Unit Profile
Energy Management Centre (EMC), Kerala, the first State level organization
exclusively for promoting energy conservation came into existence on 07-02-1996.
The Centre is an autonomous body under the Department of Power, Government of
Kerala, devoted to the improvement of energy efficiency in the State, promotion of
energy conservation and encouraging development of technologies related to energy
through research, training, demonstration programmes and awareness creation.
EMC has been nominated by the Government of Kerala as the State Designated
Agency for EC Act 2001. It is the first organisation in the State level formed with a
dedicated mandate of Energy conservation and energy efficiency. The center is
networking with institutions within and outside the State for research and training.
The UNIDO Regional Centre for Small Hydro Power (www.unidorc.org) is established
in this organization to spread Small Hydro Power. The Small Hydro Promotion Cell of
Government of Kerala is working within the organization to promote IPP/CPP.

Energy Consumption in Kerala
Hydel energy is the most reliable and dependable source in Kerala. Of the total
installed capacity of 2881 MW during 2012-13, hydel contributed the major share of
2053 MW (71%); while 793 MW was contributed by thermal projects and remaining
from non-conventional sources. Table 1 given below clearly depicts the consumption
trend in the State 2012-2013.

Major achievements of the centre
• As recognition of the excellent performance in the field of energy efficiency
and energy conservation, EMC was honored with 6 National Awards. In the

years 2008, 2010, 2012 and 2013 EMC was adjudged as the Best State
Designated Agency (Energy Conservation) in India by Ministry of Power,
Government of India and Power Award for the best Demand Side
Management Programmed for the year 2010 and 2014.
EMC successfully completed installation of 100 LED street lights (45 Watts
power) each in 60 municipalities and 5 Corporations in Kerala.
• EMC jointly with KSEB distributed 12.7 Million of CFLs as part of the Bachat
Lamp Yojana project. Kerala is the first state in India which implemented
Bachat Lamp Yojana (BLY) and achieved 300 MW reduction during the peak
hours
• Investment Grade Energy Audit of 28 buildings: 28 Government buildings in
Kerala were audited for assessing energy conservation potential and also to
make these Government buildings as model energy efficient buildings.
• Energy Conservation Fund: The Government of India has launched Energy
Conservation Fund, in compliance with Energy Conservation Act 2001,
providing State Governments with financial support to promote energy
efficiency. Government of Kerala constituted the State Level Steering
Committee for Energy Conservation Fund and notified the Kerala State Energy
Conservation Fund Rules.
• EMC jointly with Bureau of Public Enterprises, conducted Energy Manager
Training programmed for Engineers in Public Sector Undertakings and 35
PSUs designated Energy Managers in their units.
• Regular training, awareness, demonstration programmers’ to general public’s,
industries, students, and housewives etc. on energy efficiency and
conservation. EMC started energy conservation clubs in educational
institutions is to inculcate the habit of Energy conservation.
MAJOR ENERGY CONSERVATION ACTIONS DURING 2013-14
• Energy studies carried out in four SME sectors (Steel Rerolling, Rice mill,
Crumb rubber and Coir manufacturing Unit) to identify energy saving
potentials in respective sectors
• Implemented the proposals for energy saving opportunities in two
government buildings identified through IGEA.
• Conducted “Kerala State Students Energy Congress” a program for student
community on energy conservation and energy efficiency first of its kind in
the country
• Catalysed HT/EHT consumers in the State to implement recommendations of
mandatory energy audit their by achieving saving of 2.5MU
• Dedicated training and capacity building programs in industrial, Domestic,
Commercial sectors.
• Successful in propagating and implementing LED village campaign programs
which is a demand side management cum demonstration project.
• Submitted to Government of Kerala 11 notifications regarding energy
efficiency and conservations, to be adopted in various sectors, in accordance
with EC act 2001.
• Successful in drafting Annual Energy saving plan Energy Policy, and Lighting
Policy.

SDA Profile
Maharashtra Energy Development Agency (MEDA) is registered under Societies
Registration Act – 1860. It commenced actual functioning from July 1986. MEDA’s
mandate is to undertake development of renewable energy and facilitate energy
conservation in the State of Maharashtra, as the State Designated Agency. The
Controlling body of MEDA is the Governing Body, with Hon. Minister for New and
Renewable Energy, Maharashtra State, as Chairman, Hon. Minister of State for New
and Renewable Energy as Vice Chairman, Secretaries / Principal Secretaries of six
other departments of Government of Maharashtra as Member and Director General,
MEDA, as member secretary.
MEDA is taking major initiatives for promotion of energy conservation by means of
various incentive schemes. Several programmes have been initiated by MEDA to
increase the penetration of energy efficiency technologies in all sectors. The energy
conservation potential in the State is assessed at 3420 MW. MEDA is striving to
harness this potential to its full. Due to effective implementation of MEDA schemes
and demonstration projects, Renewable energy projects implemented in the State,
avoided capacity addition of 2195 MW was possible in the State during the financial
year 2013-14. MEDA also boasts of one of the largest implementation of
demonstration projects in the country, with completion of 80 projects.
MEDA is also promoting energy conservation programme for the people in rural
areas through the installation of energy efficient street lights. Over 43264
streetlights in various Gram Panchayats have been replaced by CFL. This programme
is funded through the state budget. MEDA has also formulated and started
implementation of 7 new schemes related to energy audit and promotion of energy
efficiency technologies through demonstration projects.

