miSSiON StatEmENt
Fulbright austria promotes mutual understanding between the peoples of austria and the united States through educational and cultural exchange. as part of the global community of Fulbright programs, we have provided enterprising, creative, and diverse austrian and uS students and scholars with quality opportunities to learn, teach, and pursue research in the respective partner countries since 1950. We fulfill this mission by managing the prestigious Fulbright scholarship program, coordinating a nationwide teaching assistantship program that places uS university graduates in austrian secondary schools, and counseling students and institutions of higher education on opportunities to study in the uS or austria as an EducationuSa advising center. Our work is sponsored by core contributions from the austrian and uS governments with valuable additional support from institutional and individual partners in both countries.
the austrian Fulbright commission was established by an executive agreement between the republic of austria and the united States of america in 1950. this agreement established a binational board responsible for the oversight and management of bilateral educational and cultural exchange programs. Since the Fulbright-Hays act of 1961, the programs of the austrian-american Educational commission (Fulbright Austria) have been financed by annual core contributions from the austrian and uS governments with valuable additional support from institutional and individual partners in both countries. binational management and bilateral funding are signature characteristics of the Fulbright Program. austrian authorities recognize Fulbright Austria as a nonprofit organization, and contributions to Fulbright austria are tax deductible in austria and the united States.
as an academic exchange program, the Fulbright Program is committed to the freedom of expression and the freedom of inquiry, the advancement of mutual understanding, and the promotion of international cooperation. ultimately Fulbright grants create opportunities and empower individuals and institutions to act constructively in an international setting. the open-ended opportunities inherent in learning, teaching, and research abroad result in new ideas and new relationships that fuel innovation, knowledge transfer, and institutional collaboration.
a detailed list of the home and host institutions of all austrian and uS Fulbright grantees and uS teaching assistants is in the appendix of this report. it illustrates the diversity of participants in programs managed by Fulbright austria in terms of their origins and destinations in austria and the united States, respectively.
Fulbright austria relies on the monetary and in-kind support of a wide variety of public and private institutions in both countries. (See p. 12 “Funding the Fulbright Program in austria“ for details.) the total revenue of Fulbright austria in 2016-17 was €1,333,453 ($1,576,409).
in addition to cash awards totaling €756,113 ($893,877) austrian and uS Fulbright grantees received an additional €771,121 ($911,620) as direct or in-kind benefits on-site from host institutions in the United States and austria as parts of their grant packages, and these benefits almost doubled the overall value of the total grants awarded. the total revenues and in-kind values of Fulbright austria grant programs were €2,104,574 ($2,488,029).
the 25 austrian grantees were either graduates of or faculty at eight different austrian institutions, and they studied, taught, or conducted research at 22 different uS colleges and universities. they received a total of €797,685 ($943,024) of support in the form of grants from Fulbright austria or as direct and in-kind support on site from uS host institutions in the form of scholarships, tuition remissions, stipends, salaries, or housing.
the 42 uS grantees were graduates, students, or faculty from 41 different uS colleges and universities and affiliated with 27 different Austrian universities, research facilities, or cultural institutions in all major austrian university cities. they received a total of €729,549 ($862,473) of support in the form of Fulbright grants or direct and in-kind support on site from austrian institutions.
in addition to managing the Fulbright grant program, part of the central mandate of Fulbright austria is to promote educational exchange. in 2016-17 Fulbright austria placed 133 uS college and university graduates from 98 different institutions as teaching assistants under the auspices of the austrian ministry of Education‘s Foreign Language teaching assistantship Program. these uS teaching assistants, or uStas, taught part-time at 240 different schools in communities large and small in all nine austrian provinces and had regular weekly contact with tens of thousands of austrian secondary school students.

Outside of the Fulbright grant program proper, the 133 participants in the uS teaching assistantship Program managed by Fulbright austria received salaries worth €1,533,320 ($1,812,692) from austrian provincial school boards.
therefore, during the 2016-17 program year the total cash and in-kind benefits of Fulbright Program grants and the uSta Program totaled €3,637,894 ($4,300,721).
in terms of its information, outreach, and advising activities, Fulbright austria had over 100,000 digital and personal contacts in 2016-17.

Since its inception, it has also served as a bilateral clearing house for information on austrian and uS higher education for the austrian and american publics at large and provided educational advising services for austrians interested in educational opportunities in the united States.

this year, the Fulbright austria board decided to seek a full-time, professional fundraising and development officer. This decision emerged at the board’s meeting in december 2016 as part of the board’s ongoing strategic planning associated with the board’s plan to creatively confront the structural challenges confronting the Fulbright Program. the austrian-american Educational commission is the first binational Fulbright Commission in the world to hire a full-time fundraising and development officer.Subsequently, Fulbright austria was pleased to have mag. ruth Gabler, mPa, join the Fulbright austria team in June 2017. as an alumna of the Fulbright Program with a degree from the university of indiana’s School of Public and Environmental affairs and over ten years of relevant experience in management, marketing, and communication, she is uniquely qualified to coordinate the outreach initiatives of Fulbright austria as the fundraising and development officer.

