Refers to when to start a warGive six requirements:

1. Just cause 2. Legitimate authority 3. Right intention 4. Likelihood of success 5. Proportionality 6. Last resort

Justice in war. Right conduct in the midst of battleApplies mainly to military commanders, officers

and soldiers. They are accountable for breaching the rules.

Conditions:1. Proportionality 2. Discrimination and non-combatant immunity 3. Obey all international laws 4. Fair treatment of Prisoners of War5. Avoid ‘evil’ means6. No Reprisals, avoid escalation

1. Proportionality – Avoid humiliation2. Discrimination – protect civilians3. Right vindication 4. Punishment – Offenders brought to justice and
