Component: Kasturba Gandhi BalikaVidyalaya(KGBV) - Residential School for girls
Introduction:
Kasturba Gandhi Balika Vidyalaya (KGBV) Scheme was launched by Government of India
to make the education system more responsive to the needs of marginalised girls and to
enhance their access and retention. Under the scheme, residential schools for girls at upper
primary levels (VI to VIII) were set up in the Educationally Backward Block (EBB) s, towns
and minority concentrated areas all over the country. The scheme provides upper primary
level education for girls who are either drop out or never enrolled in the age group of 10-14
years belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes
(OBC), Minority communities and children of families of Below Poverty Line (BPL).
In Assam, KGBV scheme was introduced in the year 2007-2008. Since inception till the year
2015-16, altogether 57 nos. of KGBVs have been opened in 56 EBBs and 1 town in 24
districts.

Local Advisory Board for KGBV:
The local advisory board is constituted by the Block Mission Coordinator concerned with the
following members of the locality of the KGBV residential schools.

Block Mission Coordinator regarding various problems like security, treatment of
illness, liaison with other community groups etc.
The minutes of the meeting of the boards should be maintained in the register to be
kept in the custody of the Block Mission Coordinator concerned.

Monthly PTM is organised in all the KGBVs to discuss the issues:
1. Academic and co curricular progress of the child.
2. Health status of the child.
3. Issues related to management of KGBV.
4. Important topics like Child Right, Girls Education, Health and Nutrition, Gender Issues
etc are also discussed in Parent Teacher Meeting.

1. Arrangement of safety measure
Safety and security measures being practiced
Strategy for safety and security of Girls:
Every possible measure was undertaken in the KGBVs for ensuring efficient
management and safety and security for girls. A letter in this regard was givento all
the districts mentioning point wise safety instructions to be taken for ensuring safety
and security of girls residing in KGBVs.
Each KGBV having a boundary wall.
All KGBV have security lights in the front and back sides of KGBVs.
Convergence with nearest police station. Once in a week, police patrolling
A Security committee is formed in the KGBV which shall be vigilant for the safety
and security arrangements of the KGBV – Such as the strong ness of the doors, to
check out the locks before going for a sleep etc.
No male members from staff or outside are allowed within the main living area of
children and in the bathroom & toilet areas.
ln case of any emergency like- repairing of electricity, rearrangement of bed etc or for
other purpose the male staff will be accompanied by Warden.
The staying of the relatives of the full-time teachers is forbidden in the KGBV centre.
Attendance of the girls roll-called for twice in a day.
Entry for the unknown individuals is forbidden in the KGBV campus without
permission, after the scheduled time or at night – the entry of the male individual is
restricted after 6 pm.
Main gate and collapsible gate are kept lock.
The entry and exit details in the inward-outward registers maintained by Warden.
The warden, Full time lady teachers and a watchman has to be compulsorily present
at night.
Emergency numbers of police, District/Block Officials, fire brigade etc written on the
walls of the KGBV.
The issues of safety and security discussed in the meetings of the Block Level
Advisory Committee and in the guardians meeting. These bodies help to see that the
schools are run properly and children in KGBV are safe and secured. In some
KGBVs, Block Level Advisory Board undertaken sincere efforts in this regard and
provided generator, tube well, ring well, fencing etc. to KGBV.

Quality of learning in KGBV
The Curriculum
In order to enhance the quality of education and ensure all round development of the children,
it is very important to impart knowledge and training in co curricular activities along with
academic curriculum. It is important to provide holistic education to the children, one that
helps to enhance the confidence and overall personality development of the child.
Bridge Course: Most of the girls enrolled in KGBVs have dropped out of schooling cycle at
some stage and few of them have never enrolled in school. Considering that the girls come to
school with varied experiences and different learning levels, a bridging module to achieve
grade 6 competencies is conducted before they fully take up the State curriculum which is
followed in KGBVs.
The formal curriculum recognized by the Elementary Education, Govt. of Assam and
prescribed textbooks and examination system of the State are followed in the KGBV schools.
Academic support
Regular supervision, monitoring and support are being provided to KGBV by the DACG,
BACG. Further, District Mission functionaries of SSA, DIET faculties and head teachers of
nearby schools monitor the academic progress of the children and give necessary support to
the teachers.
Evaluation
After completion of the bridge course the child is mainstreamed in the formal course in
KGBV and evaluation is done as per formal school system i.e quarterly (four evaluation in a
year).
The 4th and final Evaluation is conducted in the KGBV in the month of December, in which
marks of all the previous evaluation are calculated and final grade is given to the child. After
final evaluation children are promoted to the next higher classes.
The CCE is strictly adhered to in line with the formal school academic calendar and record
kept at the centre. The detail progress report is sent to parents/guardians
Curriculum Plus
The curriculum in KGBV is Enhanced/Enriched to foster the overall development of the
girls. It comprises of academic as well as co curricular activities such as:
. Specific skill training/Vocational education [PHOTOs]
Specific Skill Training: Training on Knitting, Weaving, Screen Printing, Doll & Flower
making, food processing, handicrafts, tailoring, embroidery etc. was given to the children of
KGBV for 4 months every year. These vocational activities help to empower the girls of
KGBV and make them self-reliant for their future.

