An efficient ‘emergency telephone contact’ facility will be available at all timesduringschooloperationsandwithin‘reasonableaccess’bytheentiregroupif‘lone’workingAll ‘beginner & intermediate’ (@ both ‘lower’ and ‘higher’ ability) surfing will beconductedon ‘beachbreak’wave conditions. Suchwavesandwave ‘peaks’will beclearly suitable (= ‘tolerable’) for the clients in the group. The size of the waves(‘peaks’)willbenomorethan2metre(6ft)
• Anylessoncancellationdecisionscausedbychangingoceanconditionswillbemadebytheinstructorsinchargeofthelessonontheday,notbyMDorsurfschoolowners.
• ERPASS will abide by the lifeguard ‘flags’ and co-operate withlifeguards/lifesaversonduty ifapplicable.No lessonwill takeplacewhilstabeachisclosed.
• All ‘beginner&novice improver’ lessonswill be conductedon safe ( = ‘riskassessed’)sandybeachlocationswherewavesarelessthan2metresandin‘surf conditions’ that are clearly safe and ‘tolerable’ for the group andindividualswhowillbesurfinginthelesson.
NB:Nomatterwhatthe‘average’sizeoftheactualwavesontheday–evenifitisunder2m- thedecisiontooperatea ‘beginners& improvers’ lessonatthechosenlocation,willbedecidedbythestrength&poweroftheprevailing‘surfconditions’.Theseforcesareconventionallyreferredtoas:
ü swell(strength&direction)ü tide(size&direction)ü wind/air/water(force,direction&temperatures)
Theseforceswillbeassessedinadditiontotheotherbeach/coastlineenvironmentconditions of the geography (= terrain) and topography (= shape/form). Thesecoastal environment features will determine whether a location is ‘tolerable’ forsurfingtotakeplace.This‘size-force’ofwavequalificationisparticularlyrelevanttonon-beginnerlessonsofallabilities.
• In addition toERPASS’sRiskManagementPlan, all locations and conditions
aretoberoutinelyreviewed(VenueAnalysis)forthe‘tolerability’oftherisksandtherefore thesuitabilityof thesurfing lessonsconditionsand locations.Thesemustbeclearlywithinthepupils’physicalandmentalcapabilities.
NB.In‘flatwater’(flat)conditions:AlthoughSurfingAustraliahasnotsetaminimumsizeforasurflessontobeconducted;thefollowingistobeunderstoodERPASSwillensurethere isenoughforce inthesurfconditionstopropelasurferandsurfboardforwardandgive enough time fora reasonable effort tobemadeby the surfer tostand up and ride thewavewith control.Other alternativewater activities can beconductedwhenthesurfis‘flat’buttheseshallnotbeknown,orreferredto,as‘SAApprovedsurfinglessons.
THEEQUIPMENTREQUIRED• ‘Soft’ construction surfboards (= soft deck and bottom with
‘rubberized/plastic’fins)mustbeusedforabsolutebeginnersand‘lowability’improvers.
• ItisrecommendedbySurfingAustraliathatallSUPsaresoftorinflatableforuse in beginner sessions. All SUPs used in the surf (or any non-flat-waterenvironment)mustbesoftorinflatableintheirconstruction.
• ‘Appropriate’ legropes in good working order (= without cuts, abrasions &knots)
• ‘Appropriate’full(steamer)wetsuitsingoodrepairanddesignedforthetimeofyearlessonsarebeingconducted(inwater18degreesorunder).

CODE OF ETHICS AND CONDUCT FORINSTRUCTORS/COACHESSECTIONA:INTRODUCTIONBackground
1.Sportcancontributepositivelytothedevelopmentofindividuals.Itisavehicleforphysical,mental,personal,socialandemotionaldevelopment.Suchdevelopmentisenhancediftheindividualisguidedbyaninformed,thinking,caringandenlightenedinstructor operating within an accepted ethical framework as a self-monitoringprofessional.
