Far West, Mid-Atlantic, Mid-Western, South Central and Southeastern. Each of the seven
regions has four officers—Regional Director, Regional Treasurer, Regional Secretary, and Foundation
Member-At-Large, who are responsible for providing continuity between the National Executive Board
and the chapters in the respective regions. The Regional Officers are elected during the Biennial
Regional Conferences, which convene on the odd numbered years following the National Convention.
Regional teen conferences are held annually. The first teen conference was held in Philadelphia, PA, in
June 1951. Each Region has teen officers who are elected annually at the teen conferences.
The Eastern Region has continued to grow in membership and chapters. The Eastern region is the largest
with 55 chapters. In the new millennium, the Eastern Region continues to provide innovative
programming. In recognition of the Dr. Martin Luther King, Jr. national holiday, teens are invited to
participate in a regional Teen Leadership Summit on the campus of Howard University designed to
catapult youth to new levels and conduct community service. The region is proud to have launched in
2006 mandatory certification training for teen conference chaperones to assure clear expectations and a
safe experience for our teens. In 2011, the Mother’s Conference was held on a cruise to Bermuda with
over 600 persons in attendance. The Eastern region chapters hosted the On the Hill Summit in 2009 and
2011. In 2012, the region was the host of the 40th Biennial National Convention in Philadelphia, PA,
which marked the beginning celebration of the 75th Anniversary of Jack and Jill of America.

The Atlantic City, NJ Chapter of Jack and Jill of America, Incorporated was chartered in 1948. Chapter status for the Atlantic City Chapter was recognized at the Third National Convention, held in Washington, D. C., on May 15, 1948. As such, the Atlantic City, NJ Chapter became the sixteenth (16th) chapter recognized by the National organization. Our boundaries included both Atlantic County and Cape May County. At the time of our chartering, Mrs. Dorothy Wright was National President. Our charter members, fourteen pioneering women, with a crystal clear vision were: Mrs. Wilma Nelson, President Emeritus, Mrs. Lucille Barbour, Mrs. Lillian Bryant, Mrs. Carrie Harrison, Mrs. Harriet Lamkin, Mrs. Edythe Marshall, Mrs. Alice Carter, Mrs. Juanita Fowler, Mrs. Hugh Gregory, Mrs. Elveta Harris, Mrs. Cecelia Hawkes, Mrs. Margaret Hawkins, Mrs. Florence Johnson, First President, and Mrs. Erma Spencer. The past deeds of these wonderful women, our foremothers, continue to inspire and strengthen our membership. Our activities regionally have been stellar. Our chapter hosted the Eastern Regional Mothers' Conference, "Changing Aspects of Family Life in Today's World" in 1965. In 1951, Teens from the Atlantic City Chapter NJ participated in a Philadelphia program termed “A Haitian Festival”. This program was the summation of the Philadelphia Teens’ yearlong program of study and research on Haiti, and served as a forerunner to the annual Regional Teenage Conferences. Later, in 1957, the Atlantic City Chapter hosted the 7th annual Eastern Regional Teenage Conference, "Youth's Responsibility." The Atlantic City, NJ Chapter sponsored the South Jersey Chapter which was officially installed on October 13, 1954.

In 1995 we expanded our chapter boundaries to include Cumberland County, New Jersey. In addition, we joined with the Burlington-Willingboro Chapter in hosting the 1999 Eastern Regional Teen Conference, “SOAR”, in Cherry Hill, NJ. The Delaware Valley Cluster was hosted by our chapter in 1990, at The Flagship Resort, and again in 2004,“Protecting Your Chapter’s Future . . . Building on a Firm Foundation”, under the direction of Regional Director Darkes, at the new Atlantic City Convention Center. Attendance at the 2004 cluster was noteworthy. The Atlantic City, New Jersey Chapter most recently served as host for the 2011 Eastern Region Children’s’ Cluster which was held at Adventure Aquarium in Camden, New Jersey. Over 60 children were entertained with a “Movie Night” during the pre-children’s cluster activities, and over 250 Jack and Jill’ers “Explored the Shore” at the Adventure Aquarium with Atlantic City Chapter members and teens as their guides. We are proud to be the home of the 17th Eastern Regional Director, Mrs. Vivian M. J. Darkes, who served with distinction from, 2001-2005. Mrs. Darkes also served as the Eastern Regional Teen Advisor from 1999-2001. Legacy member, Mrs. Dianna Williams-Fauntleroy served as the National and Eastern Regional Bylaws Chair from 2001 - 2004. In addition, our Chapter boasts being the home of Mrs. Barbara Washington, who, with her husband Bill, was named the 2006-2007 Foundation Legacy Family of the Year. Miss JayLyn Harris, a member of our teen group, has served two consecutive terms on the Eastern Regional Teen Board in the appointed positions of Eastern Regional Parliamentarian (2010-2011) and Eastern Regional Legislative Chair (2009-2010). Miss Harris also was the Oratorical representative for the 2011-2012 Teen Conference.
As a premier family organization, fathers play a vital role in chapters across the nation. In 2003, the Atlantic City, NJ Chapter formed a Father's Auxiliary. President Harris appointed Richard T. Fauntleroy as the first chair. The fathers coordinate at least two programs for our families annually under the leadership of the auxiliary chair. The Atlantic City, NJ Chapter celebrated sixty (60) years of service in our community on September 27, 2008. To commemorate the occasion the chapter sponsored a luncheon, hat show and silent auction at the Carriage House in Galloway Township, New Jersey. The proceeds from the auction benefited the Atlantic City, NJ Boys and Girls Club and the Jack and Jill of America Foundation. The Chapter honored former Regional Director Darkes and the past presidents who served throughout our distinguished sixty (60) year history. Additionally, we selected and also honored two former members, Mrs. Louise Forrest Johnson (posthumously) and Mrs. Jane Flipping, who exemplified the mission of Jack and Jill during their membership in the Chapter, as well as through their professional careers and volunteerism in the community. Our Chapter has endured the years with strength and a determination to continue the legacy that our founders and charter members envisioned for the families that thrive under our programmatic thrusts. We continue to nurture our membership so that they, along with our children, blossom and flourish. Women who have lead our chapter in service as president over the past sixty four years include: Mrs. Wilmer Nelson, Mrs. Florence Johnson, Mrs. Lillian Bryant, Mrs. Erma Spencer, Mrs. Florence Turner, Mrs. Lucille Barbour, Mrs. Joan Hayes, Mrs. Carrie Harrison, Mrs. Louise Forrest Johnson, Mrs. Dorothie Dorrington, Mrs. Wanda Harris, Mrs. Doris Carter, Mrs. Matilda Peterson, Mrs. Elaine Scott, Mrs. Claudette Yancy, Mrs. Ada Evans, Mrs. Linda Steele (1983-1985), Mrs. Rosetta Johnson (1985-1989), Mrs. Linda Steele (1989-1991), Mrs. Lynda V. Browne-Kidd (1991-1995), Mrs. Vivian M. J. Darkes (1995-1999), Mrs. Dianna Williams-Fauntleroy (1999-2003), Mrs. Sonya Gillespie-Harris (2003-2007), Mrs. Annie B. PRESIDENT Major duties of the President are:
As Presiding Officer:
Stimulate and direct the activities of children and parents
Preside at the Mothers’ meetings and at the meetings of the Executive Board
Become familiar with every aspect of Jack and Jill
Follow the goals and objectives of the organization
Know basic parliamentary procedures and enforce the National Constitution and Bylaws
Have an agenda with all business of the meeting outlined at every meeting
Appoint committee chairs and committees and serve as chair of the Executive Board and Ex-Officio member of the all committees except the Nominating Committee
Render the annual culminating report at the May Mothers’ Meeting
As Administrative Officer:
Study information and materials from predecessors, inclusive of all minutes from Regional Conferences and National Conventions
Meet with all officers and committee chairpersons, prior to the beginning of the calendar year, to focus on the goals for the year
Call upon each age group chairperson to prepare a plan of activities for their age group to be coordinated through the Program Director
Sign checks as specified in the local chapter bylaws