On may 12, 2017, austrian vice chancellor and minister for Science, research and Economy dr. reinhold mitterlehner wrote uS chargé d’ affaires Eugene young, noting his appreciation for Fulbright austria’s fundraising and development initiatives and informing him that the ministry would place €150,000 at Fulbright austria’s disposal as an incentive fund to match future donations made on behalf of austrian grantees.

in march 2016, the austrian ministry of Science, Research and Economy notified Fulbright Austria that it was increasing the funding for postgraduate study that it has earmarked to facilitate Fulbright awards for austrian students enrolling in graduate programs in the united States from €250,000 to €350,000 as of the 2018-19 program year. the Fulbright austria board subsequently decided to increase the number of Fulbright awards offered for austrian students and to increase the levels of funding for them in the future.

Executive director Lonnie Johnson continued to play a role in global advocacy for the Fulbright Program and to serve on the advocacy task Force of the Fulbright association in Washington, d.c., which organized its second advocacy day on the Hill on march 17, 2017. Fifteen four-person advocacy teams consisting of alumni, friends, associates, and the executive directors of six binational commissions (austria, canada, Hungary, mexico, Pakistan, and the united Kingdom) visited over 60 congressional offices to solicit support for a global restoration of federal funding for the Fulbright Program to its 2010 levels of $254 million.

austria hosted 20 incoming uS Fulbright scholars during the 2016-17 program year and had the sixth largest uS scholar program in the world. Globally it ranked behind india (46), united Kingdom (35), Germany (34), France (27), and Japan (22) and ahead of italy (19), canada (17), russia (16), china (15), and Finland (15). This distinction is a reflection of the depth and breadth of Fulbright austria’s longstanding network of institutional partners – universities, universities of applied sciences, research centers, museums, and foundations – that contributed $378,958 (€320,553) toward the costs of grants in the course of the program year.

Fulbright austria was pleased to conclude a new collaborative agreement with the austrian marshall Plan Foundation, which agreed to generously fund up to five annual awards intended for American Phd candidates and promising post-bachelor and graduate students in StEm disciplines and related fields who are interested in pursuing research at austrian institutions. Fulbright austria is proud to count the austrian marshall Plan Foundation among its institutional partners, which now number twenty-three.

Fulbright austria facilitated the placement of a record number of 133 uS teaching assistants in the program that it has managed for the austrian ministry of Education since 1962 and grown substantially in recent years. although these uStas are not Fulbright grantees (but rather salaried employees of the provincial school boards), Fulbright austria manages this program parallel to the Fulbright Program as part of its broader mandate to promote educational and cultural exchange. in fact, the austrian uS teaching assistantship Program has the distinction of being as large as the largest Fulbright English teaching assistantship in the world, which is in Germany.

Fulbright austria continued to play an important role as an advising center in the global EducationuSa network. From march 2-5, 2016 four Fulbright austria staff members spent four full days advising thousands of students about opportunities to study in the uSa with Fulbright and EducationuSa at the 2017 beSt³ in vienna: die messe für beruf, Studium und Weiterbildung, which is the largest and best-attended fair of its kind in Austria. As a first, Fulbright Austria collaborated with the beSt on the best international Spezial, a new section of the fair that brought the representatives of five US universities to Austria.

the current statutory basis of the austrian-american Educational commission (Fulbright austria) is the Fulbright-Hays mutual Educational and cultural Exchange act of 1961 and an “agreement between the Federal Government of austria and the Government of the United States of America for the financing of certain educational and cultural exchange programs” from 1963 (bundesgesetzblatt 1963/213). the agreement established a binational organization capable of receiving and disbursing funds from both governments and other public and private organizations. Fulbright Austria is recognized as a nonprofit organization in terms of austrian tax law. donations to Fulbright austria are also tax deductible in the united States based on an agreement with the institute for international Education in New york.
the Fulbright austria board consists of ten members: five US citizens and five Austrian citizens nominated by their respective governments to serve on an annual basis. The five US members, including two Foreign Service officers from the US embassy in Vienna, are nominated by the uS ambassador to austria. two of the five Austrian members appointed by the Austrian government have traditionally been representatives of the ministry of Science, research and Economy (responsible for higher education) and the ministry for Europe, integration, and Foreign affairs, respectively, and three have been austrian university professors. the date of the initial appointment of each member is noted in parentheses below.
binational funding and policy and decision making are signature traits of the Fulbright Program. the Fulbright austria board meets on a regular basis to discuss budgetary, policy, procedural, and program issues and has a number of subcommittees that meet on an ad hoc basis. the board is actively involved in the selection and nomination of all austrian and uS Fulbright candidates and solicits the support of external experts, austrian and uS Fulbright alumni, and uS Fulbright scholars on site for binational candidate review panels. the chairperson and the treasurer of the board are elected each year. these positions rotate annually between the austrian and uS members of the board.
the executive director of Fulbright austria is responsible for the coordination and management of Fulbright austria’s agendas, operations, and staff. He reports to and is monitored by the Fulbright austria board.
the austrian minister responsible for higher education and the ambassador of the united States of america to austria serve as honorary chairpersons of Fulbright austria.

