MISSIONTheCCRPwillsupportandstrengthentheabilityofCARE’scountryofficestoincreaseresilienceandtotacklethecausesandconsequencesofclimatechange.ThiswillbepursuedbybuildingcapacitiesandgrowingCARE’simpact,influenceandincometobetterservetheneedsofthevulnerable.TheCCRPseekstoimprovecoherenceandefficiency,andfosterinnovationbasedonajointannualworkplanfocusingonthreeValuePropositions:

1. Buildingaglobalplatformforaglobalorganization;2. DeliveringonCAREInternational’sGlobalProgrammeStrategy2020byintegrating

resilienceandclimatechange;3. Advancinglocaltoglobaltolocaladvocacy.

ABOUTCCRPCARE’sClimateChangeandResiliencePlatform(CCRP)isanopen-accessplatformofcolleaguesfromallovertheworldworkingonissuesrelatedtoclimatechangeandresilience.TheCCRPisanendeavorofCAREInternational,endorsedandactivelysupportedbyvariousmembers.TheCCRPGlobalLeaderoverseestheplatformandleadsacoreteamofexpertsthatareresponsibleforthedeliveryofajointannualworkplan.TheteamiscoordinatedbyCARENetherlandsandcomprisescolleaguesbasedindifferentCAREofficesin“theSouth”and“theNorth”withfullandpart-timecommitments.TheCCRPengageswithadiversesetofindividualsandinstitutions,bothwithinandoutsideofCARE,thatsupportCARE’sworkinkeyoutcomeareasandotherapproachelements,suchasinclusivegovernanceandgenderequality.

WAYOFWORKINGTheCCRPbuildsonadecadeofsuccessful,interdependentworkwithinCAREonclimatechangeandresilienceissues.ItwilldevelopjointworkprojectsandseekcollaborationwithprojectsandprogrammesacrossCARE.ThecoreteamwillfacilitatelinkagesbetweenCCRPmembersandbrokeraccesstoknowledge,technicalservicesandotherresources,includingconsultantswherenecessary;thiswillbebasedonajointannualworkplanendorsedbytheCCRPcouncil.TheCCRPwillworkvirtually,seekingtominimizeCARE’senvironmentalandcarbonfootprints.

WHYISCLIMATECHANGEANDRESILIENCEIMPORTANTTOCARE?ShocksandstressesnegativelyaffectCARE’simpactoneradicatingpovertyandovercomingsocialinjustice.Increasingtheresilienceofthoseweworkwith,andofourprograms,willincreaseoursuccesstowardsreachingCARE’s2020objective.Climatechangeanditsimpactsaremultipliersofrisk.Thepresentdangerthatvulnerablecommunitiesfacebecauseofclimatechangecannotbeignored.Climatechange,environmentaldegradation,naturalhazards,conflictandothercrisesrequirethatwebuildresilienceofcommunitiesandsystemstowithstandsuddenshocksandlongtermstresses.WeknowfromevidencethatincreasingresiliencewithinCARE’sinterventionsandadvocacywill:

• Multiplyimpactbypromotingriskreduction,adaptation,andtransformation• Createhigherlevelsofimpactacrossallsectoralprogramming• Havemoresustainableenvironmental,socialandeconomicimpact

WHATDOWEMEANBYINCREASINGRESILIENCE?Increasingresilienceisnotanoutcomethatcanbeachievedwithinaspecifictimeframe,butanongoingprocess.CARE’sapproachtoincreasingresilience,developedthroughaconsultativeprocess,involvesworkingwithcommunitiesandindividualstobuildtheirassetsandcapacitiestodealwithshocksandstresses.Ourapproachalsoaddressestheunderlyingdriversofriskthatcausedisasters:weaimtobuildasupportiveandenablingenvironmentinwhichcommunitiesandindividualssurviveandthrive.

BUDGET

TheCCRPhasamodestoperationalbudget,providedbyinvestingmembers,tocoveressentialCCRP-relatedtravel,policyadvocacy,communicationswork,trainingsandworkshops,andotherstrategicactivities.ThecoreteamwillworkwithCAREmemberstoincreaseunrestrictedfunds,aswellasstrategicproject-basedfundingtomeetincreasingdemandsfortechnicalsupportandotheractivities.

COSTRECOVERY&SUSTAINABILITYBycollaboratingwithmembersandcountryofficesonprogrammesandproposals,theCCRPaimstorecoverthecostsofthecoreteamthroughprogrammefundingand,inthelongerterm,managestrategicknowledgeandinnovationprogrammesandglobaladvocacy.Forwell-plannedandstrategicinitiativeswhichfocusonclimatechangeandresilience,theCCRPwillprovidetechnicalsupportonacostrecoverybasis,includingproposaldevelopmentandreview,capacitybuilding,andstrategicprogramsupport.TheCCRPcoreteamhostsrichexpertiseinresilience,climatechange,integratedriskmanagement,micro-insurance,socialprotection,riskreduction,foodsecurity,climatechangeadvocacyandcommunicationsandstrategicprogramming.