Have at each meeting a copy of the National Constitution and Bylaws, Chapter Bylaws, and the Agenda

CORRESPONDING SECRETARY
Conduct the correspondence of the organization
Send out any correspondence to the active membership at least 10 days prior to the monthly meetings
Notify active members of the date, time and place of the meetings
Report on the correspondence list of information received from the President at the Executive Board and Mothers’ Meetings
Maintain an up-to-date and accurate record of the total membership
Act as custodian of all records except those specifically assigned to others
Perform all duties as usual to this office TREASURER
Receive all money from Financial Secretary and deposit in a bank approved by the Executive Board
Keep an accurate account in the Treasurer’s book of all money received and paid out
Pay by check all receipts authorized by the organization
Sign jointly with the President or Vice President all checks withdrawn from the organization’s bank accounts

Present an annual budget for the next year subject to the approval of the active membership in March
Present an annual written report of the financial status of the chapter
Reconcile previous bank accounts by September 1 FINANCIAL SECRETARY
Receive and transmit, without delay and upon receipt, all monies and funds received from the membership to the Treasurer
Keep all financial records and notify each member of her financial status
Keep a record of the dues and fees paid

Develop major chapter-wide health program for the year, working closely with the Program Director, Editor, and Community Service Chairperson to ensure smooth flow of information
LEGISLATIVE COMMITTEE
Relay to membership local, state and federal legislation pertinent to children
Participate in events to represent chapter where chapter deems appropriate
Develop chapter’s annual Legislative program MEMBERSHIP COMMITTEE
The Vice President is the Chairperson of this committee
Keep an accurate record of membership status, year entered, sponsor, termination date and reason
Compile and prepare membership directory, annually
Notify members of eligibility to sponsor new members
Prepare Teen and Mothers’ roster for the National and Regional by November 1 of each year
Develop programs for new membership intake, e.g., New Members Social, Orientation, etc.
Notify new members of their duties and obligations
NOMINATING COMMITTEE
Shall be elected prior to the January meeting with one member of each age group serving on the committee. The Chairperson is selected from among the newly elected Nominating committee members.
Prepares a slate of officers as outlined in Chapter Bylaws.
The outgoing President shall appoint any unfilled positions CHILDREN’S PROGRAMMING COMMITTEE
The Program Director will serve as Chairperson of this committee

Plans the activities for National Jack and Jill Day
Prepares lists of names of children entering groups for the membership directory by the August Executive Board Meeting

The Editor serves as the Chairperson of this committee
Implement public relations effort on behalf of the chapter with coverage for monthly group activities, chapter-wide events, and Regional and National event representation by chapter members
Coordinate closely with the Program Director, Foundation, Fundraising, Health, Legislative, Community Service, and Scholarship Chairpersons and their committees for public relations opportunities
COMMUNITY SERVICE COMMITTEE
Develop annual service project for the Mothers’ participation
Prepare to present project for chapter vote at the September meeting GROUP ACTIVITY CHAIRPERSONS
Hold a sufficient number of Mothers’ group meetings to plan group activities for the year
Assign a mother to be responsible for each activity
Ensure that notices of group activities are mailed to mothers on a timely basis; if not, take the responsibility and ownership to notify the mothers about the activity (by phone, e-mail, or fax)
Keep an attendance record of all activities and submit reports on each activity to the Program Director
TEEN ADVISOR
Assist self-governing Teen Group in ensuring that all National, Regional, and local requirements are met
o Ensure representation at annual Regional Teen Conferences o Ensure annual fundraiser is held o Ensure annual contributions to Foundation are made o Others as required
Report regularly to teen mothers on group activities and projects
FOUNDATION COMMITTEE
Develop projects eligible for funding by the Jack and Jill of America, Inc. Foundation and develop and present to the Foundation proposals for such funding.

CHAPTER BYLAWS
PREAMBLE
We, the members of Jack and Jill of America, Incorporated in order to more fully implement the goals of the organization; to more specifically articulate the aspirations of our members; and, to more decidedly define both policies and procedures of this body, do hereby adopt these following bylaws.
ARTICLE I: NAME
The name of this organization is Jack and Jill of America, Inc., Atlantic City Chapter.
ARTICLE II: OBJECTIVES AND AIMS
Section 1. The objectives of this organization are:
To create a medium of contact for children which will stimulate growth and development To provide for the children, constructive educational, cultural, civic, recreational, health and social programs.
Section 2. The aims of this nonprofit organization are:
To aid mothers in learning more about their children by careful study; To seek for all children the same advantage which we desire for our own; To support all national legislation aimed at bettering the conditions of all children.
ARTICLE I: MEMBERSHIP
Section 1. Composition The membership of Jack and Jill of America, Inc., Atlantic City Chapter, shall consist of those mothers who have been duly elected to the organization and are in good financial standing, whose children are between the ages of two and nineteen years old. This membership shall include ACTIVE and ON LEAVE mothers. There shall be a maximum membership of fifty mothers, which shall not include ASSOCIATE membership. Section 2. Individual Classification

1. Mothers, female legal guardians or female custodial caregivers with children between the
ages of two (2) years and through the nineteenth (19) year may hold active membership in Jack and Jill of America, Incorporated.
2. To maintain membership, a member must be in good standing. Good standing as used in this document means a mother must be active and financial. Active is defined as participating in local chapter activities, sponsoring age-group activities and supporting the Foundation. An active member shall be required to attend one national convention or one regional conference or one regional area workday or cluster within each four-year period for the duration of her membership tenure. Financial is defined as having paid all chapter, regional and national dues, assessments and fees. 3. Any child who resides with and is receiving long term continuous care from a mother, female guardian or female custodial caretaker who is a member of Jack and Jill of America, Inc., can participate in the chapter in which the mother, female guardian or female custodial caregiver is a member and pays dues. 4. The active status of a member terminates at the end of the membership program year, which includes all conventions, when the youngest child completes high school or reaches age twenty.
5. Upon the death of an active member in good standing, the children of said member may continue their affiliation with the organization for the duration of that fiscal period and the ensuing fiscal years, if the parent (guardian) so desires. Said deceased member shall be classified as having completed her tenure in good standing.
B. Legacy Membership
Legacy status is granted to each child (male or female) who graduates from the Chapter and whose mother is a member in good standing at the time of the child’s graduation from the chapter. The female child or spouse of a male child shall be entitled to automatically become a member of the chapter where they are presently living upon the submission of an application and payment of any required monies under the conditions specified in our National Bylaws. The conditions of Legacy membership are as stated in Article I, Section 2 A. 2.of the 2008 Revised and Rewritten Edition of the Constitution and Bylaws. Members entering the chapter under a legacy classification are expected to fulfill the requirements of membership as established by the chapter and the national organization. Members who do not fulfill the obligations of membership are subject to the same process of membership termination as outlined in these bylaws. Members who are terminated may not re-apply for membership under legacy status.

