1. Paid Space or Free Coverage
- Advertising:The company pays for ad space. You know exactly when that ad will air or be published.
- Public Relations:Your job is to get free publicity for the company. From news conferences to prei
releases, you're focusedon getting free media exposure for the company and itsproducts/services.
2. Creative Control Vs. No Control
- Advertising:Since you're paying for the space, you have creativecontrol on what goes into that ad.
- Public Relations:You have no control over how the mediapresents your information, if they decide to use
your info at all. They're not obligated to cover your event or publish your press releasejust because you sent something to them.
3. Shelf Life
Advertising:Since you pay for the space, you can run your ads over and over for as long as yourbudget allows. An ad generallyhas a longer shelf life than one press release.Public Relations:You only submit a press release about a new product once. You only submit a pressrelease about a news conference once. The PR exposure you receive is only circulatedonce. An editor won't publish your same press release three or four times in theirmagazine. ‘
4. Wise Consumers
Advertising:Consumers know when they're reading an advertisement they're trying to be sold a
product or service.
"The consumer understandsthat we have paid to present our selling message to him or
her, and unfortunately, the consumer often views our selling message very guardedly,"Paul Flowers, president of Dallas-basedFlowers & Partners Inc., said. "After all, theyknow we are trying to sell them."
Public Relations:When someone reads a third-party article written about your product or views coverage
of your event on TV, they're seeing something you didn't pay for with ad dollars and viewit differently than they do paid advertising.
"Wherewe can generate some sort of third-party 'endorsement‘ by independentmediasources, we can create great credibility for our clients‘products or services," Flowerssaid.
5. Creativity or a Nose for News
Advertising:In advertising, you get to exercise your creativity in creating new ad campaigns andmaterials.Public Relations:In public relations, you have to have a nose for news and be able to generate buzzthrough that news. You exercise your creativity, to an extent, in the way you search for
new news to release to the media.
6. In-House or Out on the Town
Advertising:If you're working at an ad agency, your main contacts are your co-workers and theagency's clients. If you buy and plan ad space on behalf of the client like Media DirectorBarry Lowenthaldoes, then you'll also interact with media sales people.
Public Relations:You interact with the media and develop a relationship with them. Your contact is not
limited to in~housecommunications.You're in constant touch with your contacts at theprint publications and broadcastmedia.
7. Target Audience or Hooked Editor
Advertising:You're looking for your target audience and advertising accordingly. You wouldn'tadvertise a women's TV network in a male-oriented sports magazine.Public Relations:You must have an angle and hook editors to get them to use info for an article, to run a
press release or to cover your event.
8. Limited or Unlimited Contact
Advertising:Some industry pros such as Account Executive Trey Sullivan have contact with theclients. Others like copywritersor graphic designers in the agency may not meet with theclient at all.Public Relations:In public relations, you are very visible to the media. PR pros aren't always called on forthe good news.
If there was an accident at your company, you may have to give a statement or on-camerainterview to journalists. You may represent your company as a spokesperson at an event.
Or you may work within community relations to show your company is actively involvedin good work and is committed to the city and its citizens.
9. Special Events
Advertising:If your company sponsors an event, you wouldn't want to take out an ad giving yourself a
pat on the back for being such a great company. This is where your PR department steps
in.
Public Relations:If you're sponsoring an event, you can send out a press release and the media might pickit up. They may publish the information or cover the event.
10. Writing Style
Advertising:Buy this product! Act now! Call today! These are all things you can say in anadvertisement.You want to use those buzz words to motivate people to buy your product.
- Public Relations:You're strictly writing in a no-nonsense news format. Any blatant commercialmessagesin your communicationsare disregarded by the media.

