GENERAL INFORMATION

1.2 SPECTATOR TICKETS (NEW INFO) For the convenience of PSOs, participants, team supporters, friends and family, spectator tickets are available for purchase online. Tickets will be available in one-‐day and the more economical three-‐day package. Purchase early to take advantage of discounted pricing. Children 9 and under will have complimentary entry to the event. The process is easy! 1.3 OFFICIAL HOST HOTELS The 2018 Karate Canada National Championships will feature three host hotels, all are conveniently connected with a climate controlled pedway. NATIONAL CHAMPIONSHIP CITIZENSHIP REQUIREMENTS AND ELIGIBILITY POLICY
Karate Canada wishes to remind all registrants of its current “National Championships Citizenship Requirements and Eligibility Policy”, as stated below:
2.1 DEFINITIONS The following terms have these meanings in this Policy:
a) “Days” – Days irrespective of weekend and holidays. b) “Participant”-‐ Any individual who is registered as an athlete with a provincial
or territorial karate association that is a member in good standing of Karate Canada.
2.2 PURPOSE The purpose of this Policy is to determine Participant eligibility for participation in Karate Canada’s National Championships
2.3 APPLICATION OF THIS POLICY This Policy applies to all Participants defined in the Definitions. This Policy only applies to eligibility matters that may arise before the National Championships. Eligibility matters arising within the competition or events organized by entities other than Karate, including its member associations, will be dealt with pursuant to the policies of those other entities unless requested and accepted by Karate Canada at its sole discretion.
2.4 ELIGIBILITY Participants may only participate in National Championships if they meet the following requirement: The Participant is a Canadian citizen or a permanent resident of Canada.
2.5 PROVIDING PROOF OF ELIGIBILITY All Participants will be required to provide proof of the eligibility requirement listed in Section 6 at the National Championships’ on-‐site accreditation (ID Pick-‐up), on the days preceding the start of competition. Such proof will consist in either one of the following:

a) Valid Canadian passport b) Canadian citizenship certificate c) Canadian citizenship card d) Birth certificate from a Canadian province or territory, e) Canadian Permanent Resident card
After reviewing all applicable evidence, the Executive Director, or designate, will determine whether or not the Participant is deemed eligible in accordance with this Policy. If the Participant is deemed non-‐ eligible, he /she may not take part in the competition. Participants who give incorrect or misleading information may be disciplined in accordance with Karate Canada’s Discipline and Complaints Policy.
2.6 APPEALS PROCEDURE The decision of the Executive Director, or designate, may be appealed in accordance with Karate Canada’s Appeal Policy.

AUTOMATIC INVITATIONS TO THE 2018 NATIONAL CHAMPIONSHIPS
Please note that Karate Canada will automatically invite the following to the 2018 National Championships:
1. All gold and silver medalists from the previous (2017) National Championships (including Youth division athletes), regardless of any change in age or weight divisions within Junior divisions (Youth, Cadet, Junior and U21) and;
2. The two (2) top-‐ranked Junior National Team Roster athletes in each division (at end of the 2017 season), regardless of any change in age or weight divisions within Junior divisions (Youth, Cadet, Junior and U21) and;
3. All Senior athletes holding status (International A, B or C or National A), regardless of any change in weight divisions within Senior kumite divisions.
All automatically invited athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or training sessions, etc.). An athlete may not be automatically invited in a Senior division on the basis of their top 2 ranking in Junior divisions (Cadet, Junior and / or U21) or the basis of gold and silver medal results from Junior divisions (Cadet, Junior, U21) from the previous (2017) National Championships. Additionally, all automatically invited athletes (except Youth division athletes) must, at the time of registration to the 2018 National Championships, be active and current members in good standing of the National Team Roster, as per Karate Canada’s National Team Head Coaches, in accordance with published National Team Criteria. Automatically invited athletes may register (with their PTSO approval) in any and all divisions for which they are age and weight-‐eligible at the time of registration, with the following exceptions:
• Athletes automatically invited based on medals or ranking points earned in Cadet (kata) and /or Junior and U21 kata and kumite divisions will not be automatically invited to compete in Senior divisions (age 16+ for kata, 18+ for kumite).
• Athletes automatically invited based on medals or ranking points earned in one discipline (either kata or kumite) will not be automatically invited to compete in the other discipline (either kumite or kata) by virtue of these medals or results. That is, athletes automatically invited to compete in kata are not automatically invited to compete in kumite, and vice versa). Obviously, athletes that qualify in both kata and kumite will be automatically invited to compete in both divisions.