A mother who has completed her tenure in good standing and due to changed circumstances desires to again become a member of Jack and Jill of America, Incorporated shall be entitled to automatically become a member of the chapter where she is presently living upon submission of an application and payment of any required fees, except the "one time" National Headquarters Fee shall not be due upon rejoining the organization.
D. Members on Leave
1. All members ON LEAVE must submit a letter of intent to the Membership Committee Chairperson by May fifteenth (15) of the current membership year.
2. Any Member who has been granted a leave of absence by the chapter must meet all national
and regional financial obligations and pay one third (1/3) of the current local dues by June 30 of the fiscal year that she wishes to take leave.
3. Members ON LEAVE are also exempt from all other chapter financial and organizational
responsibilities. 4. A leave of absence prohibits the participation of the entire family during the leave period,
unless otherwise authorized by the chapter due to extenuating circumstances as defined in the national organization’s governing documents.
E. Associate Membership
1. A mother may become an associate member when either the youngest child completes high school or reaches age twenty. The mother completes tenure in good standing, by paying the national and regional per capita tax and any fees upon which the chapter and associates mutually agree.
2. Upon the death of an only child or the youngest child of a member in good standing, a
member may continue her affiliation with the organization as an associate member.
3. An associate member may attend national, regional and chapter meetings as a non-voting member, but cannot be elected to an office or chair a national committee other than the Associate Chair.
4. Each chapter shall have an associate liaison to help recruit tenured mothers and
disseminate associate information to associates and associate groups. The associate membership may fall under the responsibilities of the vice president.
F. Honorary Life Membership
Honorary Life Membership in Jack and Jill of America, Inc. shall be governed by the provisions of Article I, Section 1E.of the National Bylaws (2008).
G. Life Membership
Life membership in Jack and Jill of America, Inc. shall be governed by provisions of Article I, Section 1D.of the National Bylaws (2008).
H. Alumni Membership

Alumni membership in Jack and Jill of America, Inc. shall be governed by provisions of Article I, Section 1F. National Bylaws.
I. Termination of Membership
1. A member who has been absent from three consecutive meetings will be called by the Membership Committee Chairperson, requesting notification of the member's intentions to participate in the organization. The call will be followed by a certified letter from the organization. The member shall respond in writing within thirty (30) days, positive or negative, and may request to appear before the Executive Committee to determine if membership is to be continued. Otherwise, she will be dropped from the membership roll.
2. A member will be automatically dropped from membership when Regional, National Per
Capita, local dues, all local financial obligations, and assessments are not met on or before December 31.
3. A member who has not planned the required children's group activities, or served on a committee or served as an officer of the organization or attended required clusters and/or national/regional meetings during each program year will be required to appear before the Executive Committee to determine if membership is to be continued. If the member does not appear, termination is automatic.
4. In all cases of termination a certified letter shall be sent notifying the member of her termination, stating the reasons for the termination and the member’s right to appeal. Copies of the letter shall be sent to the Regional Director, the National Officer of the respective region and to the National Recording Secretary. 5. Upon receipt of notification of termination, a member shall have thirty (30) days to appeal to the local chapter executive board. If the appeal at the chapter level is deemed unsatisfactory, a member may then appeal to the Regional Director. If the appeal at the regional level is deemed unsatisfactory, a member then may appeal to the National Advisory Council (NAC).
6. The NAC shall send its decision, along with the rationale, to the member, the chapter and its region by registered letter. The decision of the NAC shall be final.
7. Any member who is terminated pursuant to this section shall not be entitled to any previously paid fees.
J. Reinstatement
1. A member who has been terminated from membership for failure to satisfy any of the responsibilities set forth in Article I, Section ?, may petition the Executive Committee for reinstatement within thirty days of receipt of notification of termination. The request shall be in the form of a letter. Upon receipt of the request, the Executive Committee will answer, within thirty days, in the positive or negative by Certified Mail. The re-instatement fee of a member shall be the same as local dues at the time of re-instatement (for the program year). Fees are to be paid within 30 days of notification.

2. Upon a negative answer or no response from the Executive Committee, which shall be by Registered Mail, the terminated member may petition the Regional Director and/or National Officer of the region. The Executive Committee shall notify the National Officer of the region and the Regional Director of the decision.
K. Transfers
Transfers to and from the Atlantic City Chapter of Jack and Jill of America, Inc. shall be governed by provisions of Article I, Section 3 of the National Bylaws.
Section 3. New Members
A. The Membership Committee shall report at the October meeting the following concerns for the next program year: the number of vacancies anticipated; the projected distribution of children by age and sex among the children's group and its recommendation of the possible number of new members to be admitted. B. Any member in good standing who has completed two full program years may submit names for consideration. Names of candidates for membership, a completed Membership Nominee Form, and a letter of recommendation from the sponsoring member shall be submitted to the Membership Chairperson to be presented at the Executive Board meeting preceding the February regular meeting. C. A candidate for membership in Jack and Jill of America, Inc., Atlantic City Chapter, must reside in Atlantic, Cape May or Cumberland counties and other surrounding counties, exclusive of areas with existing Jack and Jill of America, Inc. chapters. A candidate cannot be considered if their only and/or youngest child would have reached junior status in high school for the ensuing program year. D. The Membership Committee shall orally review all information about each candidate presented for membership at the February meeting. E. Prospective new members shall be elected by secret ballot at the February meeting. Election of new chapter members shall be held in March or April of each year. The Membership Committee shall supervise the election. A prospective new member shall be elected if she receives a simple majority of the votes of members present and eligible to vote. F. Prospective new members shall be formally notified by mail within five days of the election by the Membership Committee Chairperson, along with an invitation to a membership orientation. A response is expected at least ten days before the March orientation meeting. G. New members’ orientation shall be held before the initiation ceremony. New members shall be required to attend orientation and initiation and required to purchase a Jack and Jill manual and a Jack and Jill National Constitution and Bylaws. H. The initiation ceremony shall be held no later than May 31. All prospective new members shall pay a non-refundable fee prior to the installation ceremony. This fee includes National and Regional per capita fees, Headquarters assessment, initiation fees, the cost of the National Constitution and Bylaws, manual and other costs.