For ma.ny organizations, for quite a long time, public relationswas anafterthought——somethinga company got involved with when it facedbad times. It was perceived as a reaction-oriented tactical vehicle forcorrecting problems that cropped up. How the times have changed. Inthe age of heightened competition and advancing digital technology,organizations will employ any form of communications, including pub-lic relations, as a means of building brand or company image.
Given that consumers’ media habits are constantly changing,relyingon any one medium or a few media could be harmful to a brand or com-pany. An organization must embraceall communications channelsand
_devise an integrated communications strategy to build better relationswith customers and to achieve businessobjectives. Public relationswillplay a key role in this communications strategy.
Experiential marketing and event marketing and sponsorships arealso growing in importance. Experiential marketing focuses on givingtarget market customers a brand—relevantexperience that adds value totheir lives. It involves effective two-way communications between mar-keter and consumer. The Role of Public RelationsTherole of public relations isvariedbut generallyfalls into six keyareas: corporate pub-lic relations, reputation management, publicitygeneration, the developmentof product placement and branded content opportunities, community relationsbuilding, andfundraising(as undertaken by not-for-profitorganizations).
CORPORATE PUBLIC RELATIONSAs suggestedearlier, publicrelationscan play a vital role in building and protecting theimage of a company. A smart company today takes a proactive stance and communi-cates loudly and clearlythe good thingsit is doing.For example, a company may com-municate with its publics in the form of corporate advertising. Corporate advertisingmay communicate to the public what the company is doing in terms of socialresponsibility,or show how the company helpsresolvecustomers’ problems.

Publicitygenerated from the tour resultedin a cover story in the Moneysection of USATodayand countlessother news reports in localnewspapersand tele '~sion stations.‘Sincepublicityis usuallynot paid for by the sponsor, the sponsor accepts whatevermedia coverageit receives.A good report about a companycan make a companycredi-ble with the public. It can be more convincingthan advertising,as there is an impliedendorsementby the media.

How to Beat an Incumbent

Facing an election against an entrenched incumbent is a daunting prospect. Dependingon their office, incumbents have lots ofadvantages — name recognition, patronagejobs,taxpayeiufunded mailings and increased fundraisingabi|ity,just to name a few. Startingan election as a challenger to one ofthese incumbentsmay seem impossible. Certainly,running for an open seat is often easier, but beating an incumbent is possible, if you start
early, de?ne your opponents, draw a contrast, and define the agenda.
Start Early
Most office—holdersare in perpetual campaign mode. After winning an election, theyimmediatelystart planning for and campaigning for their re-election bid. Manychallengersmake the error of waiting until the “traditional” election season to begin theircampaigns. Don’t make this mistake.
For a challenger, there’s no such thing as too early to start campaigning. Even though thevoters will not yet have the election on their minds, get started as soon as you can. Notonly can you plan and research your campaign during this time, you can actually startpressingthe ?esh, attending meetings and building your organization. Your incumbentopponent will have already started to get his name in the papers and into the minds ofthevoters — you should too.
Define Your Opponent
When challengingan incumbent, it is imperativethat your campaign defines youropponent before he gets a chance to define himself. Carefullyresearch his recordanddcvelop your message early. Get out ahead ofthe curve and define your opponent interms that are favorable to you.
For example, if you are running for mayor against a liberalwho has increased the city’sspending35% since taking office, take every chance you can to hammer that pointhome. Challenge every spending increase, put out literature laying out the supportingstatistics,write op—e(lpieces calling for a budget review. In short, define your opponentas the “spender.” Make him defend those budget increases, in effect admitting that he isa big spender. Just be sure to do thorough research on the issue before putting themessage out.
Draw a Contrast
After defining your opponent, draw a sharp contrast between your candidate and theincumbent. There’s only one reason why people vote an incumbent out ofoffice: theyfind someone better. You have to present the voters with a better alternative to youropponent. Show them why your candidate is different, clearly different, and why thatdifference makes him a superior choice.
De?ne the Agenda
This goes hand in hand with de?ning your opponent. Given the chance, your opponentwill turn the election into a showcaseof his strengths and your weaknesses. For instance,if he is strong on the issue of education, he may try to make this election about who cando a betterjob improving the city’s schools. Yourjob is to beat him to the punch byde?ning the agenda in a way favorable to your candidate.
Was your candidate a former federal prosecutor and municipaljudge? After researchingthe issues important to the voters in your district,and your opponent’s weaknesses, youmay want to make this election about crime. Ask the voters who will do a betterjobmaking the community safe. Force your opponent to talk about crime and safety. Definethe agenda.
Beatingan incumbentis possible with hardwork and preparation. Get out there early,and set the tone for the election. Show the voters that there is a clear distinctionbetweenyou and your opponent on an issue you de?ne. Tell them why you are the strongercandidate, and work hard to get your message to the voters.