Note: A provisionary list of athletes who are expected to be automatically invited (pending status as members on good standing of the National Team Roster at the time of registration, except for Youth division finalists from the 2017 National Championships) will be made available on Karate Canada’s website at a later date.

COMPETITOR ELIGIBILITY GUIDELINES All participants must be members of their provincial or territorial karate Associations and Teams, and participants may only be pre-‐registered online through their PTSO’s Team Manager or designated representative.
4.1 KUMITE
4.1.1 Maximum Number of Entrants per Kumite Division
4.1.1.1 Senior Divisions
Each Province/Territory is permitted to send a maximum of two (2) competitors per individual division, in addition to all National and International status-‐holding athletes (in all Senior divisions, the latter are automatically invited). *These status-‐holding athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.), and must be members in good standing of the Senior National Team Roster at the end of the season.
4.1.1.2 Junior Divisions (Cadet, Junior and U21)
Each Province/Territory is permitted to send a maximum of two (2) competitors per individual division, in addition to gold and silver medalists from the 2017 National Championships, who are automatically invited (regardless of any change in age or weight divisions within Junior divisions (Youth, Cadet, Junior and U21)) and the top 2-‐ranked Junior National Team Roster athletes in each division (at the end of the season), who are also automatically invited regardless of any change in age or weight (within Junior divisions). * All automatically invited athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.) and must be members in good standing of the Junior National Team Roster at the end of the season.
4.1.1.3 Youth Divisions (12-‐13-‐year-‐old)
Each Province/Territory is permitted to send a maximum of two (2) competitors per individual division, in addition to gold and silver medalists from the 2017 National Championships, who are automatically invited (regardless of any change in weight and / or age division). * These athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.). Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation. Please note: All current Junior and Senior National Team Roster kumite athletes must participate as members of their respective Provincial / Territorial Teams, in both individual and team divisions, and must be deemed eligible for participation according to their provincial / territorial requirements.

*Additionally, each Province / Territory may register extra athletes in all individual kata or kumite divisions listed above, according to their Wildcard allocation.
4.2 TEAM KUMITE Each Province/Territory is permitted to send a maximum of one (1) Senior Team in the Team Kumite division. As was the case the last couple of years, Karate Canada will continue to accept registration and participation of “Regional Teams” in Team Kumite, on top of the Provincial / Territorial Teams. This will allow for grouping and gathering of athletes from neighboring Provinces for participation in Team Kumite as Regional Teams. The breakdown of eligible regions will be as follows:
4.2.1 Atlantic Provinces (1 Team)
Can be made up of athletes from Newfoundland / Labrador, Nova Scotia, Prince Edward Island and New Brunswick.
4.2.2 Western / Central Canada (1 Team)
Can be made up of athletes from British Columbia, Alberta, Saskatchewan and Manitoba (As Ontario and Québec historically bring larger pools of athletes to National Championships, they do not seem to need to join with any other Provinces to assemble their kumite teams at this time. Every Province may of course continue to register kumite teams made up simply of its own athletes if it chooses to, on top or instead of Regional Teams.) All Provincial / Territorial Team Kumite Registration must be done online via Sportdata by February 23rd, 2018. Please note, however, that changes in the composition of team kumite rosters will exceptionally be accepted until the very start of the Team Kumite competition, without incurring any change or administrative fees (Team Coaches are asked to advise us of any such changes by email until March 8th, 2018 inclusively, and in person at the event’s Head Table once the tournament has begun).
4.2.3 Registration of Regional Teams
Provinces and Regions may register Regional Teams for the Team Kumite competition by simply sending an email to: olivier@karatecanada.org, containing all necessary information, by February 23rd, 2018. Selection of such teams will be left entirely to the Provincial Coaches of these regions, who must decide amongst themselves whether they wish to take advantage of such an opportunity, and which athletes will make up such teams. When providing the information for registration of such Regional Kumite Teams by email, please indicate the names of the athletes on these Regional Kumite Teams, along with the name of the Coach in charge of each team. Karate Canada will then proceed with online registration of these teams on your