Installed Capacity
Maharashtra is the largest power generating state in India with the largest electricity
system capacity. As on 31.08.2014, the installed capacity of Maharashtra was
35167.37 MW, which is 13.87 per cent of the total installed capacity in India. It
comprises of 25515.20 MW thermal (72.55%), 3331.84 MW Hydro (9.47 %),
5630.19 MW Renewable Energy (16.00%) and 690.14 MW of Nuclear Energy
(1.96%). The main source of power generation in Maharashtra is fossil fuels such as
coal and natural gas. A little is being contributed by the hydro and nuclear energy

Energy Conservation Activities in Maharashtra
1. Mandatory use of Environment Friendly resources in construction of new
Government/ Semi-Government Buildings to promote Green Buildings
• The construction industry in the State is growing rapidly at 8 to 9 %. It has
become most prominent area having greater potential to improve energy
efficiency at design stage itself.
• Natural Resources are used on large scale to meet the construction material
needs. There is urgent need to control the same.
• For the purpose of proper use of these natural resources, proper waste
management, reduce emissions Guidelines for use of environmental friendly
materials for Green Building Construction is being issued. These guidelines
are prepared in consultation with CII, IGBC, all Municipal Corporations, PWD
etc.
• Implementation of these guidelines will result in 20-30 % energy saving.
Additionally 20-30% less waste will be developed resulting in less pollution
during construction.
2. New Scheme for providing financial assistance for implementation of
LED Demonstration Project in 'C' Class Municipal Councils of the State
• Scheme designed for Municipal Councils having more than 15000 populations
• Financial assistance of max. Rs. 30.00 Lakh will be provided for replacement
of existing street lights with energy efficient LED streetlights.
• MEDA will prepare a committee to scrutinise the received proposals and few
recommendations of the selected proposals will be financed.
• MEDA has empanelled 102 quality energy audit consultants under Class A and
Class B Category. Same will be utilised for conducting energy audits and DPR.

• Scheme designed specifically for Small and Medium Enterprises of the State.
Main focus on financing of the Energy Conservation Demonstration Project.

• MEDA will prepare a committee to scrutinise the received proposals and few

SDA Profile
Karnataka Renewable Energy Development Limited (KREDL) was established in 1996
as a nodal agency of the Government of Karnataka to facilitate the development of
non-conventional energy sources in the state. It is registered under the Companies
Act, 1956.
The primary objective of the company is to develop both on grid and off grid RE
power projects to supplement the conventional energy projects in the state. Besides,
KREDL co-ordinates with all agencies both at state level and national level to
promote Renewable Energy in the state.
Government of Karnataka designated Karnataka Renewable Energy Development
Limited (KREDL) as ‘The Designated Agency” to co-ordinate, regulate and enforce
the provisions contained in the Energy Conservation Act within the State of
Karnataka. The Government authorized KREDL to establish a separate department
within the organization for implementing the provisions of the energy conversation
act and to take necessary steps for capacity building programs in KREDL with the
assistance of Bureau of Energy Efficiency (BEE) established by the Government of
India for the effective implementation of the Energy Conservation Act in the State.

