FY 2020 Community Grants TrainingNovember 8, 2018

• The Maryland Live! Casino Local Development Council (LDC) is a 15‐member group appointed by the Anne Arundel County Executive. 

• The makeup of the LDC is determined by the state law that authorized casino gaming in the State of Maryland. 

• The LDC is composed of 7 community representatives (citizens), four business representatives, the state senator and two state delegates from the district in which the casino operates, and a representative from the casino. 

• They are charged with recommending allocation of Anne Arundel County’s share of funds produced by Maryland Live! Casino.

WhatistheLDC?

WhatdoestheLDCdo?State legislation that authorized construction of Maryland casinos dictated creation of the Local Development Council. The LDC’s statutory responsibilities include: 

• Serv(ing) as an advisory body to the Anne Arundel County Executive on the expenditure of fees derived from the VLT facility at Arundel Mills. 

• Develop(ing) a long‐range plan for spending of the funds derived from the VLT facility at Arundel Mills. 

• Provid(ing) oversight of whether the funds are spent in accordance with that plan. 

• Provid(ing) consultation to the Anne Arundel County Transportation Planner on the creation of a comprehensive transportation plan around the VLT facility. 

• Provid(ing) comments to the Casino licensee during the creation of a master plan for the development of the VLT facility site.

Under state law, LDC funds • Must generally be spent in the vicinity of the casino (Anne 

Arundel County designated a 3‐mile radius around the casino as their target zone) 

• Can be spent on • Infrastructure improvements;

• Facilities; 

• Public Safety; 

• Sanitation;

• Economic and Community Development, including housing; and 

• Other Public Services and Improvements.
