The application fulfils the application procedures and has been submitted respecting the closing dates setout in the Call for Proposals.

Each participating institution has checked with the National Agency in its country that it is eligible toparticipate in a Leonardo da Vinci Partnership.
The copy submitted to each National Agency has been signed by the person authorised to enter intolegally binding commitments on behalf of the applicant institution concerned (or a person duly authorisedby the legal representative).
Each participating institution has fulfilled its contractual obligations in relation to any earlier grantsreceived from the National Agencies concerned.
Each participating institution has checked with its National Agency whether there are any nationaleligibility criteria in addition to the European ones and whether the National Agency requires any additionalinformation to be submitted in support of the application.

State Organisation on the highest level of Nature Protection. IncludesNational Park area (44 000 ha) established in 2002 and as well as ProtectedLandscape areas. High values of nature are present on the territory includingmany water related ecosystems. The NPD recently carried out the first streamrevitalisation within a LIFE project, but they still have many questions to beanswered regarding maintenance issues. 5. DESCRIPTION OF PROPOSED PARTNERSHIP

5.1 SUMMARY
Summary of the planned Partnership. This description may be used by the European Commissionand/or the National Agency when providing information on selected projects, so please be clear andprecise and do not exceed 200 words.
The main aim is to make European partnership between Czech Republic, Turkey, Hungary, UnitedKingdom and Germany in the field of water management within the scope of Water FrameworkDirective 2000/60/EC. Through our visits we compare different water management approaches inPartners countries and we update teaching modules from NEPTUN project (www.neptun-project.org). We will transfer results of NEPTUN project to new countries Turkey and Hungary. Asgood practice we make several different environmental examples.
5.2 CONTEXT AND MOTIVATION
a) What is the general context of each institution/organisation involved in the proposedPartnership? Is there a specific context as for example: Are the participants in disadvantagedareas? Do they have specific needs for trainees, staff or other groups, e.g. trainees at risk of socialexclusion, trainees with special needs, migrants, refugees? If so, please explain.
b) Why do the participating organisations want to take part in European cooperation activities such
as this Partnership? What do they expect to gain from European Cooperation?
a) General context is Water Framework Directive and its implementation to water management.In the Czech Republic need to be improving water management practice due to EU WaterFramework Directive 2000/60/EC. Especially North Bohemia is still much polluted region in theCzech Republic by brown coal mining. It makes a lot of environmental problems and problems withrivers and catchments area maintenance. It needs to be prepared and finished the riversrevitalization plans for lots of Czech Rivers, which are in no good environmental situation. TheCzech republic is inland country with three main basins: Labe River Basin, Odra River Basin andMorava (Danube) River Basin. Very important fact is significant dependency on rainfall(precipitation).Turkey is a European Union Candidate country and strongly need knowledge about watermanagement practice. Through planned visits of trainees and staffs we will see practical examples
of EU Water Framework Directive implementation. We will gain a lot of experiences for workingand education life. The education program in our partnership will focus on increasing publicawareness in the specified areas.Hungary with its 93,000 sq. km of area is located in the Carpathian Basin and occupies its deepestpart. Two thirds of its territory consists of plains or flat or nearly flat basins 150 m below sealevel; most of the remaining third comprises hills and mountains 150 m above sea level. Landsthreatened by floods (country has high dependency on the water management of countriesupstream.) and excess surface waters make up 52% of the country, or two thirds of the landunder cultivation. Excess surface waters often accompany flooding. Instead of raising the levees itis proposed to spread and support land-use adjusted to the natural conditions (e.g.: the areasinvolved in the Vsrhelyi Plan Plus). As well as sustainable waste water management, this canbring new perspectives into areas especially affected by drought. So thus environmentally friendlyland use and water management will keep important role in Hungarian environmentalmanagement which better implementation can be supported by the best practice case studies and
investigation of their adaptation.In the UK, the Water Framework Directive (WFD) dictates how all waters are managed. Watermanagement in the UK currently follows the WFD timeline, and as such, Characterisation Reports

