It should be noted that the final FY 2019 allocations under the Emergency Management
Performance Grant (EMPG), Intercity Passenger Rail (Amtrak) Program, the State Homeland
Security Program (SHSP), and Urban Area Security Initiative (UASI) were announced on April
12, 2019, but are included in this notification for reference.

FY 2019 Homeland Security Grant Program

The FY 2019 Homeland Security Grant Program (HSGP) is composed of three related grant
programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI),
and Operation Stonegarden (OPSG). The intent of the FY 2019 HSGP is to provide grant
funding to assist state and local governments in obtaining the resources required to support the
National Preparedness Goal’s associated Mission Areas and Core Capabilities and to build a
culture of preparedness. The following pages include descriptions of each HSGP component
program along with FY 2019 allocations, as applicable.
FY 2019 Homeland Security Grant Program:

State Homeland Security Program
In FY 2019, the State Homeland Security Program (SHSP) provides $415 million to support the
implementation of state homeland security strategies to address identified planning, organization,
equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover
from acts of terrorism and other catastrophic events. Per section 2006 of the Homeland Security
Act of 2002 (codified as amended at 6 U.S.C. § 607), the Federal Emergency Management Agency
(FEMA) is required to ensure that at least 25 percent of grant funding appropriated for grants
awarded under HSGP’s authorizing statute are used for law enforcement terrorism prevention
activities. FEMA meets this requirement, in part, by requiring all SHSP and UASI recipients to
ensure that at least 25 percent of the combined HSGP funds allocated under SHSP and UASI are
dedicated toward law enforcement terrorism prevention activities (LETPA), as defined in 6 U.S.C.
§ 607. The LETPA allocation can be from SHSP, UASI or both. The table below specifies SHSP

Urban Area Security Initiative
In FY 2019, the Urban Area Security Initiative (UASI) program provides $590 million to
address the unique planning, organization, equipment, training, and exercise needs of
high-threat, high-density urban areas, and assists them in building an enhanced and
sustainable capacity to prevent, protect against, mitigate, respond to, and recover from
acts of terrorism. Per 6 U.S.C. § 607, FEMA is required to ensure that at least 25 percent
of grant funding appropriated for grants awarded under HSGP’s authorizing statute are
used for law enforcement terrorism prevention activities. FEMA meets this requirement,
in part, by requiring all SHSP and UASI recipients to ensure that at least 25 percent of
the combined HSGP funds allocated under SHSP and UASI are dedicated toward

Congress expressed in the Joint Explanatory Statement accompanying the Department of

up to 85 percent of nationwide risk:

Operation Stonegarden
The FY 2019 Operation Stonegarden (OPSG) program provides $90 million to enhance
cooperation and coordination among state, local, tribal, territorial and federal law enforcement
agencies in a joint mission to secure the United States’ borders along routes of ingress from
international borders to include travel corridors in states bordering Mexico and Canada, as well as
states and territories with international water borders.

FY 2019 Emergency Management Performance Grant Program
In FY 2019, the Emergency Management Performance Grants (EMPG) Program provides
$350,100,000 to assist state, local, and tribal and territorial governments in preparing for all
hazards, as authorized by Congress, including by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act (Stafford Act), as amended (42 U.S.C. 5121 et seq.). This total funding
amount includes $100,000 from the Disaster Relief Fund that FEMA must make available to the
Federated States of Micronesia and the Republic of the Marshall Islands pursuant to Article X of
the Federal Programs and Services Agreement of the Compact of Free Association Act (P.L.
108-188). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of
providing a system of emergency preparedness for the protection of life and property in the
United States from hazards and to vest responsibility for emergency preparedness jointly in the
Federal Government and the states and their political subdivisions.
The intent of the FY 2019 EMPG is to provide grant funding to assist state and local emergency
management agencies in obtaining the resources required to support the National Preparedness
Goal’s associated Mission Areas and Core Capabilities and to build a culture of preparedness.
The Federal Government, through the EMPG Program, provides necessary direction,
coordination, guidance, and assistance, as authorized in Title VI so that a comprehensive
emergency management system exists for all hazards.
The final FY 2019 allocations under the FY 2019 Emergency Management Performance Grant
(EMPG) Program were announced on April 12, 2019. These allocations are included in this
notification for reference.

FY 2019 Nonprofit Security Grant Program
In FY 2019, the Nonprofit Security Grant Program (NSGP) provides $60,000,000 in funding support
for target hardening and other physical security enhancements and activities to nonprofit
organizations that are at high risk of a terrorist attack. Of this amount, $50,000,000 in funding was
available to nonprofit organizations located within one of the specific UASI-designated high-risk
urban areas (NSGP-Urban Area or NSGP-UA). In FY 2019, additional, separate funding in the
amount of $10,000,000 was also appropriated for nonprofit organizations located outside of FY 2019
UASI-designated urban areas (NSGP-State or NSGP-S). The intent of the FY 2019 NSGP is to
competitively award grant funding to assist nonprofit organizations in obtaining the resources
required to support and integrate the preparedness activities of nonprofit organizations that are at high
risk of a terrorist attack with broader state and local preparedness efforts. It is also designed to
promote coordination and collaboration in emergency preparedness activities among public and
private community representatives, as well as state and local government agencies. Under the NSGP-
State (NSGP-S), eligible states receive an allocation for nonprofit organizations located outside of FY
2019 UASI-designated high-risk urban areas. As in previous fiscal years, the NSGP-Urban Area
(NSGP-UA) is a competitive grant program.

FY 2019 Intercity Passenger Rail (IPR) - Amtrak Grant Program
In FY 2019, the Intercity Passenger Rail (IPR) - Amtrak Program provides $10,000,000 to
Amtrak to develop security enhancements for eligible intercity passenger rail operations. The
intent of the FY 2019 IPR is to grant funding to assist the Amtrak rail system in obtaining the
resources required to support the National Preparedness Goal’s associated Mission Areas and
Core Capabilities. Amtrak is the only recipient under the IPR program.

In FY 2019, the Port Security Grant Program (PSGP) provides $100,000,000 for transportation
infrastructure security activities to implement Area Maritime Transportation Security Plans and
facility security plans among port authorities, facility operators, and state and local government

FY 2019 Intercity Bus Security Grant Program