Section 4. Membership Responsibility
The following responsibilities of membership must be met or the organization cannot fulfill its aims and objects. Therefore, failure to satisfy any of these responsibilities and remain a member in good standing may result in termination of membership. A. Finances.
Each member shall promptly meet her financial obligations as set forth throughout these bylaws. B. Children's Group Activities.
Each member shall be responsible, either individually or jointly with another member for planning and executing at least one activity per year for each child she has in the organization. In the event the member does not fully discharge her responsibility for the group activity may be able to fulfill her responsibility at a later date during the program year, but shall be fined a non-refundable amount of ten dollars per month, to be posted to the Children's Activity line, until the activity is carried out.
C. Service to the Organization.
Each member shall serve the organization in one of the following capacities during each program year: Officer, Teen Advisor, Committee Chairperson, or Committee Member.
D. Attendance at Meetings.
Each member shall attend at least seven meetings during the program year. E. Conference and Cluster Attendance.
Each member shall attend one national convention, or one regional conference, or one regional area workday or cluster within each four-year period for the duration of her membership tenure. All new members must attend the cluster of her first program year, unless extenuating circumstances prevail.
F. Notice of Intent.
Any member who does not intend to continue as a member of the organization shall do so by sending a letter of intent to the Membership Chairperson who shall in turn, copy the letter to the President.
G. Death of a Member.
In the event of the death of an active member in good standing, the children of said member may continue their affiliation with the organization for the duration of that fiscal period and the ensuing fiscal years, if the parent (guardian) so desires. Said deceased member shall be classified as having completed her tenure in good standing.

ARTICLE II: FATHERS’ AUXILIARY
Chapters have the option of establishing a Fathers' Auxiliary as a support group for the chapter. The spouse of an active member within the chapter is eligible to participate in the Fathers' Auxiliary.
ARTICLE III: FINANCE
Section 1. Annual Dues A. Amount.
Annual dues shall be determined in accordance with the budget submitted by the Executive Board and approved by the membership. The budget shall include National per capita, Regional per capita, assessments and fees needed to operate the organization.
B. Due Dates
Annual dues are to be paid in full no later than June 30 of the current year. Failure to pay regional and national per capita dues will result in termination of membership.
Section 2. Fund Raising Obligation A. Annual Assessment
In order to fund its contribution to the Jack and Jill of America Foundation Inc., and the chapter's local service projects and charities, the organization shall sponsor a fundraising event, in which each member shall be obligated to provide an equal amount of revenues to be raised for the event. The amount of the fundraising obligation shall be determined by the membership in accordance with the budget recommended and submitted by the Fund Raising Committee. The fundraising assessment shall be paid in full no later than fourteen days following the event. Members who do not meet this requirement shall be sent a letter of notification by mail that the assessment must be paid by May 1 of the program year. Failure to meet the assessment may result in termination.
Section 3. Special Assessments
A. To defray certain items that are not budgeted expenses, the organization may vote to impose special assessments of equal amount on each member. A vote of the simple majority of the members present and eligible to vote shall be needed for the special assessment.
B. Special assessments shall be paid as of the date specified by the membership in adopting the measure. Failure to comply by any member shall result in a notification by mail that the member must pay the special assessment.
ARTICLE IV: CHILDREN & TEEN GROUPS
Section 1. Designation and Assignments

A. The child(ren) of the member shall be assigned to Children & Teen groups according to age. A child who attains the minimum age of a group by September 30 of the program year, shall be assigned to that group. B. The designation of groups and the assignment of children to groups shall be the responsibility of the Children's Programming Committee and Teen Advisors. C. The Children's Programming Committee shall be composed of the Group Chairperson from each age group of children and the Teen Advisors. Section 2. Duties of Children’s Programming Committee A. The Children's Programming Committee shall coordinate the group's activities and service projects for the year and work out a schedule of one or more members to be responsible for each activity or project of the groups during the year. B. The Children's Programming Committee shall keep attendance records of children participating in children's activities. C. The Children's Programming Committee shall forward monthly attendance records to the Membership Committee Chairperson.
Section 3. Teen Group & Self-Governance
A. The Teen Group may draft their own rules governing conduct, attendance, participation and service to the community. Such rules may condition attendance at teen parties and conventions upon participation in group service projects. B. All proposed rules of self-governance drafted by the Teen group must be consistent with
National, Regional and Teen Regional Bylaws (2008). Teen Chapter By-Laws must be approved by the Executive Committee of this organization. In addition, the Mothers must approve the Teens dues, fundraisers, and assessments prior to them being implemented.
C. The group composed of teens shall be assisted by two or more co-advisors from the Mother's organization. D. The Mothers’ organization shall be financially responsible for seed money, per the adopted budget, but for no less than $125.00 to the teens in September at their request. The Mothers’ organization shall also be financially responsible for sending a teen delegate and one chaperone to the Teen Conference.
ARTICLE V: CALENDAR AND MEETINGS
Section 1. Program and Fiscal Year
A. The National Program Year of this chapter shall be the calendar months of June 1 to May 31 B. The Fiscal Year of this organization is from June 1 through May 31.

Section 2. Regular Meetings
A. The Membership shall meet ten times during the Program Year. Meetings shall be held the first Friday of each month, September through June. When the first Friday of the month is the beginning of a holiday weekend or when a regularly scheduled meeting is canceled due to inclement weather, the meeting shall be rescheduled by the Executive Committee. B. Meetings shall be hosted by the members. Each member must co-host one meeting during the calendar year. Any other arrangements for the hosting of a meeting shall be determined by the Executive Committee and the membership body. C. A member who knows in advance she cannot attend a meeting should, as a courtesy, so advise a hostess as soon as possible. The giving of such notice shall not excuse absence from the meeting and shall in no way affect a member's responsibility to attend seven meetings per program year. D. A quorum shall consist of one-half of the active members. Meetings may commence in the absence of a quorum but no formal action may be taken until a quorum is present.
Section 3. Special Meetings
A. Special Meetings of the body may be called by the President with the consent of the majority of the Executive Committee. A two week notice shall be given of such a meeting, specifying the exact nature of the business to be transacted. No other business may be transacted except that called for in the notification. C. A quorum for a special meeting shall be as set forth in Article V. Section 2. D.
Section 4. Robert’s Rule of Order
Robert's Rules of Order shall govern chapter meetings in cases where applicable and when it does not conflict with the National Constitution and Bylaws, Chapter Bylaws and any special rules of this Chapter.
ARTICLE VI: VOTING
Section 1. Show of Hands and Majority Rule
A. Voting shall be by a show of hands unless otherwise required to be in writing by another Section of these By-Laws.
B. A vote of the majority of the members present and eligible to vote at a meeting at which a quorum is present shall be the deciding vote unless the question is required by these bylaws, to be decided by a vote of two-thirds, or by a vote of a specific percentage of such members at a meeting.

