Welcome from Minister of Natural Resources and Environment, ThailandI am very pleased to know that the cooperation between the Royal
Thai Department of Mineral Resources and the Department of Geology, formerly Department of Geology and Mines, Lao PDR, have long been cooperated and recently developed to a very good progress. The progress has been made through various activities including the cooperation in geological survey, mineral exploration, training programmes, geo-conservation through geotourism site survey and museum improvement and development.
There are many special events that related to Thailand – Lao PDR relations to celebrate this year. The Royal Thai Department of Mineral Resources and Department of Geology, Lao PDR, have co-organized a special event, the “Thai-Lao Technical Conference on Geology and Mineral Resources” during 7-8 September 2010 in Bangkok, Thailand. The Thai-Lao technical conference is organized to celebrate the very special occasion of the 60th Anniversary of Thailand – Lao PDR Diplomatic Relations. The event would bring together delegations and technical staff of Thailand and Lao PDR to meet, technically discuss to better understand the geology and mineral resources of the two countries. The event also creates investment opportunity for geological and mineral resources as well.
As we all know that sustainable development of natural resources and development of the two countries are very important to all people of the two countries, especially for those who live along or near the borderline. Geodiversity is considered as equally important as the biodiversity in the region. Geological formations provide a biotic component to the environment that the biotic component live in and make use of.
The Ministry of Natural Resources and Environment, Thailand always support the cooperation between Thailand and Lao PDR on natural resources and environment. I strongly support the continuing Thai – Lao cooperation on geology and mineral resources programme that contribute to the well being of the people of the two countries.
We look forward to working together on sustainable development of the natural resources of the two countries through the bridging of cooperation and the enhancement of joint development on geological resources and geotourism sites development of the two countries for the benefits of our people.
I would like to congratulate the Department of Geology, Lao PDR, and the Royal Thai Department of Mineral Resources for the successful cooperation in the organizing of this Thai – Lao Technical Conference on Geology and Mineral Resources. I would like to express my gratitude to those who have contributed to the success of this special event.
Finally, I would like to welcome all the delegations and representatives and wish all of you a smooth and successful meeting as well as a clear cooperation between our two countries as usual in the future.

On the Relationship of Thai-Lao
BackgroundAs a consequence to the 3rd ASEAN Senior Official Meeting on Mineral:
ASOMM) on 2-4 April 2001 in Brunei, delegations of Thailand and Lao PDR had discussed on possible cooperation on information exchange and possible activities on geology and mineral resources between the two countries. Later, during the 10th Thai – Lao Joint Commission on Cooperation meeting held during 7-8 August 2001 in Chiang Rai in the cooperation group on technical development of social and culture, the meeting acknowledged the plan on the consultation meeting on geology and mineral resources between the two countries. During the 4th ASEAN Senior Official Meeting on Mineral held during 3-4 April 2002 in Cambodia, the delegations of both organizations once again talked on the possible cooperation on geology and mineral resources. Shortly afterward, the Thai delegation, as invited by the Department of Geology and Mines, visited to Lao PDR. Both sides signed the Minutes of the Meeting on the Thai-Lao cooperation framework on geology and mineral resources on 30 May 2002 in Vientiane. There are four main topics of the cooperation framework:
To support the cooperation development and guidelines on the 1. exchange of data and information in an effective way. To support the human resource development of both organizations 2. through the training programmes.To support the cooperation on geology and mineral resources for the 3. benefits of the two countries.To organize an executive meeting once a year. Lao PDR and Thailand 4. will take turn on the hosting of the meeting. The 11th Thai-Lao Joint Committee Meeting was held during 26-
28 September 2002 in Vientiane, Lao PDR. H.E. Mr. Surakiat Satianthai, Minister of Foreign Affairs was the head of Thai delegation and co-chairman on the Thai side. The meeting acknowledged and support Clause 78 to continually proceed the Thai-Lao technical cooperation on geology and mineral resources in accordance with those stated in the MOM of 30 May 2002 signed in Vientiane, Lao PDR, and to operated under the Thai-Lao Joint Commission on Cooperation.
In 2005, these two organizations had raised its cooperation to a bilateral international cooperation under the name “Thai-Lao Technical Cooperation on Geology and Mineral Resources”. The cooperation project has been operated continually with annual summary report to the executive boards.