• Self Defense/Martial Art Training programme for children

Usha Manki – KGBV, Pachim Abhoipur ( Sivasagar District)
1st and 2nd prize - In the year 2010 , she got 1st place in 2nd South Asian Championship, held
in Bangalore which was organized by Wado International Karate – Do Federation, India.
1st prize - In 2012 she again secured 1st position in individual ‘kumite’ that was organized by
United Karate-Do Association, Assam. For this achievement she was honoured in Republic
Day celebration in sub division level.

Ms. Padumi Daimary from KGBV Borchala ( Sonitput District ) has been selected by
All Assam Tae Kwon Do Association to participate in 36th National Games to be held
in Jharkhand in 2016
Ms. Sangeeta Daimary has been selected by All Assam Tae Kwon Do Association to
participate in National School Games ,2015.
In Dibrugarh District 4 students from KGBV Panitola won gold medal in Dibrugarh
District Wu-Shu championship. In September 2012, 1 student from KGBV Panitola
won bronze medal.
In Kokrajhar district 10 students of KGBV Kokrajhar participated in the Boroland
Tykendo competition held in the month of January 20013. Among them 2 students
won Gold medal.
In Udalguri district 7 students of KGBV Rowta participated in the Inter District Self
Defence Competition held in the Month of December 2012. Among them 1 student
won 1st prize and 1 student won 2 nd prize.
• Life Skill Education :
Life Skill Education sessions once in a week has been formally introduced from February,
2016 in all the 57 number KGBVs in Assam and all the ten core life skills - Self-Awareness,
Empathy, Effective Communication, Interpersonal Relationship, Critical Thinking, Creative
Thinking, Decision Making, Problem Solving, Coping with emotions & Managing stress are
taught to children of KGBVs by trained teachers of KGBV on Life Skill Education to face
all the challenges of life and cope up with any situation with positive thinking.
Children learn Life Skills by doing various activities under the guidance of trained teachers.
For every life skill activities are given to children like role play, group discussion, games,
sharing experiences, quiz on various topics like Awareness of Health and Hygiene ,nutrition
etc. Children have shown lot of interest and enthusiasm in Life Skill classes. Some of the
activities like Understanding Self, Time Management, All are Equal (Boys and Girls), Am I
Healthy, etc influence the young minds of the children to explore the abilities to ensure safety
and liberty in life. The development observed so far in the nature and behaviour of the
children is mentioned below:
1. Students have become more disciplined and punctual than before.
2. Children have started to identify their strengths and weaknesses and are now much
close to their inner selves.
3. The common hesitation among the children to put across their feelings is significantly
reduced and now they try to reveal explicitly the facts overcome in their lives.
4. Interpersonal relationship is developed and each of the children pays attention to the
needs of her fellow inmates in KGBV.
5. The rise in their confidence level is also reflected in their enthusiasm to participate in
the activities regularly performed in the hostel.
6. Confidence level of girls has also increased to deal with developmental changes
during adolescence.
7. The food habits like selected choice in the menu, apathy for nutritious dishes prepared
with traditional values, and misapprehension about the health and hygiene are found
to be trimming down remarkably among the children.