behalf, and the designated Coach will be responsible to provide payment of registration fees for these teams at accreditation (ID Pick up) prior to the start of competition in Halifax (NS). We also ask that the Provincial Team Coaches of all provincial teams within the concerned region be cc’d on any such email. Please note that Karate Canada will only accept up to a maximum of 1 Western and 1 Eastern Regional Kumite Teams, so it’s important that coaches of the Provinces in these regions reach a common agreement before submitting names for registration of their Regional Kumite Teams.
4.3 KATA
4.3.1 Cadet/Junior Team Kata Division
Cadet and Junior Team Kata competition are merged into one age division for 14-‐17-‐year-‐olds (male and female competitors remain in separate divisions).
4.3.2 Under 21 (U21) Divisions
Athletes aged 18, 19, and 20 years old may compete in individual events in both U21 as well as Team Senior Divisions.
4.3.3 Maximum Number of Entrants per Kata Division
Individual Kata Divisions
4.3.3.1 Senior Divisions
Each Province/Territory is permitted to send a maximum of three (3) competitors per individual division, in addition to all National and International status-‐holding athletes (in all divisions; the latter are automatically invited when applicable). These status-‐holding athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.), and must be members in good standing of the Senior National Team Roster at the end of the season. Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation.
4.3.3.2 Junior Divisions (Cadet, Junior and U21)
Each Province/Territory is permitted to send a maximum of three (3) competitors per individual division, in addition to gold and silver medalists from the 2017 National Championships, who are automatically invited (regardless of any change in age or weight divisions within Junior divisions (Youth, Cadet, Junior and U21)) and the top 2-‐ranked Junior National Team Roster athletes in each division (at the end of the season), who are also automatically invited regardless of any change in age or weight division (within Junior divisions). All automatically invited athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.) and must be members in good standing of the Junior National Team Roster at the end of the season.

Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation.
4.3.3.3 Youth Divisions (12-‐13-‐year-‐old)
Each Province/Territory is permitted to send a maximum of three (3) competitors per individual division, in addition to gold and silver medalists from the 2017 Nationals, who are automatically invited (regardless of any change in age division within the Junior divisions). These athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.). Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation. (* Besides automatically invited participants, who remain subject to the eligibility criteria set by their respective Provincial / Territorial Karate Association). Please note the following change in Karate Canada’s competition rules for the Youth (12-‐13-‐year-‐old) individual Kata divisions as of the 2018 Nationals: Athletes in the Youth (12-‐13) kata divisions may repeat a kata only after performing five (5) different kata (in 5 rounds of competition).
4.3.3.4 Team Kata Divisions
Each Province/Territory is permitted to send a maximum of one (1) kata team per age division (Combined Cadet/Junior, U21 and Senior). Additionally, Karate Canada will accept registrations of Cadet, U21 and Senior kata teams comprised of athletes from different PTSOs (all details regarding the registration process for such teams will be provided in later versions of this bulletin). ***IMPORTANT: 2018 membership fees from each Provincial / Territorial Association must have been paid in full and names of all individual registrants must have been provided to the Karate Canada office prior to the start of competition, in order for individual participant registrations of athletes and coaches from that Province / Territory to be considered valid.
4.4 PARA-‐KARATE
4.4.1.1 Senior Divisions
Each Province/Territory is permitted to send a maximum of four (4) competitors per individual division, in addition to all National and International status-‐holding athletes (the latter are automatically invited when applicable). Automatically invited athletes must still

meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.), and must be members in good standing of the Senior Para National Team Roster at the end of the season. Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation.
4.4.1.2 Junior Divisions (Cadet, Junior and U21)
Each Province/Territory is permitted to send a maximum of four (4) competitors per individual division, in addition to gold and silver medalists from the 2017 National Championships, who are automatically invited (if they are still competing within the Junior Para divisions), Note: automatically invited athletes must still meet team eligibility requirements set by their respective PTSO (in terms of participation in provincial selection tournaments and / or trainings, etc.). Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation.
4.5 RELIGIOUS HEAD COVERINGS (NEW INFO) Karate Canada permits both male and female athletes to wear religious head coverings. The head covering must be black, without adornment other than WKF Homologation, and without metal or plastic fasteners. Athletes who wish to wear such head coverings must wear either a hijab, as permitted by the WKF Rules, or such other head covering or turban that covers the hair, but not the neck. Athletes need not provide advance notice to Karate Canada of their intention to wear such head coverings, but the Karate Canada Officials Committee reserves the right to require any athlete to change or modify the head covering worn at competition. Please also note that male athletes selected onto the National Team may or may not be allowed to wear such head coverings at subsequent international events of the season, in accordance with international federation rules. Female athletes selected for the National Team will be permitted to wear such head coverings at international events in accordance with WKF rules. The following is an example of an acceptable turban.

4.6 MANDATORY EQUIPMENT (NEW INFO) KUMITE
4.6.1 Body Protector
The use of approved body protectors is mandatory FOR ALL CADET, JUNIOR AND SENIOR PARTICIPANTS. It is also recommended but not mandatory for all YOUTH DIVISION PARTICIPANTS. (Please note that Youth kumite division athletes representing Canada at international competitions later in the 2018-‐2019 season may be required to wear WKF-‐approved body protectors and face masks at such international events.)
4.6.2 Chest Protector
The use of approved chest protectors is mandatory FOR ALL FEMALE CADET, JUNIOR AND SENIOR PARTICIPANTS. It is also recommended but not mandatory for all YOUTH DIVISION PARTICIPANTS.
4.6.3 Groin Cup / Protector
Mandatory FOR ALL MALE kumite athletes.
4.6.4 Mask
The use of facemasks is not permitted in any division.
4.6.5 Gloves
Participants must have both a blue and a red pair of gloves / hand protectors.
4.6.6 Foot and Shin Protectors
Participants must have both a blue and a red pair of foot and shin protectors.
4.6.7 Mouth Guard
Mandatory for all kumite athletes. All equipment must perform like WKF equipment, but it is not mandatory to be WKF-‐branded equipment. WKF-‐branded equipment will not be refused at the National Championships. Please note that WKF-‐approved protective equipment, which does not show the 2012-‐2015 (or later) stamp, will still be tolerated (as long as it is a similar model and in good condition). The Chief Official of the 2018 National Championships must approve any exception to the above.

COACH ELIGIBILITY GUIDELINES (NEW INFO) All participants must be members of their provincial or territorial karate Associations and Teams, and participants may only be pre-‐registered online through their PTSO's Team Manager or designated representative. For 2018 National Championships, all coaches must have achieved a minimum of Competition Introduction “Trained” status, 50% of any provincial coaching staff must have achieved a minimum of Competition Development “In-‐Training” status including the karate specific module, 3 Comp Dev multisport modules and the Making Ethical Decisions (course or evaluation). Any designated head coaches must have achieved Competition Development “Certified” status – which requires the coach successfully completes the Evaluation process before the start of the Nationals. Any higher NCCP level of training or certification will of course also be considered as valid. Karate Canada will verify all coach NCCP credentials and records via ‘The Locker” (the Coaching Association of Canada's online database) after the registration deadline, and prior to the start of competition. Extenuating circumstances for not satisfying the established requirements may be considered by Karate Canada.

