assist practices with many responsibilities of the GMS Contract

The contract requires that each Practice has a designated person with
responsibility for complying with relevant legislation and confidentiality.
These are aspects of Information Governance or information handling.

The Quality and Outcomes Framework rewards practices for raising organisational and clinical standards and improving patient experience. Appointing a member of staff to