2.Itisimportanttoestablish,publiciseandmaintainstandardsofethicalbehaviourin coaching practice, and to inform and protect members of the public using theservicesofERPASS.
3. KeyprinciplesofresponsibilityandcompetenceprovidethecorevaluesofgoodcoachingandtheframeworkofERPASS’scodeofethics.
4.Thiscodeisaframeworkwithinwhichtowork. It isaseriesofguidelinesratherthan a set of instructions, and should be used in conjunction with other SurfingAustraliacodesandpublicationsandanycomparablepublicationsproducedbytheAustralianSportsCommission.
5.ERPASS instructorswhoassent to thiscode,accept their responsibility toclientsand theirparents/families, to instructorsandother colleagues, toSurfingAustralia(SA),toERPASSandtosocietyandthelocalcommunity.
6.Inthiscode,thegeneralprinciplesofpracticearecontainedinSection8.Specificguidelines for instructors with SA membership are provided in Section C. SurfingAustraliahasadditionalguidelinesspecifictoyouroperationsasaERPASSinstructor.

- Identifyandmeettheneedsofindividuals
- Improve performance through a progressive programme of safe, guidedpractice,measuredperformanceand/orcompetition
- Create an environment in which individuals are motivated to maintainparticipationandimproveperformance.
9.Professional isused inaqualitativecontext. Itdoesnotnecessarily implyapaidpositionorperson.
10.Employerdoesnotnecessarilyimplytheexistenceofacontractofemploymentorapaidposition.Formanyinstructorstheiremployersarevoluntaryamateurclubcommittees.
SECTIONB:PRINCIPLES
Introduction
11.ERPASSInstructorsareexpectedtoconformtoethicalstandardsinanumberofareas: humanity, relationships, commitment, cooperation, integrity, advertising,confidentiality,abuseofprivilegeandpersonalstandards.
Humanity
12. ERPASS Instructorsmust respect the rights, dignity andworthof every humanbeingandtheirultimaterighttoself-determination.Specifically,ERPASSInstructorsmusttreateveryoneequitablyandsensitively,withinthecontextoftheiractivityandability, regardlessof gender, ethnicorigin, cultural background, sexual orientation,religionorpoliticalaffiliation.
Relationships
13. The good coach will be concerned primarily with the well-being, safety,protectionandfutureoftheindividualathlete.Theremustbeabalancebetweenthedevelopment of performance and the social, emotional, intellectual and physicalneedsoftheindividual.
14.Akeyelement ina coaching relationship is thedevelopmentof independence.Athletes must be encouraged and guided to accept responsibility for their ownbehaviour and performance in training, in competition, and in their domestic,academicorbusinesslife.
15. ERPASS Instructors are responsible for setting andmonitoring the boundariesbetweenaworkingrelationshipandfriendshipwiththeirathletes.Thisisparticularlyimportant when the athlete is a young person. The instructor must realise thatcertainsituationsorfriendlywordsandactionscouldbemisinterpreted,notonlybytheathlete,butalsobyoutsiders(Orothermembersofasquadorgroupofathletes)motivated by jealousy, dislike or mistrust, and could lead to allegations ofmisconductorimpropriety.
16.Where physical contact between coach and athlete is a necessary part of thecoaching process, instructors must ensure that no action on their part could bemisconstruedandthatanySAguidelinesonthismatterarefollowed.
17. The relationshipbetween coachandathlete reliesheavilyonmutual trust andrespect. This means that the athlete should be made aware of the coach’squalificationsandexperience, andmustbegiven theopportunity to consent toordeclineproposalsfortraining,performanceorcompetition.
Commitment
18. Instructors should clarify in advance with athletes (and/or employers) thenumberofsessions,fees(ifany)andmethodofpayment.Theyshouldexplorewithathletes (and/or employers) the expectation of the outcome of coaching.Writtencontractsmaybeappropriateinsomecircumstances.
19. Instructors have a responsibility to declare to their athletes and/or employersany other current coaching commitments. They should also find out if anyprospective client is receiving instruction from another teacher/coach. If so, theteacher/coachshouldbecontactedtodiscussthesituation.