AGE ELIGIBILITY Please note the following information pertaining to age eligibility of participants in the 2018 Karate Canada National Championships:
6.1 KUMITE Athletes aged 18, 19 and 20 years old may compete in individual U21 as well as Senior individual and Senior team divisions. Youth, Cadet, Junior and U21 athletes may compete in the age category for which they are eligible as of the first day of the 2018 National Championships, and may ALSO register to compete in an older age category provided they will be of the correct age to compete in the said category on the first day of the 2018 Cadet & Junior Pan American (PKF) Karate Championships (expected to be August 22, 2018), or, in the case of 17 year-‐old athletes competing in a Senior 18+) division, on the first day of the 2018 Senior World (WKF) Karate Championships (expected to be November 5th, 2018). However, athletes must be aged 12 or 13 years on the first day of the competition (March 9, 2018) in order to compete in the Youth divisions at the 2018 National Championships. It will be allowed for age-‐eligible athletes to be registered and to compete in both Youth and Cadet divisions. Participants in all divisions must be aware that unless they are of age to compete in a specific division at key international events taking place during the 2018-‐2019 season (on the dates of these events, such as the 2018 Cadet & Junior Pan American (PKF) Karate Championships, the 2018 Senior Pan American (PKF) Karate Championships, the 2018 Senior World (WKF) Karate Championships, etc.), they may NOT represent Canada (in such divisions) at these competitions.

All participating athletes, coaches, referees and delegates must be pre-‐registered online through the Sportdata website, at www.sportdata.org.
All Provincial / Territorial delegations must have an online user name and password for access to the event and pre-‐registration. All teams should use the same user names and passwords which they have used for online pre-‐registration to the 2016 and 2017 National Championships. All Para team members are to be included on Provincial / Territorial Rosters as full members and provided with the same opportunities for team training, team attire, and funding for Nationals. It is the responsibility of the Provincial / Territorial teams to register the Para-‐athletes through Sportdata along with their other athletes. 13.1 RULES: 1. SENIOR AND U21 KUMITE ATHLETES: ACCEPTABLE WEIGHT VARIANCE Kumite athletes competing at the 2018 National Championships will be required to weigh within the weight limitations of the division in which they are registered. A 0.4 kg variance above or below the weight division range is acceptable. This will apply to all Senior and U21 athletes. (For Youth, Cadet and Junior divisions, see additional and exceptional consideration item # 3 below.) Examples:
• Senior Male athletes (aged 18 years and above*): -‐60 kg, -‐67 kg, -‐75 kg, -‐84 kg, +84 kg:
• Senior Male Kumite -‐75kg division: Target weight range acceptable is from 66.6 kg to 75.3 kg;
• Senior Male Kumite -‐67kg division: Target weight range acceptable is from 59.6 kg to 67.3 kg.
2. KUMITE ATHLETES WHO ARE NOT IN COMPLIANCE WITH WEIGHT RESTRICTIONS
Athletes who exceed the upper or lower 0.4 kg variance in the weight range for a division will not be accepted. They will be permitted additional time to comply until the weigh-‐in process concludes at the end of the designated weigh-‐in day. Weight categories must be respected with the 0.4 kg variance allowed as per item 1 above.
a. Kumite athletes who surpass the maximal weight (including the variance) for a division may not compete in that weight division.
b. Kumite athletes who are unable to meet the minimal weight (including allowed variance) for a division may not compete in that weight division.
c. Weight compliance for Youth, Cadet and Junior divisions – see below.

3. YOUTH, CADET AND JUNIOR ATHLETES: WEIGHT COMPLIANCE
a. Athletes weighing in within 2 kg of the lower limit of the weight division for which they are registered will be allowed to compete in that weight division at the 2018 National Championships.
b. The acceptable weight variance for all kumite athletes is 0.4 kg above the range for each weight division.
Kumite athletes who exceed 0.4 kg above or 2 kg below the weight range for a division will not be accepted. They will be permitted additional time to comply until the weigh-‐in process concludes at the end of the designated weigh-‐in day. Kumite athletes who exceed the upper weight limit including the upper variance of 0.4 kg or the lower variance of 2 kg will not be allowed to compete in any division.
13.2 PROTOCOL: Weigh-‐ins will take place on Thursday, March 8, 2018 at the Halifax Marriott Harbourfront. Weigh-‐in rules and protocol are as follows: 1. The official weigh-‐in will take place one day before the commencement of
competition.
a. “Early Bird” weigh-‐in opportunity scheduled 7:15am – 8:00am. [see item# 18 for details].
b. “Regular” weigh-‐in scheduled 8:00am-‐12pm (noon).
c. “Last Chance” weigh-‐in scheduled 4:00pm-‐4:45pm. [see item#19 for details]
d. Officer in charge of weigh-‐in will certify successful weigh-‐in results on the athlete’s identification credentials.
2. The Chief Official is responsible for the operation of the weigh-‐ins.
a. Chief Official will assign or approve the officers in charge of verification of weights at the site of the weigh-‐ins. It is recommended that this officer or officers be a certified provincial or national level tournament official who meets with the approval of the Chief Official. Minimum requirement would be an officer in whom Chief Official has confidence even though he/she may not be a certified official.
b. Event Manager will assist the Chief Official is finding and scheduling the weigh-‐in officers needed.
3. Once the weigh-‐in has been closed by the Chief Official, further access will require an appeal for exceptional consideration to be made to the executive director of KC.