On 21 – 26 August 2006, both organizations co-organized the technical conference on “Mineral Resources and Development Opportunity in Lao PDR” in order to promote the investment on exploration and mining in Lao PDR under the Thai-Lao Technical Cooperation on Geology and Mineral Resources.
According to the executive meeting held during 7-12 September 2009 in Vientiane, Lao PDR, the meeting agreed to organize the Thai-Lao Technical Conference on Geology and Mineral Resources organized in Thailand. As a result, the Department of Mineral Resources organizes the conference on 7-8 September 2010 in Bangkok in order to present and publish results of past work of the project.

The Royal Thai Department of Mineral Resources and the Department of Geology (Formerly Department of Geology and Mines), Lao PDR, operate the Thai-Lao technical cooperation project on geology and mineral resources under the Joint Committee on the Thai-Lao Cooperation during 2004-2010. the project result can be summarized as follow:
1. Surveys on geology and mineral resources in Lao PDR.
Both sides cooperated on geological survey and preliminary mineral exploration in Xayaboury, Luang Phrabang and Bokeo areas, Lao PDR, near to Loei, Uttaradit and Nan Province, Thailand in 2004. During 2007, the project involved the application of remote sensing interpretation on geological survey over the area along the Thai-Lao borderline in two areas: 1. Phase I area of Nan – Xayaboury-Bokeo; and 2. Phase II area of Ubon Ratchathani-Champasak-Pakse area during 2005-2006. The products of the project include:
- The Preliminary Investigation on Geology and Mineral Resources along Vientiane – Luang Phrabang – Xayaboury, Lao PDR and Vientiane – Muang Fueng – Ban Wang and Vientiane – Muang Santhong Lao PDR, 2004.
- Preliminary Geolgical Map from Remote Sensing: 2 areas in 2005 – 2006.
- Geological Mapping and Mineral Investigation at 1:200,000 scale of Map sheet E47-B-XVIII, E47-B-XXIV (Northwest Laos region), 2007.
2. Surveys on Geotourism Sites in Lao PDR
Both sides carried Khammouane out the survey on Bolikhamxai geotourism sites in Attapeu, Champasak, Savannakhet, Khammouane and Bolikhamxai, Lao PDR, near to Nong Khai – Ubon Ratchathani, Thailand, in 2005-2006 and 2009-2010. the products of the project include:
- Guidebook for geotourism sites in Lao PDR: 10 sites during 2005-2006.
- Additional geotourism sites in Lao PDR: 5 sites in 2009.
- Additional geotourism sites in Khammouane – Bolikhamxai: 4 sites in 2010.
3. Development of Geological Museum
Both sides cooperated on the planning, development and improvement of geological museum that operated under the Department of Geology, Lao PDR, at Vientiane during 2004-2007 and in 2009. The activity was financially supported by Padaeng Industries Company. The works include:
- Planning on museum development in 2004.
- Action taken on museum development during 2005 – 2006 on the preparation of information and installation of exhibition that resulted in the official opening of the geological museum of the Department of Geology, Lao PDR, in 2006.
- Improvement and development of geological museum of the Department of Geology, Lao PDR, on the rock displays, including the additional design on the dinosaur exhibition during 2007-2009.
4. Development of IT System of Department of Geology, Lao PDR.
In 2009, both sides carried out the planning on the development of IT system of the Department of Geology, Lao PDR, on the topic “Provide knowledge in concept of organizational ICT development”. The work cover the issuance of objectives, trending study, survey, evaluation and exchange of knowledge and experience on ICT, as well as producing strategy and guidelines on the operation in accordance with the ICT cooperation project in the future.
Result of the Project (2004-2010)

5. Training Programmes on Geology and Geological Laboratory.
Both sides have developed their personnel on geology and geological resources from 2003 (before the project began) to 2010 in various courses including:
5.1 Aerial Photograph and Remote Sensing Interpretation:
In 2008, Department of Mineral Resources organized a training course on “Basic Knowledge on aerial photograph and remote sensing” using computer. The course also includes hands-on software usage that is suitable for 10 geologists from Lao PDR. Practical exercise was carried out in the study area in Khammouane – Savannakhet, Lao PDR.
