Past Disaster Response And Lessons Learned Tell Us:

Our utility operations are specialized.Our utilities have the expertise and resources to provide aid.We can’t expect our Federal and State Emergency Response to function effectively if we aren’t there working with them. Water restoration provides hope.Wastewater service restoration is crucial for maintaining public health.

FEMA has lots of “power” (aka muscular) due to their ability to provide financial assistance, but they are not very agile. WARN system fills the gap in state and federal response by establishing a clear mechanism/process for utility to engage each other during a crisis.
