INTRODUCTIONThe main direction of the current strategic
plan 2008/09 – 2018/19 is to reposition Makerere University as a centre of Academic excellence refocused on Leaner centeredness, providing leadership as a Research driven University which is championing knowledge transfer partnerships and networking
INTRODUCTION CONT’In order to effect this institutional and
pedagogical shift the University Identified teaching and Learning, Research and Innovation, as well as knowledge transfer partnerships and networking as its core Functions.
INTRODUCTION CONT’• Whereas the outgoing Makerere University
Strategic Plan 2001/02 – 2006/07 had recognized and recommended the transformation of existing faculties and Institutes into larger colleges as one of the strategies to improve efficiency and effectiveness of the overall organization and management, The Current University Council in its 2008 recommended that all Faculties & Institutes should implement college formation by the end of 2009.
INTRODUCTION CONT’Based on the above, the URAF Reforms
Committee was established to rationalize and prepare the process of institutional transformation with the TLC Sub Committee being charged with the Pedagogical, Teaching & Academic Structural reforms.
METHOD OF WORKThe TLC has endeavored to identify, critique and re-
engineer the Teaching and Learning as well as the College Formation processes through:
• Study of the existing literature on the transforming teaching and Learning functions and the devolution of powers to operational units
• Organizing workshops and inviting expert witnesses on pedagogical and Institutional reforms
• Benchmarking visits to Universities in Africa which has undergone similar reforms recently.
• Consultations with Stakeholders in University Teaching Units
• Development of recommendations &Policy Guidelines for the implementation recommended pedagogical and institutional changes
PROGRESS ACHIEVED
The TLC as a Sub Committee of URAFRC has:• Completed the process of review of the
available literature and relevant legal and Policy Framework
• Literature on Higher Education reforms in Uganda and East Africa
-Conceptional frameworks for pedagogical shifts to student centered learning and College formats
-Theoretical orientation in re- engineering organizational Processes
PROGRESS ACHIEVED CONT’The Sub Committee has also identified the
10 Core processes relevant to Teaching, Learning and College formation (AS-IS) as per the mind map attached .
PROGRESS ACHIEVED CONT’The 10 processes can be further divided in
53 Sub Processes of the teaching and learning cycle
75% of the Identified core processes and Sub Processes have been interrogated using the analytical framework of process analysis and re-engineering.

PROGRESS ACHIEVED CONT’The above analytical framework was used
to produce the report on critical examination which is part of the TLC Sub Committee Retreat Report.
PROGRESS ACHIEVED CONT’The Sub Committee has also accomplished
progress in terms of screening the AS-IS Process to Identify gaps, redundancies, duplication and inefficiencies on the basis of the emerging results, streamlined and rationalized T0-BE Processes have been proposed.
