BackgroundIncreased frequency of weather-related catastrophes

in Asia indicates an increased vulnerability:

The AgendaIn Cambodia (and many other countries) the CC/DRR agenda is highly water-related - and comes on top of a context of finite availability of land and water:

Rainfall irregulaties

Sea water intrusion

Floods

Drought

www.CamMoE-CCD-PPCR.org.kh www.pilot-program.blogspot.com 5

The Agenda

... but water-related challenges interact with ones that are not directly water-related:

• Lower trade barriers (and increased competition)

• Increased world market prices (food, commodities, energy)

• Urbanization

• Higher demands (of food & energy), and higher waste production

No-regrets Solutions

... are feasible and beneficial even if the climate does not change as expected.

Examples:

• Reduction of existing flood exposure and vulnerability

• Improved drought resilience (including increased storage capacity)

• Improved urban drainage

• Improved groundwater management

• Knowledge-sharing and dialogue

www.CamMoE-CCD-PPCR.org.kh www.pilot-program.blogspot.com 7

One main perspective is the efficiency of water-related production systems

... in support of sustainable livelihoods, resilient households, and added value of water utilization.

Overview

PPCR Component 1: CR mainstreaming into the national development planning

1.1: Guidelines and training tools related to MEF

1.2: Coordination with MoP to integrate CR into public and private investment plans and designs

Overview

PPCR Component 2: CR mainstreaming into the sub-national development planning

2.1: Entry points for CR/DRR mainstreaming into the 3 investment windows of the NP-SNDD: Local governance, local development and natural resource management

2.2: Development and testing of climate screening tools for investments/ development initiatives

Outputs

PPCR Component 1:

1: A stakeholder involvement plan

2: A CR/DRR guideline for MEF related to national and sector plans, budgeting and investment

3: A CR/DRR guideline for MoP related to public and private investment plans and designs

4: A discussion paper on CC implications for national planning

Outputs PPCR Component 1:

1: A stakeholder involvement plan

• Prepare a draft plan, indicating who, why and when the main consultations will take place.

• With guidance from the CCTT (Climate Change Technical Team), discuss with key stakeholders (including MoI, MoP and MEF) on how to liaise in general and with the official CC focal points and members of the National CC Committee

• Revise the plan reflecting guidance received.

6: A CR/DRR guideline for MoI related to the 3 investment windows of the NP-SNDD: Local governance, local development and natural resources management

7: A case study

8: A 'CR screening' toolkit for investments in agriculture, water resources and infrastructure

9: A compendium of training materials