have been completed for all River Basin Districts in the UK. The Characterisation Reports provide acomprehensive assessment of waters (groundwater, rivers, lakes, transitional and coastal waters)and establish baseline and priority actions for the next stages of the river basin planning cycle.
Significant water management issues will be identified in the next stage of the WFD timeline. Manyof the waters in Northern Ireland are still healthy and the main task currently is to preserve theirstatus. There are also occasional incidents of significant fish kills or contaminated drinking water,due to industrial incidents. Abstracting too much water can cause very low water levels in dryweather. The economy in Northern Ireland is continuing to grow so the problems that our watersface today may worsen in the future. The main challenge for water management in N Ireland isthe subject of charging for water use. The population in Northern Ireland does not yet pay watertaxes. This collaborative project will identify best practice for water management issues in eachpartner country. Queens University of Belfast undertakes to disseminate best practice learned inother countries to the authorities responsible for River Basin Management Plan development in NIreland, as well as environmental consultants, policy development officers and other interestedparties. Queens University of Belfast has a role to educate the population in Northern Ireland through provision of degree courses for under-graduate and post-graduate students, as well asseminars and training events for local industry.
U.bus Berlin was responsible co-coordinator of the former Leonardo da Vinci Project NEPTUN. Itsresponsibility in the Partnership project will be management and moderation of the commonmeetings and seminars together with the coordinator. U.bus Berlin will support transfer ofinnovation and development of a sustainability strategy. Through the associated Partner(University Bochum, EWA and Prorec) there will also be expert support as regards watermanagement in Europe/Germany (good practice) as well as web based study material.
b) European Cooperation activities such as water protection are very important for the future andnow. Water is important in all the time when countries share their own knowledge on the waterresources management. They will improve their knowledge. They will produce new managementtechniques. So this activity will give a lot of benefits to EU Water Framework DirectivesImplementations Experiences.Turkey is a European Union Candidate country and strongly need to take part in European
cooperation activities to exchange of best practice and experiences with partners in developmentof social and economical life while conserving the precious water resources and naturalenvironment. Sharing the experiences with partners in water resources management and in wastewater treatment technologies for small towns and villages around lakes and rivers.We build on existing NEPTUN project modules. We will make a new example of best practice ofsome special problems of water management in each Partners country. In the Czech Republic wewill work together mainly with Hungarian Partner on examples of finished revitalization areas inboth countries and exchange these knowledge with other partners.Hungary as also the full EU member implements the water related Directives such as Nitrate, EUWater Framework Directive, Groundwater, Flood, etc. River basin management plans are to beready soon for effective work good public consultations are needed. Our aim is by involvingdifferent partners into our field trip to extent the involved area and reach public by presenting thegood practice result through seminar, website set up.Queens University of Belfast wishes to cooperate in this Partnership to learn more about best
practices relating to water management in the European Member States particularly EasternEurope. Transfer of such experiences back to Northern Ireland may prove extremely important forthe development and furtherance of water management practices in this country, especially whenspeaking of a small mainly rural country which has 3 of its 4 River Basin Districts classified asInternational River Basin Districts crossing borders with the Republic of Ireland. The Universityhas been involved in many technology transfer programmes, transferring knowledge andtechnology to industry and consultants from varied backgrounds.