4. The Event Manager is required to provide any assistance requested by the Chief Official.
5. The Event Manager is responsible for establishing an appropriate location for the weigh-‐ins and for supplying at least 3 or more quality scales. a. One quality scale to the “male” weigh-‐in area and one quality scale to the
“female” weigh-‐in area. Both of these scales needed to be calibrated to give the same readings within 0.1 kg (100 grams).
b. A quality scale will be provided at “all training areas” at least 24 hours prior to the opening of the “weigh-‐in procedure” (weigh-‐in day). Ex – scales available Wed morning if weigh-‐in to commence Thursday morning.
6. All athletes are to initially weigh-‐in during the officially posted time period. The amount of time allotted for weigh-‐ins may be increased due to the increased number of athletes.
7. Provinces will be weighed-‐in starting with 12-‐13-‐year-‐olds, followed by 14-‐15, 16-‐17, 18+. This is to ensure younger athletes have adequate time post weigh-‐in to replenish any lost energy stores and be healthy to compete for the duration of the competition.
8. Athletes to weigh-‐in wearing shorts & t-‐shirt but may be permitted to reduce to under-‐garments or if they choose, to be nude.
9. Privacy screens will be provided around the scale/weighing area. 10. No spectators are allowed during the weigh in process.
11. Parent/guardians are permitted at youth and junior weigh-‐in and medical exams.
12. One coach, or his or her designate, is required to attend the weigh in for each participating team. They are not permitted to interfere in the weigh-‐in process.
13. Athletes will be weighed by same-‐sex individuals. Without exception, opposite sex individuals are not permitted in the official weigh-‐in area.
14. Upon arrival, athletes must present their official event accreditation. Without exception, athletes without accreditation will not be granted an opportunity to weigh-‐in.
15. Any athlete in excess of the 0.4 kg variance above or below the weight division range will not be accepted; he/she will be permitted additional time up to the closing time of weigh-‐in process at the end of the designated weigh-‐in day.
16. Early-‐bird Weigh-‐in Opportunity may be made available for those athletes identified by their coach as “cutting weight” and being no more than 2 kg over the weight division requirement.

APPENDIX 3 – WILD CARD SYSTEM
WILDCARD SYSTEM FOR PROVINCIAL / TERRITORIAL TEAMS
AT THE 2018 KARATE CANADA NATIONAL CHAMPIONSHIPS Karate Canada member PTSOs will receive an allocation of wildcards directly related to the size of the teams that each registers for the Championships. The Wildcard system helps to address several potential issues, such as teams from provinces with larger populations that may have three or four top performers in one division. This also allows top performing athletes who move from one province / territory to another mid-‐selection process, or top performing athletes who were forced to miss crucial provincial / territorial selection events due to illness, injury or due to the demands of the international calendar, to have an avenue for entry into the National Championships that may otherwise be closed to them. This has no detrimental effect on the selection process that PTSOs adopt for the selection of their own teams leading up to the 2018 National Championships. It is simply an additional option that provides more flexibility to the PTSOs and the opportunity to register additional athletes that each PTSO feels has the skill level required to compete in the National Championships and / or might derive a benefit from participation.