Keeping voters informed during election campaigns
During an election campaign, broadcasters play an important role in informing Canadians aboutthe issues, political parties and candidates involved. The CRTC ensures that broadcasters servethe Canadian public during elections, so that citizens can make informed choices on election day.
Equitable on-air time during a campaign
Broadcasters in Canada are required to cover elections, and they must give all candidates,partiesand issues equitable treatment. Equitable doesn’t mean equal ~ it means that all candidates andparties get some air time to share their ideas on issues with the public. Equitable treatment
applies to the following types of election coverage:
Paid campaign advertising time
If a broadcaster sells advertising time to one candidate or party, other candidatesand parties must
also be given the opportunityto buy commercialairtime from that same broadcaster.
But what if the demand for advertising time exceeds the airtime available? Broadcastersmust
divide up the available advertising time on an equitable basis.
Free campaign advertising time
A broadcastercan offer free time — which is programming time that’s free of charge — to apolitical party or candidateduring an election campaign. The message that goes on the air isunder the editorial control of the party or candidate.
If a broadcasteroffers free time to a party or candidate, it must then offer equitable time to otherparties and candidates.

With advice from the Ontario CommunityNewspaper Association who suppliedme withthe standards used by various other CommunityNewspapers during any municipalelection, we created our advertising criteria for candidate advertising.
Within 60 days of the election,any ad pertaining to the election,whether contributed bythe general public or a registered candidate,was charged the same rates no matter if theyran an ad/article once or numerous times.
Prior to the 60 day period, we accepted letters and/or articles pro bone from registered(and unregistered) candidates and/or anyone from the public
In addition,because of the partisan “Letters to the Editor” we were receiving, onSeptember 25"‘,we issued a statement under the “Letter to the Editor” mast headindicating that letters with candidate(s)’snames in them would be edited or rejected. Thisleft the opportunity for anyone to contribute a PAID AD in support of their chosencandidate.
Bill French has a press pass from the SpringwaterNews as do 14 other people. No onewith press credentials has any type of a contractual relationshipwith the SpringwaterNews outside of Michaeland Margaret Ann Jacobs, owners of the newspaper.
Bill French has never been paid for any contribution published in the paper nor has he forany reason been given any preferential treatment.

Campaign Centre 26 Yonge Street South
1. Was looking for a campaign gathering point and materials
distribution in Elmvale. The space did not need phones, internet,
office furniture, heat, washroom facilities, as there was no plan to
have it as a campaign office per se. It had three tables and 10 lawn
chairs from my home.
. I contacted Perry Ritchie with Remax about space i11Elmvale in
late August. None of the listings were interested in short term
arrangements and most were committed.
Perry then suggested I call Bernie Roth owner of BJ Roth
Century 21 office on Bay?eld Street and owner of building that
Remax was in and the vacant space at 26 Yonge Elmvale.
Contacted Roth and asked about short term use. Said I could use
small front section but if a business came along, I would need to
vacate on short notice. Asked how much for less than 60 days. His
comment was, “It should be worth $400”. I agreed. No formal
agreement was signed. I never have actually met Bernie formally.
Based on the listing rate of $10.00 a foot per year (see listing) for
the approximately 300 sf that would total $3,000 per annum or
$250 a month. Based on 45 days that would equate to a market
value of $375.00. The space in fact recently rented on a longer
term lease for $9.00 a square foot making 300 sf worth $225.00
per month or $337.50 for 45 days. I opened it on Sept 17'",the dayafter my campaign launch on Sept 16"‘at the Elmvale Legion. My
?nancial statement reflects its fair market Value, not theimaginary inflated number of McLean.