5.3 OBJECTIVES OF THE PARTNERSHIP

The concrete objectives of the partnership are gaining new knowledge regarding watermanagement practices and publication of Partnership outcomes via website, book, CD etc.Water resources management is very comparative subject. Each country uses different methods.So we need comparative new knowledge. In those countries there are problems with waterresources management.We will train our staff and students to gain new knowledge. We will do field visits to waterresources management companies, water treatment plants etc.We will organize regularly meetings of Partnerships countries. On those meetings we will discusscommon activities in Partnership. On some meetings we will have open seminars for staffs,students and beneficiaries. Each meeting planned in English language. After those meetings we willtranslate some of the presentations into the national languages to ensure higher level of the raisingpublic awareness. We will use the regular meetings for exchange of information, know-how andexperiences from experts/students in all countries involvedAll of our activities will develop and sustain the regions economic and social life by satisfying thetrained expert necessity with education and sharing the application techniques with the partner. Allwater experts from the different countries contribute to the consultation and further planning phaseRiver Basin Management Plans.
5.4 PARTNERSHIP AND DISTRIBUTION OF TASKS

Each partner is responsible for organisation of-regularly meetings with field visit within its country,-providing mid-term and final report materials to the coordinator in English.-ensure that the final outcome will reach the beneficiaries.The coordinator will provide the website for dissemination, where all information will be availablesuch as photos, reports, collection of good practices, etc.Each event will be evaluated by filling the prepared evaluation form. The evaluation form isplanned to be formulated in the first workshop by the partners.All trainees from the Partner countries will be provided with details of the NEPTUN e-learningcourse on the Water Framework Directive.All partners will cooperate in building on of existing NEPTUN project modules. water resource management subject, and mainly water quality evaluation and environmentalproblems of rivers. They have successfully finished national as well as international environmentalprojects with water resource management topic.
Sleyman Demirel University Faculty of Engineering and Architecture, Dep. of EnvironmentalEngineering and Civil Engineering are focussed on water and wastewater treatment andmanagement of water sources. These departments are giving their students Bsc, Msc and PhDdegrees. Some studies in the environmental engineering department are concentrated on watermanagement in Lake Eirdir. Researchers have some projects that supported by national scienceagency, about Eirdir Lake. During this Leonardo project Turkish team will meet regularly with thepartners and make discussions about the rehabilitation of Lake Eirdir. At the end of this projectstakeholders will be educated by the specialist experts about lake water usage. 4 or 5 staffs and 2or 3 PhD students will be involved to this project. The organization of meetings, communicationwith other partners and seminars will be done by the staff.Corvinus University of Budapest, Dep. of Soil Science and Water Management has been runningspecial branch courses in environmental management for 10 years, but involved in watermanagement and water related issue university education since the beginning. The staffs havebeen giving lectures to Msc, Bsc and PhD level for Landscape Architects, Horticultural and Agri-
environmental Managers regularly. Have experiences with Leonardo project management, had 2 3-years successfully finished mobility ones, to which Department staff was actively involved. In thisproposed Partnership project the university contact person will be the responsible for keepingmanagement and organisation work, but min. 2 colleagues will be involved who will take part inevent organisation and student evolvement, too.Queens University of Belfast has knowledge of water resources management, and can draw on theexpertise and experience of Northern Ireland Water and Environment and Heritage Service toprovide additional data where necessary. The personnel involved have good experiences in watermanagement subject.u.bus GmbH Gesellschaft fr regionale Entwicklung und europisches Projektmanagement wasresponsible co-ordinator of the former Leonardo da Vinci Project NEPTUN. Its responsibility in thePartnership project will be management and moderation of the common meetings and seminarstogether with the coordinator. They have more than 10 years experience in European project- andnetwork management.
5.5 COOPERATION AND COMMUNICATION
Please explain how effective cooperation and communication between participatinginstitutions/organisations will be organised.
We will have regularly meetings (approximately every 6 months) to discuss water resourcesmanagement problems which are linked with field trips as well.These regular meetings will serve partially as project management meetings, too.Between these events e-mail communication and Skype meetings are held especially in mobilitypreparatory phases.Within the meetings field trips and seminars- we will discuss water resources managementproblems, we collect feedbacks for event evaluation. We will create one project website, which willbe linked on the Faculty of the Environment in Usti nad Labem website and the other universitieswebsites. In there will be all documents and files from Partners as well as contacts to PartnersInstitutions and experts.