ELIGIBILITY CRITERIA: Selection of athletes for registration in the 2018 National Championships through the “Wildcard” system will be left to the discretion of each PTSO (subject to Karate Canada approval); All PTSOs will however be expected to abide by the following minimum requirements for the registration of wildcard athletes.

To register one or more athletes in the 2018 National Championships as (a) wildcards, PTSOs must submit the names and divisions of the athletes up to the maximum number of athletes allowed, as per the PTSO team quota allocation above – one entry =one wildcard) to Karate Canada (by mail or email) no later than midnight (EST), February 15th , 2018, along with a written confirmation that each of these athletes meets at least one of the following four criteria: 1. The athlete has placed 3rd in the final rankings of the 2017-‐2018 provincial /
territorial team selections in that individual kumite division (excluding automatically invited athletes); or
2. The athlete has placed 4th in the final rankings of the 2017-‐ 2018 provincial /
territorial team selections in that individual kumite division (excluding automatically invited athletes), and the 3rd place athlete in the same division has previously been offered the wild card and has declined it; or
3. The athlete has placed 4th in the final rankings of the 2017-‐2018 provincial /
territorial team selections in that individual kata division (excluding automatically invited athletes); or
4. Or the athlete has placed 5th in the final rankings of the 2017-‐ 2018 provincial /
territorial team selections in that individual kata division (excluding automatically invited athletes), and the 4th place athlete in the same division has previously been offered the wild card and has declined it.
(Exceptional nominations of wildcards falling outside the criteria listed above may exceptionally be considered on a case-‐by-‐case basis. However, the spirit of the criteria listed above will be respected in approving or rejecting such nominations.) Only athletes who are members of their PTSO, who meet at least one of the two criteria listed above, and whose names are submitted to Karate Canada by the appropriate PTSO authority (President, Executive Director or Team Head Coach) no later than February 15th, 2018 will be eligible to compete at the 2018 National Championships as wildcards. Karate Canada will review all submitted wildcard nominations and will confirm approval of these nominations with the PTSOs no later than February 20th, 2018. *** Please note: PTSOs must also register approved wildcards online via SportData by the online event registration deadline.

APPENDIX 4 – DETAILS ON PARA-‐KARATE DIVISIONS Karate Canada has based the para divisions on the World Karate Federation (WKF) and the International Paralympic Committee (IPC) current models of Eligible Impairments. Detailed information can be referenced at this link: WKF Para-‐karate Rules Intellectually Impaired Based on WKF/IPC Policy, an athlete with an intellectual impairment is characterized by a limitation in intellectual functioning and adaptive behavior as expressed in conceptual, social and practical adaptive skills. This impairment originates before the age of 18. Grading according to ICD-‐10: • F 70: 0 Minor Impairment (IQ 50-‐69) • F 71: 0 Moderate Impairment (IQ 35-‐49) • F 81: 9 Developmental disorder by academic skills • F 90: 0 Hyperkinetic disorders combined with F70 or F71 • F 82: 0 Developmental disorder by motor function • Q 90: 0 Down Syndrome
Wheelchair User Based on WKF/IPC Policy, an athlete using a wheelchair due to impaired muscle power, impaired passive range of movement and/or limb deficiency. Grading according to ICD-‐10: • S 14: Injury of nerves and spinal cord at neck level • S 14.7: Level of injury • S 24: Injury of nerves and spinal cord at thorax level • S 24.7: Level of injury • S 34: Injury of nerves and lumbar spinal cord at abdomen, lower back and pelvis level • S 34.7: Level of injury • T 05: Traumatic amputations involving multiple body regions • T 05.3: Traumatic amputation of both feet • T 05.4: Traumatic amputation of one foot and other leg • T 05.5: Traumatic amputation of both legs
Standing Mobility Impairment Based on IPC Policy, an athlete with physical limitations due to impaired range of movement, limb deficiency, leg length difference, short stature, hypertonia, ataxia and/or athetosis.

Blind and Visually Impaired Based on WKF/IPC Policy, an athlete's vision is impacted by either an impairment of the eye structure, optical nerves or optical pathways, or visual cortex of the central brain. Note that all visually impaired must compete with eye coverings.