20. Instructors who become aware of a conflict between their obligation to theirathletes and their obligation to Surfing Australia (or other organisation employingthem),mustmakeexplicittoallpartiesconcernedthenatureoftheconflict,andtheloyaltiesandresponsibilitiesinvolved.
21. Instructors should expect a similar level of reciprocal commitment from theirathletes. In particular the athlete (parent/guardian in the case of aminor) shouldinformthecoachofanychangeincircumstancesthatmightaffectthecoach/athleterelationship.
22. Instructors should receive appropriate acknowledgement for their contributionto the athlete’s progress and achievement. Where money is earned fromperformances, it is reasonable to expect the coach should receive an appropriateshareoftherewards.Suchapportionmentwithanyattendantconditionsshouldbeagreedinadvance(inwriting)toavoidanymisunderstanding.
Cooperation
23. Instructors should communicate and cooperate with other sports and alliedprofessionsinthebestinterestsoftheirathletes.Anexampleofsuchcontactcouldbetheseekingof:
- educationalandcareercounsellingforyoungathleteswhoseinvolvementinsportimpingesupontheirstudies
- sportscienceadvicethroughSurfingAustralia’sHighPerformanceCentre.
24. Instructors must communicate and cooperate with registered medical andancillarypractitionersinthediagnosis,treatmentandmanagementoftheirathletes’medicalandpsychologicalproblems.

25.Instructorsmustnotencourageathletestoviolatetherulesoftheirsport.Theyshouldactivelyseektodiscourageandcondemnsuchactionandencourageathletestoobeythespiritoftherules.
26. Instructorsmustnot compromise their athletesbyadvocatingmeasureswhichcould constitute unfair advantage. They must not adopt practices to accelerateperformance improvementwhichmight jeopardise the safety, totalwell-beingandfutureparticipationoftheathlete.Instructorsmustneveradvocateorcondonetheuseofprohibiteddrugsorotherbannedperformanceenhancingsubstances.
27.Instructorsmustensurethattheactivities,trainingandcompetitionprogrammesthey advocate and direct are appropriate for the age, maturity, experience andabilityoftheindividualathlete.
28. Instructorsmust treatopponentswithdue respect,both invictoryanddefeat,andshouldencouragetheirathletestoactinasimilarmanner.Akeyroleforacoachistoprepareathletestorespondtosuccessandfailureinadignifiedmanner.
29. Instructors must accept responsibility for the conduct of their athletes anddiscourage inappropriate behaviour in training, competition, and away from thesportingarena.
Advertising
30. Advertising by sports instructors in respect of qualifications, training and/orservicesmustbeaccurateandprofessionallyrestrained.Instructorsmustbeabletopresent evidence of current qualifications upon request. Evidence should also beavailabletosupportanyclaimassociatedwiththepromotionoftheirservices.
31.Instructorsmustnotdisplayanyaffiliationwithanorganisationinamannerthatfalselyimpliessponsorshiporaccreditationbythatorganisation.
Confidentiality
32. Sports instructors inevitably gather a great deal of personal information aboutathletes in the course of a working relationship. Coach and athlete must reachagreement about what is to be regarded as confidential information (i.e. notdivulgedtoathirdpartywithouttheexpressapprovaloftheathlete).
33.Confidentialitydoesnotprecludethedisclosureofinformationaboutanathletetopersonswhocanbejudgedtohavearighttoknow.Forexample:
- Evaluationforcompetitiveselectionpurposes.
- Recommendationsforemployment.
- Inpursuitofdisciplinaryactioninvolvingathleteswithinthesport.
- In pursuit of disciplinary action by a sports organisation against one of itsmembers.
- Legalandmedicalrequirementsfordisclosure.
- Recommendationstoparents/familywherethehealthandsafetyofathletesmightbeatstake.
- Inpursuitofactiontoprotectchildrenfromabuse.
