• All performance based on meter data submitted for initial settlement– There are some low-impact data validations pending
• Net CSO is the amount dispatched and is generally CSO less the gross-up for losses

December 14th 2013 OP4 Event Background• Morning Report projected a 275 MW surplus based on a load forecast of 19,550 MW (actual
peak was 20,182 MW for hour ending 1800)
• Forced outages were about 400 MW greater than anticipated
• Deliveries to New England were about 686 MW lower than expected due to curtailments
• Through hour ending 1600, loads tracked forecast, but then began to exceed forecast, climbing rapidly
• At 1700 significant imports were curtailed, resulting in M/LCC 2 and OP#4 Action 1 being declared, as well as Winter Reliability Program DR Assets being dispatched (21 MW)
• At 17:07 OP#4 Action 2 was declared and 248 MW of RTDR was dispatched (the entire net CSO for all dispatch zones)
• At 17:40 Action 5 was declared; it was cancelled at 18:30 due to some imports coming back
• At 20:45 Action 2 was cancelled, releasing the RTDR demand resources
• At 21:46 the Winter Reliability Program DR assets were released

Performance Reporting for Overlapping Winter Reliability Program DR and OP4 Action 2 Dispatch
• Some assets that are mapped to FCM Resources are also participating in the Winter 2013-14 Reliability Solutions program subject to Appendix K of Market Rule 1
• During a coincident dispatch such as on 12/14/2013, the Winter obligations of the assets are incremental to the FCM resource obligation.
• In coincident dispatch periods, performance for the Winter DR assets will be reported net of the portion of their performance required for the RTDR Resource to which they are mapped to reach 100% of its dispatched MW.
• FCM Settlement includes entire performance from winter assets, and will be reported in total as well as net of performance attributed to the Winter asset dispatch.