ARTICLE VII: OFFICERS Section 1. Eligibility, Duties and Election A. Elected Positions. There shall be eight elected officers of this chapter with the following titles: President, Vice President, Recording Secretary, Corresponding Secretary, Treasurer, Financial Secretary, Editor, and Program Director.
1. President, shall preside at all meetings, cast the deciding vote whenever necessary, create and appoint committees and their chairperson, serve as Chairperson of the Executive Committee, and plan and oversee orientation of new members. The President shall have been a member of the organization for three years, attended at least one cluster, and at least one Regional Conference or National Convention. She shall have previously held at least two offices, and chaired at least two committees.
2. Vice President, shall preside over meetings in the absence of the President. The Vice
President shall have been a member of the organization for two years, attended at least one cluster, at least one Regional Conference or National Convention, and chaired at least two committees.
3. Recording Secretary, shall keep a record of the proceedings of each meeting, (i.e. Executive Board and general), read the minutes of the previous meeting, keep a register of all members and record their attendance at meetings, and promptly notify the Membership Chairperson of any member who has missed two meetings during the program year. The Recording Secretary shall have been a member for two years, attended at least one cluster and chaired at least one committee
4. Corresponding Secretary shall call members and/or send notices of all regular and/or Executive Committee meetings when necessary conduct all other correspondence of the Chapter and submit correspondence to the membership in the most expeditious method available under the circumstances. The Corresponding Secretary shall have been a member for two years, attended at least one cluster and chaired at least one committee.
5. Financial Secretary, shall receive all monies from and provide receipts to members; turn
over to the Treasurer all monies received, work in cooperation with the Treasurer to
compile and transmit such financial reports and statements as are required by the National and Regional
6. ByLaws to be sent to the National Treasurer and Regional Secretary-Treasurer and promptly notify the Membership Chairperson of members delinquent in their financial obligations. The Financial Secretary shall have been a member for two years, attended at least one cluster, at least one Regional Conference or National Convention, and chaired one committee.
7 . Treasurer, shall receive, deposit, and account for all monies received from the Financial Secretary, keep an account of all receipts and disbursements, make all disbursements authorized by the organization, pay the National and Regional per capita taxes and assessments as required

by the National and Regional bylaws; work in cooperation with the Financial Secretary to compile financial reports and statements required by the National and Regional bylaws; present, at the end of the meeting of each program year a proposed budget to the Executive Committee which shall provide for all foreseeable activities, obligations, and assessments of the chapter; submit her books during the summer for auditing by an accountant, based upon the business of the organization as of May 31; and obtain the necessary signatures and authorizations to effectively transfer financial records to the incoming Treasurer. The Treasurer shall have been a member for two years, attended at least one cluster, at least one Regional Conference or National Convention, and chaired one committee.
8. Editor, shall keep past and current versions of the by-laws, write any articles or any other material that the chapter may require, e.g., Up the Hill, or for publicizing chapter activities and accomplishments. The Editor shall have been a member for three years, attended at least one cluster, at least one Regional Conference or National Convention, and chaired one committee.
9. Program Director, shall oversee children's activities, chair the Children's Programming Committee, which includes supporting and assisting Group Chairpersons and Teen Advisors. The Program Director oversees all programming in the chapter and convenes the programming committee to assess the needs of the chapter and to ensure that National guidelines are met. The Program Director also compiles reports and sends them to the National Program Director. The Program Director is also responsible for the Annual Chapter Program Book. She must have attended one cluster and a Regional Conference or National Convention; make every effort to attend Regional and National forums and ensure our programming is kept in line with the goals and objectives of the mother organization.
B. Appointed Positions
1. Historian, shall keep intact and up to date all properties of the chapter, including archival material, scrapbooks, party decorations and any other material the chapter may accrue. The Historian shall serve as a resource to all chapter members for the above material.
2. Parliamentarian, shall be appointed by the President, must know the National
Constitution & Bylaws, Regional Bylaws, Chapter Bylaws, and Robert's Rules of Order. The Parliamentarian shall have been a member for three years, attended at least one cluster, and at least one Regional Conference or National Convention. It shall be the duty of the parliamentarian to interpret procedures according to the organization’s governing documents and Robert’s Rules of Order and advise the presiding officer on orderly conduct in meetings and such other duties as assigned.
3. Sergeant- at -Arms. It shall be the duty of the Sergeant-at-Arms to ensure orderly
conduct of meetings, supervise the door and not allow any member to leave or enter the room when business is being conducted and while a vote is in session and such other duties as assigned.
4. Chaplain, shall be our worship leader.
5. Teen Advisor, shall assist the self-governing Teen Group, ensuring all National, Regional, and Local requirements are met. These shall include, but not be limited to those requirements governing attendance, conduct, elections, fundraising and Foundation contributions, participation, revision of bylaws, scheduling of meetings, service to the community and the annual Teen Conference arrangements. Other Teen mothers may be appointed by the

President to assist the Teen Advisor based on the number of teens in the group. The Teen Advisor is a voting member of the Executive Board, having only one vote.
6. Foundation Chair, shall work with the Chapter and community based non-profit [501(c)] organizations, designated by the Chapter, to develop projects eligible for funding by the Jack and Jill of America, Inc. Foundation; Shall develop and present to the Chapter Foundation project proposals for funding contributions.
C. For any office requiring the attendance at a cluster, and/or a Regional Conference or National Convention, attendance shall be defined as being registered for and participating in the entire cluster and/or Regional Conference or National Convention, which includes, but is not limited to all of its business sessions. D. Candidates for chapter officer shall be presented at the April meeting by the Nominating Committee. Candidates for each office may also be nominated from the floor at the April meeting. E. Candidates for any chapter office must be an active member in good standing with dues and all chapter obligations fully paid, and fulfill the requirements of the appropriate subsection of Article VII (Section 1). Candidates must have children of eligible age for the duration of full term of office being served (from Section 1, H). F. Officers shall be elected by secret ballot at the April meeting by a vote of the majority of the members present and eligible to vote. In the event there is only one candidate for an office, secret ballot may be waived by vote of the membership. G. New officers shall be installed by May 31, during the installation ceremony. H. These officers shall be elected biannually at the April meeting by a majority vote from the active membership of the chapter and shall serve for a term of two years. I. The membership shall be notified in writing as to the specific time of the election. J. Vacancies in any office during the term may be filled by one of the Executive Committee members or a qualified volunteer from the membership. When the Presidency is left vacant, the Vice President will fill the office.
ARTICLE VIII: STANDING COMMITTEES Section 1. Appointment and Term
Appointments to the Chapter’s Standing Committees shall be made for the following year at the June meeting. Term of membership on a Standing Committee shall be one year.
Section 2. Designation and Duties
A. Membership Committee shall determine the number, if any, of the new members who may be voted into membership each year, recognizing that the membership is not to exceed fifty (50); report to the membership at the October meeting on the chapter’s needs for new members and the children’s group needs; and compile the annual directory of members.