5.6 EUROPEAN ADDED VALUE
What impact and benefits of European cooperation do you expect Partnership activities to have onpersons (trainees and staff) and on the participating institutions?
We expect to get new knowledge of effective water resources management in European Unioncountries. Within the scope of the project, ideas and experiences of the trained experts will bebrought up.New good practice examples will be developed and it will help the water managers for their futuredecision making process. And it will help to better understanding of water resources management
problems in Partners countries.Turkey as a EU candidate country will gain knowledge from EU states and this will fill the gap inimplementation of WFD in Turkey.Sharing of knowledge can contribute to introduce EU-wide good experiences, which by non formaland informal channel can reach wider community. The obligations of implementing EU Directivessuch as WFD, Nitrate, Wastewater, and groundwater directive shall be shown in other contexts byliving examples.The project will make use of an example of good practice (NEPTUN) and support transfer into othercountries, for new target groups.Involving students from Bsc-PhD level will bring new way of learning into university programme ateach involved university.The students of environmental and civil engineering departments of Sleyman Demirel Universitywill find actual information improved by the results of this project in their graduate andundergraduate course syllabuses.
Jan Evangelista Purkyn University in st nad Labem, Faculty of the Environment students andstaff will improve their working experiences and will share their best practices in the waterresources management subject. Czech associated partner, Povodi Ohre, s.p. River Board willcooperate with other partners and associated partners and will obtain new contacts. This will bevery important to European collaboration on the field of sustainable water resource management.Corvinus University of Budapest, students will be actively involved in mobility programmes anddissemination: they will be obliged to give a short presentation at branch study lecture and make areport about their journey within Partnership project. 5.10 ACTIVE INVOLVEMENT

Coordinator the Czech Republic will check on regularly meetings activity of all partners. The newknowledge in water resources management will be taught in Partners universities. On the regularlymeeting will be involved experts from environmental organizations. All participants will help withsetting up program of the meetings, as well with the meeting organisation. The partnership is builtupon a variety of different actors: universities, SME, public administration, national/Europeanassociations to guaranty multiple input as well as good dissemination of results.Turkish Partner of the project will involve with two different departments; environmental and civilengineering. Each department has graduate students. Also they are still studying on watermanagement. They are making some experiments for their thesis. During this project Turkishpartner will come together and will share the information and results of their studies. Also theseinformation and results will be shared with other partners. We are planning to implement graduate
course syllabus with these results. These outputs will be also used in training seminars for thestakeholders in the lake region.At Corvinus University of Budapest as minimum 2 different colleagues will be involved into projectmanagement and organisation work, will have punctual overview about the project. They haveweekly contact with students through seminars, so thus they will keep students being informed andtake part in student selection, too. Motivation and their level of English knowledge will be priority inselection. Dissertation and thesis workers are in advantage.One/ two members of staff at Queens University of Belfast will participate in the Partnershipproject. Queens University of Belfast undertakes to travel to the Partner countries to learn bestpractice, all the time indicating how similar situations are dealt with in the UK. At the UK meeting,representatives from the associated UK partners (N Ireland Water; EHS) will deliver seminars onbest practice in N Ireland and will provide a field trip to sites of interest to Water Managementspecialists from the Partner countries. A representative from the associated partners may alsoalternately travel to meetings at the Partner countries.
Institute of Environmental Engineering, Department of Civil Engineering from the Ruhr Universityof Bochum will join discussion of module development, contribute good practice from Germany,support transfer of knowledge and innovation within the partnership.

Practical experiences from field trips anddiscussion with partners and associated partners will bring new knowledge to environmental studyprograms in the Faculty of the Environment. For the water resource management is knowledgeexchange very important, as to see examples in different countries.The experience and knowledge obtained at the end of this project will be integrated in to SleymanDemirel University civil and environmental engineering curriculum.Conferences and workshops will be performed to increase public awareness in water resourcesmanagement and conservation.Involving students from Bsc-PhD level will bring new way of learning into university programme ateach involved university.
