A rich region that presents large disparities:

Seine-Saint-Denis is the department with the highest level of poverty in France

Roma population in Ile-de-France

Approximately 10 000 to 15 000 Romani people in France (1st semester of 2010)

Stable figure since 2005

About 5 000 Romani people in Île-de-France, Half of them in Seine-Saint-Denis (2 500 to 3 000 people)

Approximately 50 Roma camps in Seine-Saint-Denis

Political context

Many actions are leaden by local authorities in favor of Roma Inclusion:

Health and social care

Implementation of integration and accommodation tools

The Regional Council has implemented a budget line for reducing slums/shantytowns (€ 1M per year)

The Acceleration of expulsions from camps in the summer of 2010, increased the difficulties and the needs specially regarding health and social care

Various local authorities are willing to find common solutions (It has been proposed to organize regional workshops between the different local authorities)

Implementation of French bylaw

The Circular of the Interministerial Spatial Planning and Regional Attractiveness (DATAR) of March 16th, 2011

Definition of marginalized communities:

“Marginalized communities are or vulnerable people who face severe housing problems in a given territory, and a plurality of challenges (in areas such as health care, employment, training, schooling, transport, etc..) and whose inclusion in society requires appropriate support through an integrated approach. "

Eligible actions:

"Credits under the European Development Fund (EDF) will be equally allocated to the rehabilitation of existing housing, precarious housing demolition, and construction of housing and transformation of use of buildings for housing to provide accommodation for a marginalized community such as previously defined»

Implementation of French bylaw

Results of the consultation launched by the Regional Prefecture to tackle the needs related to the fostering the insertion by housing for marginalized communities:

Approximate budget to tackle housing the needs : more than 70M€;

Various type of public: Romani population, travelers, migrant workers, women victims of violence, tenants of substandard housing;

Different types of intervention: travelers areas, plot of land for families, modular housing, individual housing construction, rehabilitation of social residences, welcome centers for migrants.

Difficulties related to the implementation of a new EDF axis (constant fund)

Programming rate increased very fast between 2010 and 2011

The single programming document EDF was already modified in 2009 to finance operations of effective energy for social housing (10M€ for 3954 housing facilities)

Creation of a new axis (axis 6) in the single programming document EDF dedicated to housing marginalized communities

1 million Euros for this axis that allow funding for 4 projects in the Region (250 000 € for each project)

500 000 € debit from axis 3 (action to preserve the environment) and axis 5 (technical assistance)

Around 800 in non-authorized and unhygienic camps, but also in sites authorized by the cities

Sedentary population escaping discriminations and misery in their country of origin

Principally Romani population original from Romania, Bulgaria and Hungary, Serbia, Albania, etc.

Transition period of 7 years when Romania and Bulgaria entered the EU

Rapprochement of the Two Local Authorities (the city of Orly and the General Council) in order to define a common project

250 000 € EDF for a total cost of 1,4 M€ (250 000 € Regional Council and 900 000€ of General Council of Val-de-Marne)

Housing 20 families (78 people)

Global approach: social accompaniment

Main goals: self-sufficient + access to common rights
