WHAT IS HICAP?
HiCap stands for Highly Capable and includes those who show potential for Highly Capableness
HiCap is also referred to as
High Performing, Gifted, Talented
Often these words are lumped together synonymously,
the state prefers ‘Highly Capable’
WHAT DOES THE STATE SAY? WAC 392-170-035
“...students who perform or show potential for performing
at significantly advanced academic levels when compared with
others of their age, experiences, or environments.
Outstanding abilities are seen within students' general intellectual
aptitudes, specific academic abilities, and/or creative
productivities within a specific domain.
These students are present not only in the general populace, but are
present within all protected classes according to chapters. 28A.640 and 28A.642RCW.

“...students who are highly capable may possess, but are not limited to, these learning characteristics:
(1) Capacity to learn with unusual depth of understanding, to retain what has
been learned, and to transfer learning to new situations;
(2) Capacity and willingness to deal with increasing levels of abstraction and
complexity earlier than their chronological peers;
(3) Creative ability to make unusual connections among ideas and concepts;
(4) Ability to learn quickly in their area(s) of intellectual strength; and
(5) Capacity for intense concentration and/or focus.”

HIGHLY CAPABLE STUDENTS?
ASYNCHRONOUS DEVELOPMENT
Asynchronous development refers to uneven intellectual, physical, and emotional development.
In average children, intellectual, physical, and emotional
development progresses at about the same rate. That is, the development is in "sync."
However, in gifted children,
the development of those areas is out of "sync." They do not progress at the same rate.

A gifted three-year-old child's developmental profile could look like this:
– Intellectual ability -- age 6 Physical ability -- age 3 Emotional maturity -- age 2
• Or this:
– Intellectual ability -- age 7 Physical ability -- age 3 Emotional maturity -- age 4
• Or this:
– Intellectual ability -- age 6 Physical ability -- age 4 Emotional maturity -- age 3
• Or any other combination of the three, although the intellectual ability is always advanced. (Some believe that it is possible to advance physically, but not intellectually.)

“School is so difficult for a kid like me. I wish I were a grown-up
NOW! (Because grown-ups are allowed to drive cars, which I like.)
But, I’m lost in thought. How am I going to afford a car and a house?
How am I? How am I? How am I? How am I going to get money?
How am I going to get a job? It looks hopeless. Help me, help me,
HELP ME! How am I going to pay my financial tax? AHA. Why didn’t I
think of this before? I’ll let my mom and dad help me. The End.

REFERRAL PROCESS • Referral Window is Now (Jan. 11 – Feb. 5)
- Parents, teachers, community members may refer a student
- Parents and teacher complete referral packet (must have permission to test)
- Writing sample and other pieces of data collected from teacher
- CogAT – Cognitive Abilities test given (most likely within school day, unless several
referrals, then possible Sat or after school testing time)
- Reading and/or Math assessment
• Assessment Window (Feb – May)
• Multi-Disciplinary Selection Committee Meets (May)
By law this is a District administrator, Teacher, and Psychologist
• Notification to Parents (May)
• Services begin Fall of 2016 – 17 School Year
- Possible Services: Classroom Differentiation, Flexible Grouping, Spectrum