Abuseofprivilege
34. The sports coach is privileged to have regular contact with athletes andoccasionally to travel and reside with athletes in the course of coaching andcompetitivepractice.Acoachmustnotattempt toexertundue influenceover theathleteinordertoobtainpersonalbenefitorreward.
Personalstandards
35. Instructors must consistently display high personal standards and project afavourable imageof their sportandof coaching toathletes, theirparents/families,otherinstructors,officials,spectators,themediaandthegeneralpublic;
36.Personalappearanceisamatterof individualtastebutthesportscoachhasanobligationtoprojectanimageofhealth,cleanlinessandfunctionalefficiency.
37.Sportsinstructorsshouldneversmokewhilecoaching.
38.Instructorsshouldnotdrinkalcoholsosoonbeforecoachingthatitwouldaffecttheir competence to coach, compromise the safety of the athletes or obviouslyindicatetheyhadbeendrinking(e.g.smellofalcoholonbreath).
39.Withinthelimitsoftheircontrol,instructorshavearesponsibilitytoensureasfaraspossiblethesafetyoftheathleteswithwhomtheywork.
40.Allreasonablestepsshouldbetakentoestablishasafeworkingenvironment,
41.TheworkdoneandthemannerinwhichitisdoneshouldbeinkeepingwiththeregularandapprovedpracticewiththeirsportasdeterminedbySurfingAustralia.
42.Theactivityundertaken shouldbe suitable for theage,physical andemotionalmaturity,experienceandabilityoftheathletes.
43.Instructorshaveadutytoprotectchildrenfromharmandabuse.
44.Theathletesshouldhavebeensystematicallypreparedfortheactivityandmadeawareoftheirpersonalresponsibilitiesintermsofsafety.
45. Instructors should arrange adequate insurance to cover all aspects of theircoachingpractice.
Competence
46. Instructors shall confine themselves to practise in those elements of sport forwhich their training and competence is recognised by Surfing Australia. Trainingincludes theaccumulationofknowledgeandskills through formalcoacheducationcourses, independent research and the accumulation of relevant verifiableexperience.
47. The National Occupational Standards for Coaching, Teaching and Instructing(and/or the approved Surfing Australia or ISA coaching awards) provide theframework for assessing competence at the different levels of coaching practice.Competencetocoachshouldnormallybeverifiedthroughevidenceofqualifications.Competencecannotbeinferredsolelyfromevidenceofpriorexperience.
48.Instructorsmustbeabletorecogniseandacceptwhentoreferathletestootherinstructors or agencies. It is their responsibility, as far as possible, to verify thecompetenceandintegrityofanyotherpersontowhomtheyreferanathlete.
49. Instructors should regularly seek ways of increasing their personal andprofessionaldevelopment.
50.Instructorsshouldwelcomeevaluationoftheirworkbycolleaguesandbeabletoaccount to athletes, employers, Surfing Australia and colleagues forwhat they doandwhy.
51. Instructors have a responsibility to themselves and their athletes to maintaintheir own effectiveness, resilience and abilities. They should recognisewhen theirpersonal resources are so depleted that help is needed. Thismay necessitate thewithdrawalfromcoachingtemporarilyorpermanently.
SECTIONC:CONDUCTFORINSTRUCTORSWITHSURFINGAUSTRALIAMEMBERSHIP
1. This section is specifically for instructors with Surfing Australia membership. Itprovidesmore specific informationandguidanceabout the implementationof theprinciplesembodiedinSectionB.
2.MembersofSurfingAustraliashalladhereatalltimestostandardsofpersonalandprofessionalbehaviourwhichreflectcreditonthemselves, theiremployers,SurfingAustraliaandthewholeprocessandpracticeofsportscoaching.