In 2009, Department of Mineral Resources organized an additional training course on remote sensing theory using the ENVI software and the interpretation of satellite imagery of various bands with practical in the area of Savannakhet for 14 geologists from Lao PDR.
5.2 A Training Course on Geoscience Information and Technology with a focus on Data Flow and Connection and Website Development.
In 2010, Department of Mineral Resources organized a training course on geological IT system and website development, including the site visit at GISTDA – Geo-Informatics and Space Technology Development Agency in Lad Krabang for 2 geologists from Lao PDR.
5.3 A Training Course on Water Analysis
In 2009 Department of Mineral Resources organized the workshop on water analysis and water sampling technique, the standard method on water analysis (Tritration), the use of atomic absorption spectroscopy and atomic absorption spectrometer to 5 geologists and personnel of Lao PDR through the using of water from the area around mining site of Phu Bia Mining, Lao PDR.
5.4 A Training Course on Rock and Mineral Chemical Analysis
The Department of Mineral Resources organized a workshop on rock and mineral analysis using chemical and laboratory, including various techniques, to geologists and personnel of Lao PDR in 2003 and during 2009 – 2010. The workshop covers the presentation and the analysis of tin, tungsten, titanium and other non-metallic minerals, the usage of scientific instruments. There were 3 geologists and personnel of Lao PDR participated in each of the training.
5.5 A Training Course on Heavy Mineral Preparation and Analysis
In 2010 the Department of Mineral Resources organized a workshop on heavy mineral preparation and analysis. The workshop covers the topics on: heavy mineral exploration, survey and sample collection, sample preparation and mineral identification, type and reserve calculation and estimation. Two personnel of Lao PDR attended the workshop.
6. Stratigraphic Correlation
In 2010 both sides started their joint research project on geology on the survey on geological correlation across the border through the stratigraphic correlation of each country. During the first year, the correlation of sedimentary rocks of the late Mesozoic (Khorat Group) has been carried out.

Recent Cooperation
The Thai-Lao Cooperation Project on Geology and Mineral Resources during 2011 – 2015 or the next 5 year will carry out under the slogan “Thai-Lao Cooperation Project for Sustainable Development of Geological Resources”. The project comprises two main activities, which are: 1. Cooperative study for geological resources managements and HRD developments project (on the job training). This is a technical cooperation activity on integrated geology and geological resources that will be carried out in selected areas in order to evaluate the overall potential of the area based on geology and geological resources. The duration of the project spans over a period of five years. Most of the activities are in the form of “on-the-job-training” carried out through the cooperation between the Department of Geology, Lao PDR, and the Royal Thai Department of Mineral Resources, as well as experts from other organizations or countries. These activities are listed as follow: a. Geological and structural mapping: the mapping will be carried out on a 1:200,000 scale using remote-sensing interpretation technique on a total of three study areas. b. Stratigraphic/rock unit correlation over six rock units to support the development of geological knowledge toward the international level. Rock unit correlation could lead to the discovery of geological resources. The correlation work will be carried out for one rock unit per year. c. Joint-study on geoconservation and geotourism: This will be carried out to cover three aspects, which are: development, promotion and adding the potential of the tourism sites to become outstanding geotourism sites for sustainable development. It is planned to work on one area over a period of two years. In 2011, there will be a special programme on paleontological conservation site preparation and paleontological museum management in order to support the Lao PDR’s needs on the development of geological museum with the focus on dinosaur/paleontology. d. Mineral potential assessment in Lao PDR over a total of 8 mineral zones for the purpose of mineral development of Lao PDR. Each year, the work will cover 2-3 mineral zones. e. Annual executive and working group meeting: the activity is aimed to evaluate the results of the investigation.
2. Thai-Lao Technical Conference on Geology and Mineral Resources with the association of government and private sectors. This is the main activity aims for the presentation of, promotion of and exchange of knowledge on Thai and Lao PDR geology and mineral resources among personnel of the two countries. This is for the promotion of technical cooperation and the good relationship with neighbouring countries to open the development opportunities on mineral sector. Furthermore, it provides researchers and workers an opportunity to promote and present their information and study result of both governmental and private organizations. Technical meeting is the source for technical information that can be utilized for the benefit of the country.