Stories of Impact
1. Ms. Samina Sultana is a class VII student of KGBV Laharighat, Morigaon
district. During summer vacation when she went to her home where her parents
decided to discontinue her studies and marry her instead. She was told that they will
not send her to KGBV again after vacation as her marriage will be fixed soon. Samina
immediately protested about this decision and told her parents she will continue her
studies. She requested and convinced her parents that this not her age for marriage
and she should first finish her studies. She was allowed to return to KGBV and
continue her studies. Life skill education has given her enough knowledge and builds
her confidence that she could protect herself from early marriage.
2. Dipandita Chutia, a girl child from Class-VII of KGBV Panitola, Dibrugarh
district faced a problem when she travelled with her mother to her uncle’s home at
Chabua in the evening during summer vacation. Her mother went to a nearby place
and told her to wait for a while. In the mean time she saw her friend Shewali walking
on the other side of the road and she shouted at her with excitement. But due to the
noise of the vehicles Shewali could not hear her and eventually, she crossed the road
to meet her and started walking unknowingly with her along the side of the road.
When her mother did not see her at the place she became worried and looked at the
corners and footpaths in search of her daughter. When Shewali left her friend she
realised that she was moving somewhere else away from her mother and therefore
started weeping across the road. After a while she decided that she had to do
something rather than crying. First she thought the she should tell about the incident
to a man walking along the road. But she thought that it might not be safe and sound
for her. Then she saw a traffic police performing his duties and she went to report him
immediately. She told him about the incident and gave him the mobile no of her
mother. The police official rang up her mother and informed the whereabouts of her
daughter. Shewali’s mother rushed to the spot and rescued her without any
difficulties. Thus Shewali could save her life by applying life skills in proper time
with the spirit of self-confidence.

Visit of Japan National Committee Members, Japan to KGBV:
A team consisting of 5 members from Japan National Committee, Japan visited Kasturba
Gandhi Balika Vidyalaya (KGBV), Paschim Abhoipur, Sivasagar district on 16.03.16 in
order to see the Life Skill Training Session that is being conducted in KGBV by the trained
teachers to the children. The team interacted with the children of KGBV, teachers and non
teaching staff along with officials of State, District and Block who are in-charge of KGBV.
The team was given an introduction of the KGBV scheme, its management and life skill
education in KGBVs by State official Ms Sharmila Thakur who accompanied them in the
visit. The members took the feedback from teachers and students about life skill education
and how it will help them in their everyday life. The team took one case study/interview from
one of the girls studying in KGBV about her experiences in studying in KGBV and feedback
on life skill education and how it will help her. The visiting team from Japan was also shown
various vocational items prepared by children, wall magazine and a demonstration of self
defense-Martial Art techniques by few children.
The visit of delegates from Japan was a very good opportunity for children and staff of
KGBV, Paschim Abhoipur and officials of SSA to interact with them and give them an
insight about the KGBV scheme. It also gave them a platform to show their activities at
international level. It was a learning experience for the entire KGBV staff and children
along with officials of State, District and Block levels. The Japan National Committee
members were very much happy and highly impressed after visiting the KGBV and seeing
various activities of children.
• Adolescent Stage & Adolescent Health & Hygiene (Special focus on MHM):

Adolescent Stage & Adolescent Health & Hygiene education with special emphasis on
Menstrual Hygiene Management is given to the girls of KGBV. KGBV teachers are trained
on adolescent issues and MHM at the State level. The teachers gave the said training to the
girls of KGBV which is very important for girls to live healthy, productive and dignified lives
and to be able to manage menstrual process effectively. The training helped to promote better
awareness amongst girls to overcome the embarrassment, cultural practices and taboos about
menstruation that impact negatively on girl’s lives. The modules of training are available in
all the KGBVs.
The following initiatives have been taken by KGBV component of SSA, Assam in the
field of MHM in KGBVs:
Availability of sanitary pads
Training of KGBV teachers on MHM at State Level.
During the year 2013-14 and 2014-15, all the Warden and Full Time Asstt. Teachers were
provided training on Adolescent Stage& Adolescent Health & Hygiene with focus on
MHM by SSA, Assam and AMSS, Assam. In the year 2015-16, Warden and one Full time
Asstt were oriented on Menstrual Hygiene Management and adolescent health and
healthy diet as part of ‘Life Skill Education training’ in collaboration with UNICEF.
Participants learned about adolescent stage, menstruation and health and hygiene practices to
be observed by the adolescent girls in KGBVs especially during menstruation. Participants
were also made aware about the cultural practices and taboo about menstruation that impact