3.Itisimpossibletospecifypreciselyallthoseactionswhichcouldbedeemedtobeprejudicialtosuchstandards.Thefollowingparagraphsprovideanindicationofthetypesof incidentthatare likely tobeconsideredasbreachesof thissectionof thecode:
Publiccriticismofcolleagues
4. Instructors should refrain from public criticism of fellow members of SurfingAustralia.Publicinthiscontextmeanscriticismexpressedinanybranchofthemediaor in a lecture or seminar. Any such public criticism of a fellow member will beregardedasaprimafaciebreachofthiscodeandmaysubjecttodisciplinaryaction.
Misrepresentation
5.Instructorsmustensuretheydonotinanywaymisrepresenttheirqualifications,affiliationsorprofessionalcompetence toanyclientorprospectiveclientor inanypublication,broadcast, lectureorseminar.Misrepresentationwillbe regardedasaseriousbreachofthiscode.
Commitment
6. When instructors enter into a commitment with an employer, a team, or anindividualathlete,thenatureofthatcommitmentshouldbespecificallyagreed.Anysuchcontractortermsofreferenceshouldbesetoutinwritingandincludefees(ifany)andmethodofpayment, thetimecommitment involved,andan indicationoftheexpectedoutcomeofthecoaching.
Confidentiality
7.Instructorsmustnotdivulgeconfidentialinformationrelatingtoanathlete,otherthanthatspecifiedinSectionB(32and33)toanythirdpartyunlesswiththeexpressapprovalof theathleteconcerned. In thestorageanddisposalofpersonal recordsinstructors should be aware of the requirements of the Data Protection Act. An
individualathletemustbeallowedreasonableaccesstotheirpersonaldatarecordsheldbyacoach.
Criminalconviction
8.Anyconvictionofasportscoachbyacourtoflawiscapableofreflectingadverselyontheprofession.Casesofaminorpersonalnatureareunlikelytoberegardedasbreaches of this, but all reported cases will be considered. Members of SurfingAustraliamustreportanyallegedcriminaloffenceattheearliestopportunity.
Disciplinaryproceedingsbyanemployer
9. Disciplinary proceedings by an employer leading to dismissal from employmentconnectedwithsportscoachingwillnormallyberegardedasabreachofthiscode.Thisappliesevenifthecoachhasbeeninvolvedinrelatedcourtproceedingswhichhavenotresultedinconviction.Otherdisciplinaryproceedingsbyanemployer(e.g.reprimand) will not normally be considered as a breach of this code unless thecircumstancesaresufficienttofoundacomplaintunderanothersection.
10.Members of SurfingAustraliamust report any formal disciplinary action takenagainstthembyanemployerinconnectionwiththeirworkasasportscoach.
Personalmisconduct
11. Personal misconduct by members of Surfing Australia may still give rise todisciplinaryactionbySurfingAustraliaifsuchconductisdeemedtobemisconductorgross misconduct, even if such misconduct does not give rise to disciplinaryproceedings by an employer or lead to conviction in a court of law. The followingexamplesarenotexhaustiveorexclusive:
- Misconduct (e.g. bad timekeeping, unreasonable or unexplained absence,lackofapplication,damagetopropertyorequipment)
- Grossmisconduct (e.g. theft, falsification of reports or accounts, breach ofconfidentiality, violence, misuse of alcohol or drugs, dishonesty, sexualharassmentorabuse,indecency,anyformofchildabuse).
Complaintsprocedure
12. Any individual or organisation wishing to make a complaint against a sportscoachwithinthecontextofthiscodeshouldfollowthisprocedure:
- Report the matter to the employer of the sports coach and to SurfingAustralia. NB Employer in this instance refers to the organisation whocommissioned the coach todo the coachingwhether this is paidorunpaidemployment. This might be a club, State Surfing Body (eg Surfing NSW)Surfing Australia or local authority. Complaints which refer to abuse ofchildrenshouldalsobereferredtothePoliceandSocialServices.
- IfthecoachinquestionisknowntobeamemberofSurfingAustraliaorifnosatisfaction is obtained from the complaint to the employer and SurfingAustralia, then the matter should be reported to the Australian SportsCommission.Onreceiptofsuchacomplaint,detailedproceduralguidelineswillbeissuedtoallpartiesconcerned.