B. Children’s Programming Committee shall be composed of the Group Chairperson from
each children’s group and the Teen Advisors; shall assign the children, by age, to appropriate groups, develop guidelines and overall themes for children’s programming, activities and service projects and have representation on the Executive Committee.
C. Foundation Committee shall develop projects eligible for funding by The Jack and Jill of
America, Inc. Foundation; and develop and present to the Foundation proposals for such funding
D. Community Service Committee shall recommend projects of service for the community
to the chapter, recommend contributions to be given to tax exempt charities or other service projects; serve as a resource for Children’s Programming Committee and the Teen Group concerning service projects, and record such activities to be used, as necessary, for publication.
E. National Black Family Day Committee shall plan and coordinate the program of this
annual event.
F. Educational and Cultural Committee shall develop and plan at least two educational and/or cultural activities for the chapter’s children, serve as a resource for the Children’s Programming Committee concerning educational, financial and cultural activities.
G. Courtesy, Sunshine and Cheer Committee shall send cards, flowers or other expressions
or tokens of remembrance to members or their families on such occasions as children’s birthdays, sickness, death congratulations, etc.
H. Fund Raising Committee shall investigate and develop projects to raise monies for the
community service projects, tax-exempt charitable and Foundation contributions.
I. Budget Committee shall thoughtfully assess the budgetary needs of the chapter in order for the programs to go forth smoothly; shall examine costs and expenditures of the various committees.
ARTICLE IX: SPECIAL COMMITTEES
Section 1. Appointment and Term
Appointments to the Chapter's Special Committees shall be made for the following year at the June meeting. Term of membership on a Special Committee shall be one year. Establishment of any special committee will be appointed by the President.
A. Legislative Committee shall keep abreast of the legislative thrusts that affect the lives of children and families; shall develop, support and bring to the chapter ideas that will enable us to actively make a difference on behalf of children and families. B. Bylaws Committee shall review update and keep current the chapter bylaws; shall provide
opportunities for the membership to review and suggest recommendations for the renewal of the bylaws on an annual basis.

ARTICLE X: EXECUTIVE BOARD Section 1. Appointment and Term
A. Appointments to the Executive Board shall be for the length of the office and committee chaired. B. A Chapter officer shall serve for one (1) term of office, two years, or until successors are named. A Chapter Officer shall serve no more than two terms in succession.
Section 2. Designation and Duties
A. The Executive Board shall be composed of all current officers, Teen Co-Advisors, and
Children's Programming Committee Chairperson. B. The Executive Board shall meet at least once before each regular meeting. C. The Executive Board shall review the annual budget presented by the Treasurer. D. The Executive Board shall have authority to act on urgent business in emergencies, but
otherwise, present all plans and policy changes to the membership for approval. E. The Executive Board shall hold summer meetings to prepare for the upcoming chapter
program year. F. All outgoing chapter officers must complete all reports due at the end of their tenure and turn over all files and records to incoming chapter officers and hold a transition meeting by June 15th.
ARTICLE XI: STANDING RULES Policies and procedures may be adopted by the organization as standing rules which shall remain in force from year to year until amended or rescinded by majority vote of the membership.
ARTICLE XII:AMENDMENTS
These bylaws may be amended by a vote of two-thirds of the membership once a year at the regular meeting designated by the Executive Committee. A Bylaws Committee may be appointed by the Executive Committee for the review and alignment of said bylaws. Any proposed amendment to be voted upon shall first be submitted to the membership in writing at least one month before said meeting.
ARTICLE XIII:PARLIAMENTARY AUTHORITY
Section 1. Robert’s Rules of Order Newly Revised shall be the parliamentary authority of all matters not covered by the National Constitution and Bylaws and the Teen Regional Bylaws of Jack and Jill of America, Incorporated. Section 2. No clause of the Bylaws covering any matter herein shall be in conflict with the National Constitution and Bylaws of Jack and Jill of America, Inc. and Robert’s Rules of Order Newly Revised.

PROGRAM THRUSTS
FUNDRAISING
The Atlantic City, NJ Chapter Teens will conduct one (1) or more fundraisers to support the National Foundation, including, a “Macy’s Friends and Family” fundraiser; “Five
Guys Burgers” fundraiser and a “Boscovs Friends and Family Fundraiser”.
LEGISLATIVE
In keeping with the National Legislative thrust, the Teen Group will again promote voter registration, getting out the vote initiatives, and promoting an informed
electorate. The Teens will conduct a voter registration drive and will distribute voter information materials at the Delaware Valley Cluster’s 1st “Jack and Jill Day at the
Philadelphia Zoo.” The Teen Group will also conduct a Mock Election and present the presidential candidate’s issues during the Chapter’s Election Night Activity.
HEALTH
The Teens will support the Healthy Living Initiative by conducting and participating in a Healthy Cooking class and demonstration. In addition, the Teens will join the
Mothers during its Family Fun/ Fitness Day.
COMMUNITY SERVICE
The Teens will conduct a “Back to School” Book Bag Drive in September. The Teens also participated in Hurricane Sandy Relief; will serve food to the less fortunate during the holiday season; will donate Toys to the Atlantic City PAL’s Toy Drive; food to the South Jersey Community Food Bank; and shoeboxes stuffed with toys and personal
hygiene essentials to the Operation Christmas Child Samaritan’s Purse. The cleaning of the Chapter’s street in the “Adopt-a-Road” Program will again be sponsored.

TEEN BYAWS
Article I. Purpose
The purpose of this organization is to bring together the teens of the Atlantic City, NJ Jack and Jill, Inc. Chapter on a monthly basis in order to provide a constructive exchange on educational, cultural, civic, recreational, and social levels and to promote the projects of the national and regional organization as they pertain to teens’ group.
Article II. Membership

Membership in this organization shall consist of the teens whose mothers, legal guardians, or custodial caretakers are active and financial member of Jack and Jill of America, Incorporated and whose membership is with the Atlantic Chapter. A teen must be between the ages of thirteen (13) and nineteen (19) and be active and in good standing. Active is defined as attending meetings and participating in local chapter teen activities with the local chapter being that where his/her mother/legal guardian/custodian caretaker holds membership. In good standing is defined as attending at least seven general teen meetings, participating in at least seven activities, met all financial obligations and attended at least one teen conference during their tenure in the teen group. The active status of a teen must terminate when he/she reaches age twenty (20) or when the teen’s mother/legal guardian/custodial caretaker withdraws her membership or is terminated from membership with the Atlantic City, NJ Chapter of Jack and Jill of America, Incorporated.
Article III. Attendance A. B.

Only members of Jack and Jill of America, Incorporated are allowed to attend the Teen Meetings. Active teens must attend at least seven meetings and meet all financial obligations to remain in good standing. Active teens must participate in seven (7) local chapter teen activities to remain in good standing and support the teens’ service project(s).
Article IV. Voting Voting shall be on the basis of one (1) vote for each teen in good standing with the exception of the teen president (whose vote will be used in case of a tie).
Article V. Quorum
The quorum for Teen meetings shall be a majority of the active teens on the official teen roster.