KREDL is creating awareness & promoting energy conservation programme
in the State through
• Implementation of Energy Audit measures in the Govt. buildings
• Providing hoardings, stickers on KSRTC bus back panels & installing LED video
display boards across the state under publicity & awareness program
• Conducting training programs & workshops for stakeholder & end users
• Over 1400 streetlights & 1500 home lights have been replaced in various
towns & villages with LED’s under the Grant in Aid from BEE & Govt. of
Karnataka through various demonstration projects.
The Government of Karnataka has issued the following notifications, so far,
for mandatory use of energy efficient technologies and appliances by
different classes of end users in the State
• Mandatory use of solar water heating systems
• Mandatory use of compact fluorescent lamps (CFL) in government buildings,
aided institutions, boards and corporations
• Mandatory use of ISI marked motor pump sets, power capacitor, foot/reflex
valves for agriculture pumping
• Mandatory use of BEE star rated pump sets where ever applicable for
agriculture pumping
• Mandatory use of electronic ballasts in government buildings, aided
institutions, boards and corporations
• Mandatory compliance with "energy conservation building code" (ECBC) by
private and public commercial buildings with connected load >= 100 kW or
contract demand >= 120 kVA or conditioned area >= 500 square meters.
Energy Saving Potential in Karnataka
In 2009, the National Productivity Council (NPC) under the aegis of Bureau of Energy
Efficiency (BEE) had undertaken a study to identify energy savings potential in key
sectors in Karnataka. It was estimated that implementation of energy efficiency
measures in different sectors would result in overall energy savings of 6,290 million
kWh, around 18 percent of total electricity consumption of the State in FY 2007-08.
Energy sale approved by the Commission for FY 2013-14 was 45,293 million kWh.
Based on similar proportion of savings potential for FY 2013-14, estimated energy
savings potential for the state would be 9,467 million kWh.
Energy savings through the Designated Consumers identified in
the State
The Bureau of Energy Efficiency has identified 20 number of Designated Consumers
from Cement, Steel, Thermal power & Paper and pulp sectors in the State. These
Designated Consumers have taken outstanding efforts to reduce their present
energy consumption levels and have achieved stupendous savings.

• Conducted Energy Audit in 91 Govt. buildings across the state.
• Implemented Energy Audit measures in 4 Govt. buildings with annual energy
savings of 446759 kWh & a net savings of Rs. 33.12 Lakh per annum.
• A total no. of 37,01,368 CFLs were distributed during 2011 under Bachat
Lamp Yojane Scheme

SDA Profile
Arunachal Pradesh Energy Development (APEDA) is a State Government Agency
registered under the Societies Registration Act 1860, established in 1996. Formerly
it functioned under IREP cell of RWD department. Today it functions under the
Power department. The Agency is governed by a General Body Chaired by Hon’ble
Chief Minister of Arunachal Pradesh and a Governing Body which is chaired by a
representative appointed by the Government. Governing body is composed of 10
members and it is chaired by a chairman appointed by the Government from time to
time activities.
Arunachal Pradesh Energy Development Agency has made serious efforts in creating
awareness on Energy conservation and Energy Efficiency in Arunachal Pradesh since
the enactment of Energy Conservation Act. Awareness campaigns in schools,
colleges and through media, APEDA has impacted the public on saving of energy.

Workshops and trainings have been organized in connection with Energy
conservation and Energy Efficiency for all Government Departments has also been
conducted. Topics like Standards & star labeling of appliances and Energy
Conservation Building Code have been taken up in the workshops to initiate
regulatory activities for energy efficiency.
Investment Grade Energy Audit of 15 Nos. of Govt. Buildings has been done.
Tawang Monastery has been taken up under demonstration programme on Energy
Efficient lighting by installing 16 W LED bulb fittings. Under the LED Demo
programme APEDA has installed 150 nos. of 70 W LED streetlight fittings in 2 towns
of Aalo and Basar in West Siang district and 47 Nos. in Rajiv Gandhi Govt.
Polytechnic in Itanagar. 8 villages have been distributed with LED bulb under LED
village campaign.
APEDA is creating awareness & promoting energy conservation programme
in the State through -
• Implementation of Energy Audit measures in the Govt. buildings
• Providing hoardings, stickers & distributing pamphlets across the state under
publicity &awareness program
• Conducting training programs & workshops for stakeholder & end users
• Over 197 LED streetlights & 1557 LED bulbs have been installed in 8 nos. of
villages under the Grant in Aid from BEE & Govt. of Arunachal Pradesh
through LED demonstration projects.
The Government of Arunachal Pradesh has issued the following
notifications, so far, for mandatory use of energy efficient technologies and
appliances by different classes of end users in the State.
• Mandatory use of energy efficient lighting system in government buildings,
aided institutions, boards and corporations
• Mandatory use of star labeled room air conditioners and frost free
refrigerators in government buildings, aided institutions, boards and
corporations

Installed Capacity
Arunachal Pradesh is having an installed capacity of 249.41 MW, in which 103.9 MW
is from Renewable sources which is accounting to 42% of the installed capacity as
on 31st Dec. 2013.

Ongoing &Proposed DEMO projects:
• Proposed LED Street lights & LED Indoor lights Demo Project at North Eastern
Regional Institute of Science & Technology (NERIST), at Nirjuli in Arunachal
Pradesh at a total cost of Rs. 25.00 lakh envisaging to save 49.86MU of
energy.
• Planning to take up Energy Efficiency project in Municipal streetlights of Itanagar , Naharlagun, Pasighat and Tezu soon.
