A q uaculture is the production of marine and freshwater organisms under control led condit ions. This

includes f ish and shel l f ish for human consum ption, spor t f ishing, backyard ponds, and release to enhance wild populat ions. Some types of aq uaculture are practiced in the open ocean and in bays where products such as mussels , c lams, oysters, salmon, f lounder, and cobia are grown. Other aq uaculture occurs in ar t i f icial ear then ponds that are the pr imar y source of far m-raised catf ish, t i lapia, bass, shr im p, crawfish, bait f ish, and or namental f ish and plants.

To maintain healthy l iving condit ions for the f ish populat ion, the use of chemicals is necessar y in aq uaculture. These chemicals are subject to hazardous materials regulat ions ( i .e. Hazardous Materials Plan Program). To assis t the aq uacultural industr y in com plying with the HMP regulator y req uirements, this bul let in provides some general regulator y infor mation on the repor t ing and management of these chemicals specif ic for this industr y.

SUMMARY OF HAZARDOUS MATERIALS REGULATORY INFORMATION FOR AQUACULTURAL FACILITIES

Who must comply:

Aquacultural facilities that have reportable quantities of hazardous materials (55 gallons, 500 pounds, 200 cubic feet) on site

What you must do:Obtain a permit for 1. hazardous materials storage from Sacramento County Environmental Management Department (SCEMD)

Properly store and manage 2. hazardous materials

Undergo triennial inspections 3. by SCEMD and/or a designated agency (i.e. Agricultural Commission)

common hazardous materials used at aquacultural facilities

• Various Pesticides• Diesel • Gasoline • Oxygen • Propane • Carbon Dioxide

TRAINING REQUIREMENT EMERGENCY EQUIPMENT

Complete and submit Hazardous Materials Plan (HMP) to (SCEMD). The HMP has the following 5components:

Site Map »

Consolidated Contingency Plan (CCP) »

Maintain Materials Safety Data Sheets (MSDS) onsite 5

Label 5 all hazardous materials containers

Store 5 incompatible hazardous materials separately (e.g. oxidizers and flammables)

Maintain 5 hazardous materials containers in good condition (free of dents, rust, etc.)

Dispose 5 of hazardous materials containers appropriately (reused onsite, recycled, or returned to vendor)

Clean up 5 spills immediately and dispose of cleaned up material as hazardous waste

Report 5 any significant spill to EMD and Emergency Management Agency

Train employees on elements of the CCP 5 Have and maintain emergency equipment 5 (e.g. Fire extinguishers)

Label emergency shut-offs 5