The Executive Board meeting shall be held monthly, one (1) hour prior to the monthly teen general meeting. All meetings of the Teen Executive Board shall be open to the general body and teen advisors. Section 2. General The General Teen Meeting shall be held monthly on the second Sunday of the month. But not to conflict with holidays or bad weather. There shall be ten (10) general meetings per year with the last meeting in June serving as the planning meeting for the upcoming year (if desired also the graduation party) where graduating teens will be honored and new teens will be welcomed.
Article VII. Officers Section 1. Elected and Appointed Officers A. B.
The elected officers of this organization shall be the President, Vice President, Recording Secretary, Corresponding Secretary, Financial Secretary, Treasurer and Foundation Chair each of whom shall serve the Chapter under the direction of the Chapter President. The appointed officers of this organization may include, but are not limited to, the Parliamentarian, the Chaplain, and the Sergeant-at-Arms. They shall be appointed by the Chapter Teen President, with approval from the Chapter President.
Section 2. Qualifications All members who meet the following qualification are eligible to become candidates for election to office: A. B. C. D.
Candidates must have attended at least one (1) Teen Regional Conference, either as a voting delegate, alternate or registered member. Candidates must be active and in good standing n Jack and Jill of America for one (1) full year prior to election and remain active during the tenures of office. Candidates for the office of President must have served in another office. No officer shall serve more than two (2) terms in succession.

The officers shall be elected annually during the March meeting by secret ballot. Each teen member in good standing shall have one (1) vote. Voting teens must be present during the voting process unless officially excused. Officers shall be elected by majority vote of a quorum of members present. In the event here is only one (1) candidate slated for an office and there is no nomination from the floor, the presiding officer may entertain a motion that the Secretary cast a unanimous ballot for the candidate. Each candidate must be active, financial and in good standing.
Section 4. Authority All teen Atlantic City Chapter Officers shall perform their duties under the direction of and with approval from the Chapter President. A.

1. Shall preside over all meetings; serve as ex-officio member of all committees except the Nominating Committee; appoints the parliamentarian, chaplain, sergeant-at-arms, and appoint other officers and committees deemed necessary.

2. Shall work with the Mothers’ Chapter officers and shall attend the Regional Teen Conference as a representative of the Atlantic City, NJ Chapter.
3. Shall enforce the bylaws of the Atlantic City, NJ Chapter. 4. Shall assure that an agenda is available at all meetings. 5. Must have two (2) previous office positions or membership of Jack and Jill for two (2) years
with leadership ability. 6. Must have grade point average of at least 3.2.
B. Vice President 1. Shall preside in the absence of the President and assist in any way the President deems
necessary. 2. Shall perform those specific duties as designed by the Region’s Standing Rules. 3. Must have two (2) previous office positions or membership of Jack and Jill for two (2) years
with leadership ability. C. Recording Secretary 1. Shall keep all records of the business sessions of the Executive and General Teen meetings.
2. Shall record all votes and compile all committee reports for inclusion in the minutes. 3. Shall see that all correspondence authorized by the Chapter President and Teen President is
sent.
D. Corresponding Secretary 1. Shall read all Chapter correspondence at the Executive and General Teen meetings. 2. Act as a custodian of all Chapter correspondence. 3. Shall see that all correspondence authorized by the Chapter President and Teen President is
sent.
E. Treasurer 1. Shall serve as Chairman of the budget Committee and work under the supervision of the
Chapter Treasurer. 2. Shall keep accurate account of all income and expenditures and distribute a copy at each
meeting. 3. Shall record and report Teen Chapters’ contributions to the jack and Jill of America
Foundation. 4. Shall issue receipts and provide a report for monies collected to Executive Board, teen
Advisor and Chapter Financial Secretaries.
F. Financial Secretary 1. Shall receive all monies from and provide receipts to members. 2. Shall turn over to the Treasurer all monies received. 3. Shall work in cooperation with the Treasurer to compile and transmit such financial reports
and statements as are required by the Chapter. 4. Shall have been a member for two (2) years and chaired at least one (1) committee. G. Foundation Chair 1. Chair the fundraising Committee. 2. Research and recommend 501(c) 3 charities for the teens to donate funds.

Vacancies
Any vacancy in the Atlantic City Chapter Office shall be filled immediately by an appointment. The Teen President shall make said appointment with the approval of Teen Executive Board and the Chapter President.
Article VIII.Finance Section 1. Local The Teen dues shall be established at the Teen Planning Meeting held in June. The dues must be paid annually by October 31, for all teens to remain in good standing. Section 2. Foundation All Teen groups must support the Jack and Jill of America Foundation annually. A minimum of one third (1/3) of all proceeds raised in the name of Jack and Jill of America, Incorporated by the teen group must be designated for Jack and Jill of America Foundation. The remaining portion may be kept to support of local charities, as approved by the Internal Revenue Service.
Article IX. Parliamentary Authority Section 1. Robert Rules of Order Newly Revised shall be the parliamentary authority of all matters not covered by the National Constitution and Bylaws, the Teen Regional Bylaws and Atlantic City Chapter of Jack & Jill of America, Incorporated. Section 2. No clause of the Bylaws covering any matter here within shall be in conflict with the National Constitution and Bylaws of Jack and Jill of America, Incorporated and Robert’s Rules of Order Newly Revised.

On September 22, 2012, the Atlantic City Chapter of Jack and Jill of America, Incorporated celebrated “Jack and Jill Day” and “Carole Robertson Day” together with eight other Chapters in the Delaware Valley Cluster for an educational and memorable day at the Philadelphia Zoo. Together with the participating Delaware Valley Cluster Chapters, the Atlantic City Chapter JJ Day Committee planned and presented a day of fellowship dedicated to reconnecting the mothers, fathers and children after the summer break, welcoming the new mothers and their families, and jump starting the 2012-2013 Program Year with a unique zoo experience which included special programming for each Jack and Jill age group. In addition, each participant received a T-Shirt and Carole Robertson button pin to honor the occasion. A candle Memorial program honoring Carole Robertson was presented midday reminding the children of the importance of Carole’s life, her legacy and her ultimate sacrifice.

The Chapter will hold a special Founder’s Day event on February 27, 2013 which will also mark the 75th Anniversary of Jack and Jill of America, Inc. and also include recognition of the Chapter’s Associate Members. Invitations will be distributed to all current Jack and Jill Members, Associates as well as past Members. The event will be held at the Stockton College Carnigie Library – an Atlantic City Historic Site. The Program will include not only recognition of our current Associates, but also of past Jack and Jill members who have contributed to the legacy as well as the success of the Atlantic City Chapter. The event will include display tables evidencing the Chapter’s rich history. The program will include a video montage of the Chapter’s history and a dedication to departed Jack and Jill members and spouses. Light refreshments will be provided.

The Programming Committee arranged for the Chapter to volunteer at the Stockton College of New Jersey’s 9th Annual MLK Day of Service. During the MLK Day of Service, Chapter Members and children participated in the “Books without Borders” volunteer project. In addition to donating books for the project, Atlantic City Chapter children and members cataloged, sorted and boxed over 750 books for shipment to an underserved African village.

