• Involve different stakeholders from the beginning in order to guarantee sustainability
• Formalize institutional arrangements • Permanent guidance and support from the central government
• Recognize the regional, cultural and institutional differences to define priorities and needs
• Each region (node) should develop their own rules and action plan until 2018
• The nodes should promote the participation of other institutions; academy, private
sector, productive associations, research institutes, civil society, among others.