given to all the teachers who attended the training.
Training/Orientation of the Girls on MHM by trained teachers and Doctors from
NHM.
KGBV girls who have attained puberty are provided training on MHM by the trained
teachers with the help of training module/manual, different activities and showing video
on MHM. The training helped to promote better awareness amongst girls to overcome the
embarrassment, cultural practices and taboos about menstruation that impact negatively
on girl’s lives. Following are the steps taken in this regard:
- Orientation and training is given to the girl students of KGBV about menstruation and
Managing menstruation hygienically and safely after they attained puberty. Girls in
KGBV are also oriented about reproductive health and personal hygiene.
- Use of sanitary pads and disposing of sanitary materials safely.
- Support is also given by the girls and teachers to other girls in KGBV with
information on good menstrual hygiene practices – especially to younger girls who
have not attained puberty which is important for preparing younger pre-adolescent
girls for menstruation.
- Challenging negative attitudes and perceptions. Breaking the silence; confronting
dangerous myths, taboos, and practices; and challenging negative perceptions.
Monthly/bimonthly health check up of KGBV children
Necessary iron supplement
In bimonthly health check up of children blood test is done and as per need children are
given vitamins, Iron and folic acid supplements.
Documentary show
A video film on Menstrual Hygiene Management is shown to the girls in the KGBVs
which have computer facility for better understanding of the menstruation process and
myths associated with it.

Co-curricular and Recreational activities
Co-curricular activities for the overall development of the children were conducted in each
KGBV with the help of teachers, instructors and resource persons from community. Children
learnt various co- curricular activities like- dance and drama, playing musical instruments
like harmonium, tabla etc folk stories, folk songs, recitation etc. Children of KGBVs also
participated in various co-curricular events like debates, cultural activities and won awards.
All these activities help in all round development of the girls.
Preparation of Wall Magazine in KGBVs
Children in KGBVs get an opportunity to showcase their talents in various areas like poetry,
art, story writing, article, drawing by children etc in quarterly wall magazine which is prepared
every quarter in all the KGBVs.
Kitchen Garden in KGBVs
. The kitchen garden programme involves all the girls students of KGBV, who with great
eagerness , like to work on it every morning after the Drill session for ½ an hour watering
serving, cleansing and clearing obstacle like weeds in the garden. In KGBVs students and
staff have successfully cultivated plants like maize, sesame, mustard, potato, spinach, papaya,
mushroom etc
• Observance of National/International Day
In KGBVs important days like world health day, National Girl Child Day, Independence Day,
Teachers Day Childrens Day, Rabha divas, Tithi of Shankardeva and Madhabdeva, Sukafa
Divas etc are observed with various competitions like essay, dance, quiz, art etc.
Sports and cultural activities
Various sports activities like badminton, carom, volley ball, Chess, skipping etc are learned
by children of KGBV. Sports materials like volley ball with net, chess, skipping rope,
badminton rackets etc are provided to every KGBV. In the year 2013-14 UNICEF has
provided one sports kit to every KGBVs and organised training for one teacher of KGBV on
Sports for development of Children’ in the month of August,2015.
In every KGBV special emphasis is given on learning and practicing sports activities on
regular basis. Children play various sports games every day and trained teachers assist them
in learning. Physical activity/Sports help a child’s academic achievement by improving
concentration, memory and classroom behaviour.

Various types of books like- story books, biography of noted personalities, GK books and
other children books are arranged in KGBVs for the children.

Health Check up
1. Health screening of KGBV children
In order to excel in academic and co-curricular activities a healthy body and mind is very
important. In order to ensure good health and proper physical and mental development of
every child in KGBV the following activities are under taken:
Bi monthly health screening for all the learners of KGBV was conducted in association
with NHM/PHC. As per need children were given medicines, vitamins-A and D, Iron and
folic acid for girl children suffering from anaemia.
Treatment of all minor ailments, including malnutrition was done.
Referral of children requiring secondary and tertiary care to the appropriate facility for
Specialist review, appropriate investigations, treatment of the disease and follow-up
Integration of adolescent nutrition education, health promotion, menstrual health and
hygiene by experts was done to prevent disease and promote health.
Health profile of all the learners is maintained in all the KGBVs.
The food menu in all the KGBVs is made as per the daily requirement of adolescent
children and is displayed in Kitchen, Office room noticeable by the learners, staff and
visitors.