the Fulbright Program is named after J. William Fulbright (1905–1995), the uS senator from arkansas (d, 1945–75) who had the distinction of being the longest-serving chair of the uS Senate committee on Foreign relations. Fulbright, a graduate of the university of arkansas, received a rhodes Scholarship that allowed him to study at Oxford university (1924–28), which proved to be a transformative experience for him. after World War ii, Senator Fulbright was also motivated to establish the educational exchange program that came to bear his name by his insight that the creation of nuclear weapons had fundamentally changed the nature of international relations and made the potential consequences of international conflict graver and more global. In his book the arrogance of Power (1966), Fulbright observed: “the development of some perspective about man and his needs in different national environments is the principal purpose of such educational and cultural exchanges as the Fulbright Program. No part of our foreign policy does more to make international relations human relations and to encourage attitudes of personal empathy, the rare and wonderful ability to perceive the world as others see it. thus conceived, educational exchange is not a propaganda program designed to ‘improve the image’ of the united States, ... but a program for the cultivation of perceptions and perspectives that transcend national boundaries. to put it another way, far from being a means of gaining some national advantage in the traditional game of international relations, international education purports to change the nature of the game, to civilize and humanize it in the nuclear age.”
the Fulbright Program was initially based on legislation proposed and sponsored by Senator Fulbright in 1946. this legislation authorized the Secretary of State to use proceeds from the sale of surplus war property outside the United States after World War II to finance exchanges of students, teachers, and professors and to establish “Fulbright commissions” in selected countries all over the world responsible for managing these exchanges. after these funds were exhausted, the Fulbright-Hays act of 1961, which consolidated various pieces of previous legislation pertaining to the educational exchange programs funded by the uS government, provided a new basis for the program to promote “mutual understanding between the people of the united States and the people of other countries by means of educational and cultural exchange.” this act broadened the scope of the Fulbright Program, gave it new flexibility, provided for annual funding as a line item in the federal budget, and also gave partner governments and other public and private organizations in both countries an opportunity to contribute toward the costs of the program.
the Fulbright Program in austria began in June 1950 when the austrian and uS governments signed the first of three Fulbright agreements. The first exchanges under the auspices of the uS Educational commission in austria took place during the 1951–52 academic year. after the Fulbright-Hays act in 1961, a new agreement between the republic of austria and the united States of america in 1963 established the austrian-american Educational commission, better known as Fulbright austria.
the Fulbright Program currently facilitates the exchange of students and scholars between the united States and 155 countries. Since its inception in 1946, over 360,000 students, teachers, and scholars have participated in the Fulbright Program. approximately 7,000 Fulbright grants are awarded globally on an annual basis. between 70 and 80 of these awards are managed by Fulbright austria.

ministry of Education (5) are predominantly used to cover the costs of program administration, grant enhancement, and outreach (19, 20) and to fund or co-fund individual awards. the great majority of funding for austrian Fulbright Student awards and uS Fulbright Scholar awards comes from earmarked contributions from the austrian ministry of Science, research and Economy (3) and from individual institutions (6), respectively.
Grantees in all Fulbright award categories also benefit substantially from direct or in-kind contributions from partner and host institutions in austria and the uS (24-32), and these direct and in-kind contributions (32) enhance the total cash value of the Fulbright Program (11) by over 50 percent.
the salaries received by uS teaching assistants under the auspices of the austrian ministry of Education‘s teaching assistantship Program (34) represent a substantial amount of the overall value of programs managed by Fulbright austria.
Fulbright austria receives monies from the uS government and austrian federal ministries as well as a wide variety of partner institutions in austria and the uS to fund the programs it manages. Fulbrightgrantees and participants in the uS teaching assistantship Program also receive substantial amounts of support in the form of direct payments or in-kind contributions from an equally wide variety of institutions and organizations in austria and the uS, which are brokered by Fulbright austria as part of Fulbright awards or disbursed to uS teaching assistants under the auspices of their assignments.