The Chapter will honor its Associates as a part of its Founders Day Program and Jack and Jill of America, Inc. 75th Anniversary Celebration. The Chapter’s special Founder’s Day, 75th Anniversary and Associate Appreciation event will be held on February 27, 2013 at the Stockton College of New Jersey Carnegie Library – an Atlantic City Historic site. NATIONAL BLACK FAMILY DAY
The Chapter’s Black Family Day and Health Committees will combine to plan the Chapter’s Black Family Day event this year. The Chapter will celebrate the day by cosponsoring a Family Fun Day with the Concerned Citizens of Whitesboro. The event is designed to bring families together to enjoy a free day filled with old-fashioned healthy, enriching outdoor fun. The day begins with a 2 mile run with prizes offered to top finishers. Outdoor games such as 3-legged races, obstacle courses and a basketball challenge will be available for all participants. Finally, in recognition of the day, the Committee will send out our traditional card which outlines the purpose of the day.

MOTHERS, TEENS, CHILDREN, FATHERS AND ASSOCIATES
The children will enjoy participating in a 2 mile run/5k walk to benefit the Larry James Scholarship fund as well as promote the benefits of a healthy lifestyle. The children and teens will also enjoy an activity of preparing healthy foods led by a local chef. To further meet the National Day of Fitness program objective this program year the Health Committee will partner with the Black Family Day Committee to hold a “Family Fun Day” open to the community that will include a 2 mile run/5k walk, various outdoor games, hula hoop contests, line dancing and a basketball challenge.

LEADERSHIP DEVELOPMENT MODULES
FINANCIAL LITERACY MODULES
The Chapter has planned workshops for our children (6 to 12 years olds)
and teens. The Leadership Development and Financial Literacy Modules have
been incorporated into a “Module Madness” curriculum targeted for all our age
groups. “Module Madness” will be held on January 12, 2013 at the Boys and Girls
Club – Atlantic City, from 9:30 am to 1:30 pm. Facilitators will include Chapter
Moms, teens, and Jack and Jill Alumni. The Programming Committee has strived
to provide to our youth interesting, innovative and educational modules during the
presentations.

NATIONAL PROGRAMMING THRUST
LEGISLATIVE PROGRAMMING
The Presidential Election this year presented the Chapter and the children
and teens with multiple opportunities to engage in Legislative programming. The
Teens distributed “Voter Registration” and “Get out the Vote” literature to Zoo
visitors during the Chapter’s Jack and Jill Day at the Philadelphia Zoo event. In
addition, the Chapter held an Election night event during which the Sandpiper and
Beacon age groups participated in a Presidents Scavenger Hunt during which they
located hidden cards with the pictures and biographies of past Presidents. The
Seagulls presented an “African Americans in Politics” trivia quiz and the Teens
conducted a Mock Election. In addition, our Program Director gave a presentation
on “How to become President” which detailed the history of the Electoral College
process and an explanation of the distribution of electoral votes per State.

COMMUNITY SERVICE
The community service committee has a host of meaningful service programs planned for the upcoming calendar year. To commence the program year, the Teens will organize a back pack drive filled with school supplies to donate to an area school. The teens will again volunteer by aiding the “Spirit and Truth Ministries” in Cumberland County in serving a Christmas lunch. The Chapter raised funds during an auction held at the Election Night event to contribute to Red Cross to assist the victims of Super-storm Sandy. Additionally, the Teens, impromptu, volunteered to collect and donate food for the victims of the storm. December will bring our families together for our annual holiday celebration where we will be “Honoring Our Blessings” by having the children and teens write Christmas cards to wounded soldiers at the Walter Reed Medical Center and to seniors at the local Meadowview Nursing Home. In addition each family was asked to bring 10 lbs of food to donate to the Community Food Bank of New Jersey; at least 1 toy to donate to the AC PAL toy drive and at least 1 shoebox with toys and personal hygiene items and fill it for donation to the Operation Christmas Child Samaritan’s Purse which provides the shoeboxes to needy children around the world. The Children and Teens filled and wrapped the shoeboxes during the holiday celebration.

Jack and Jill Children in the Beacon and Seagull Age groups will participate in Alpha Kappa Alpha, Incorporated, Theta Kappa Omega Chapter’s STEM daylong workshop on Saturday March 9, 2013.

In addition, the Chapter partnered with the Friends of Engineering and its founder, Dr. Basilyn Bunting, to submit a Foundation grant for its proposal to provide broad range STEM programming to underserved minority students in the School Districts within the Chapter’s boundaries. Dr. Bunting introduced a few of the Jack and Jill children to the Sea Perch Robotics Challenge, with the goal that the Atlantic City Chapter will field a competitive team in the 2013-2014 challenge.

ASSOCIATES GROUP
Our Associates support the continued growth and strengthening of the Atlantic City, NJ Chapter while preserving its institutional memory. They are committed to providing service to an organization that gave so much to each of their families. This year the Associates are committed to an action filled as well as fun-filled activity calendar. The Associates will continue to support several chapter-wide activities including, but not limited to, the ongoing chapter mentorship process, Sponsor’s Workshop, Founder’s Day, New Member Orientation and the 75th Anniversary Celebration. In addition, the Associates will conduct a baby shower to support the AHEART service program. FATHER’S AUXILIARY
Each Program year, our Father’s Auxiliary is encouraged to host family activities. This year the fathers are planning a trip for our children and teens to Sahara Sam’s Oasis Water Park on Saturday June 29, 2013 for an end of program year social outing. For the past six years the Dads have planned “dinner and dancing” for all the Chapter Mothers during the month of February or March. This year, the Dads have planned a “Moms Night Out” at Kelsey’s Soul Food Restaurant in Atlantic City on April 6, 2013. The Moms are looking forward to a great evening of adult fun and relaxation. Lastly, the Fathers support the Chapter by participating and playing an integral part in celebrating our Jack and Jill Day, the Christmas/Kwanzaa Celebration and Black Family Day.

CHAPTER FUNDRAISING
The fundraising Committee will research and propose two (2)
fundraisers for several the Chapter. The first fundraiser will be a breakfast at Golden Corral Buffet & Grill on March 2, 2013. The event was originally scheduled for November 6, 2012, but rescheduled due to the aftermath of Super-storm Sandy.

CULTURAL HERITAGE
To honor and celebrate our cultural heritage, the Chapter Members and children attended a show featuring the Watoto Village choir which is composed of children residing in the Watoto village who have been orphaned, tortured or victims of war. The children experienced testimonials from the children and had an opportunity to meet and mingle with the children after the program. The Teen Group will be attending the Alvin Ailey II Dance Troupe Performance. The Alvin Ailey Dance troupe is rich in history, having been one of the earliest African American dance troupes which received world wide acclaim.

ANNUAL PROGRAM PLANNING MEETING
MOTHER’ MEETING
The Mother’s Annual Planning Meeting was held on June 9, 2012 from 10:00 a.m. to 3:00 p.m. at the Atlantic County Library Pleasantville Branch. Our newly installed mother – Lisa Givens was in attendance. Newly appointed Program Director, Dianna Fauntleroy, reviewed each month’s proposed and planned programming for the 2012-2013 Program Year.
Dates were selected and voted upon for annual days and events.
Committees broke out individually to meet and reported back to the membership.
We enjoyed a delicious lunch from a local Soul Food Restaurant. The
afternoon concluded at approximately three o’clock.