Success Story of Ms Jonali Nath of Gobardhana KGBV
Ms Jonali Nath of KGBV Gobardhana under Barpeta district has secured 1st div (85.33
%) with letter marks in all the subjects.
Jonali Nath was a student of Kasturba Gandhi Balika Vidalaya, Gobardhana which was established in
2011. Her father’s name is Sashi Mohan Nath and her Mother’s name Nirupama Nath. She lives in
Saudor vitha of Baksa district. Her father is a small shopkeeper. She belongs to a very poor family and
due to proverty she dropped out from school in Class VI. At the beginning, she was very shy and
inattentive in school. But after two months due to constant support of the KGBV teachers she started
showing interest in studies. She performed well in academic and co curricular activities during her stay
in KGBV. After passing class VIII from KGBV Gobardhana, she got admitted in class IX at Dakshin Bijni
Adarsha Vidyapith HS School. She performed brilliantly in HSLC (class X) exam in 2016 securing 1st
division with 85.3% and letter marks in all subjects. Now, she is studying at Bhattadev Academy
(Pathsala). The institute has made her education and hostel facility free for securing such a
position in HSLC.
She was felicitated in a district level function for excelling in HSLC examination by the Sarva
Siksha Abhijan Mission, Barpeta.

Ripa barpatra Gohain of KGBV Hapjan under Tinsukia District has secured 1st div
(82.67 %) with letter in 5 subjects.
Smt. Ripa Barpatra Gohain is the daughter of Shri Nareswar Borpatra Gohain and Smt. Sumila
Borpatra Gohain . She was a class VI drop out student and was admitted at KGBV, Hapjan in the year
2010. Due to poor economic condition Ripa had to drop out of her school when was studying in class
VI. She was a polite student. She can easily acquire the knowledge of scholastic subjects of the school
and have an intellectual power. She can explore her talent on non scholastic side also. She can easily
acquire other extra co curricular activities like art in the field of quiz, extempore speech etc. She has
acquired the capacity to pronounce the words in clear manner and the art how to speak. She can
initiate to conduct every programme in our school which others was not able to do this. In the guidance
of the teachers of KGBV, Hapjan she has able to deliver a perfect speech in the stage. She had
participated in Art and Essay competition and won the prize at district level. She also passed ‘Chief
Minister Scholarship Exam’ in 2013-14. Ripa passed her class VIII exam from KGBV Hapjan in the year
2013 and was mainstreamed in class IX in Sarbajanin Girls HS School,Tinsukia in January 2014. Ripa
performed brilliantly in HSLC (class X) exam in 2016 securing 1st division with 82.67 % and letter

1. Stipend for children in individual bank account
For every child in KGBV individual account is opened in the bank/post office and an amount
of Rs. 100/- is deposited in the individual account of children every month.

Convergence with other department
Convergence with the following departments has been done:
(i) National Health Mission (NHM): Convergence have been done with NHM to
conduct free monthly/bi-monthly health check up facility along with essential
medicines/ vaccines for children and other staff of the KGBV schools,menstrual
hygiene orientation, first aid training,
(ii) Bank: In the year 2014-15 convergence was done with Banks and Post offices to
open individual bank account with ATM facility for every children of KGBV. All the
children now have their individual bank account.
(iii)Mid Day Meal (MDM): Convergence with MDM has been done to provide Mid
Day Meal in all KGBVs as additional grains. At present all the KGBVs get MDM.
(iv) Police: For safety and security of children residing in KGBVs collaboration is
done with the nearest police station of KGBVs. Night patrolling is done by police in
areas where KGBVs are located. In addition the Officer in charge of local police
station is a member of Block Local Advisory Board.
(vi) Department of Sports: Collaboration done with Dept. of sports for support
during various district level sports competitions, to provide instructors for marital art
training and certificates.
(vii) PDS: Convergence with Food and Civil supplies to supply the food grains at
subsidized rate to the KGBV schools (Rice, Sugar, Atta, Kerosene oil, etc.). Initiatives
have also been taken to issue Ration Card in the name of KGBVs.
(viii) UNICEF: Convergence is done with UNICEF to provide various supports to
KGBVs. UNICEF has supplied sports kit to all the KGBVs and also training was
provided by UNICEF to 65 numbers of KGBV Asstt. Teachers from all the 24
districts on ‘Sports for development of Children’.. Steps have been taken by UNICEF
to provide anti-bacterial filter to all the KGBVs.
(ix) Convergence done with Assam Energy Development Agency (AEDA) under
Department of Science Technology & Environment, Govt. of Assam and successfully
installed 2 solar plants in 2 no. of KGBVs where there is no provision of electricity
