1. PURPOSE The purpose of the report is to seek approval of the following:
The proposed eight feeder routes and stopping places for Line 1A that will serve the catchments between the Pretoria Central Business District (CBD), Rainbow Junction and Akasia.
To proceed with the Notice of Intent of the feeder routes as well as the proposed feeder stops for Line 1A of the Tshwane Rapid Transit System in terms of the Section 65bis of the Local Government Ordinance 17 of 1939 (the Ordinance).
2. STRATEGIC OBJECTIVES
SO1: PROVIDE SUSTAINABLE SERVICE INFRASTRUCTURE AND HUMAN SETTLEMENT MANAGEMENT
Provide Sustainable Infrastructure.
Development opportunities for surrounding land uses.
Integration of public transport systems.
3. BACKGROUND The trunk route for Line 1A runs between Pretoria Central Business District, along Paul Kruger Street and Mansfield Avenue to Wonderboom Station (Refer to figure 1 below). The trunk service consists of five stations and one interim facility at Wonderboom Station and covers a distance of 14km. The trunk operation for Line 1A will commence in October 2015. Interim terminal facility will be used while the permanent facility is under construction. The permanent Wonderboom Intermodal Facility is currently in the design stage and is aimed to be operational in October 2017. Figure 1 Line 1A Trunk Route and Stations (see attached Annexure for the figures) A conceptual feeder network was developed which underwent a comprehensive review, audit and operational design for both TRT Line 1 and TRT Line 2 which then culminated into an updated system design. The primary aim of the audit and
7 operational design was to address the planning and operational elements of the proposed system feeder services including:
Ensuring that the feeder routes are designed to support trunk services and are suitable for the types of buses to be used;
Ensure that the feeder and trunk services provide an integrated system as well as increase ridership forecasts by linking key land uses or places of interest;
Identifying infrastructure upgrades required to facilitate bus movements;
Ensure all feeders interface with at least one trunk station for the facilitation of closed transfers; and
Identifying the optimum location for bus stops along each route. FOCUS OF THE REPORT The primary focus of this report is to seek approval for the proposed eight feeder routes and stopping places for Line 1A. The legislative requirements contained in the Local Government Ordinance 17 of 1939 in so far as it relates to the public participation process as determined in Section 65bis of the Ordinance (Public Vehicle Routes, Stopping places and Stands) for the Line 1A should commence as a matter of urgency.
4. DISCUSSION 4.1 FEEDER ROUTES
The feeders will play the role of a supportive distribution system to and from the trunk service. The feeder services will be operating in mixed traffic and will serve three stations on the Line 1A trunk route. A total of 80 feeder stops will be incorporated with three terminus stops. The total feeder route length for Line 1A extends to approximately 120.7km with curbside boarding and alighting at dedicated stops as indicated in table 1 and figure 2 below. The route reversals are achieved using city blocks at each end. Figure 2-1 below indicates the feeder route network. Figure 3-1: Pretoria CBD to Capital Park/Daspoort/Booysen feeder route (see attached Annexure for the figures) The full details of the route are discussed below: Forward Journey (10.2 km): Starting Point: Depart from the Rivonia Trial Station (Station A1-03) in a northerly direction along Paul Kruger Street towards Flowers Street, turn left into Flowers Street (low-water bridge in Flowers Street crossing the Apies River could be a problem during rains). Proceed straight to E’skia Mphahlele Drive and turn right into E’skia Mphahlele. Proceed on E’skia Mphahlele and turn left into Moot Street. Proceed with Moot Street and turn left into Claremont Street. Proceed along Claremont Street and turn right into Wilhelm Street, proceed towards Luderitz Street and turn left into Luderitz Street up to Stop 12 (Terminus in Luderitz Street). Return Journey (10.4 km): Depart from the Terminus in Luderitz Street and continue straight towards Market Street and turn left into Market Street. Proceed towards Claremont Street, turn left into Claremont Street. Continue straight and turn right into Van Riebeeck Road, proceed towards Hendrik Street and turn left into Hendrik Street. Proceed on Hendrik Street and turn right into Moot Street. Continue straight up to E’skia Mphahlele Drive. Turn right into E’skia Mphahlele Drive, continue on E’skia Mphahlele and turn left into Boom Street. Proceed on Boom Street towards Paul Kruger Street, turn right into Paul Kruger Street and continue up to Rivonia Trial Station (A1-03 Station).

Proceed straight to E’skia Mphahlele Drive, slight right then straight through the intersection to join Van der Hoff Road. Proceed straight on Van der Hoff Road and turn left into Schurmanns Avenue, continue with Schumanns Avenue and turn right into Bremer Street. Proceed with Bremer Street and turn left into Commercial Street, continue with Commercial Street and turn right into Theo Slabbert (Luderitz) Street, proceed with Theo Slabbert Street and turn left into Van der Hoff Road and follow the route up to the terminus at Mahem. (Opposite Heunis Steel passing Mahem). Return Journey (11.2 km): Depart from the terminus at Mahem, opposite Heunis Steel, and follow Van der Hoff Road and at De Vaal Interchange turn slight right and continue straight until E’skia Mphahlele Drive is joined. Proceed with E’skia Mphahlele Drive, and turn left into Boom Street. 5. COMMENTS OF THE STAKEHOLDER DEPARTMENTS 5.1 COMMENTS OF THE CHIEF FINANCIAL OFFICER
Cognisance is taken of the purpose, contents and recommendations to the report. The Group Financial Services Department has no objection to the recommendation of the report, since the proposed upgrades of feeder network will be dealt with in accordance with the applicable legislative framework. It is indicated in paragraph 6.2 of the report that the costs for the infrastructure upgrades required for the feeder network has been budgeted for in the 2015/16 financial year against the Public Transport Infrastructure System (PTIS) Grant budget allocation from National Treasury. All financial implications which will emanate as a result of this initiative must be managed within the allocated PTIS budget.
5.2 COMMENTS OF THE GROUP LEGAL COUNSEL
In terms of Section 11(3) (a) of Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) stipulate that a municipality exercises its legislative or executive authority by developing and adopting policies, plans, strategies and programs, including setting targets for delivery. Section 65(bis) of the Local Government Ordinance 17 of 1939 obliges the Cot to give notice of its notice to determine routes or stopping places of the buses in the Provincial Gazette and two newspapers. Section 66(1) states that notwithstanding anything to the contrary in this Ordinance, a Council may, after having given such notice as it deems necessary, to close any street, road or thoroughfare permanently or temporarily to a particular classes of traffic. The Power to approve the Tshwane Rapid Transit routes has been delegated with the Executive Mayor. Section 65bis(4)(a) of the Ordinance requires the Council to consider every objection received regarding any Tshwane Rapid Transit route and stations designations, after which it may rectify, amend or revoke the previous resolution.

5.3 COMMENTS OF THE STRATEGIC EXECUTIVE DIRECTOR: CITY PLANNING
AND DEVELOPMENT This Department is in support of the proposed feeder routes as proposed in the report. The proposed feeder routes have been evaluated against the different Regional Spatial Development Framework as approved by Council in 2014. The proposed feeder routes are high density linear corridors; Activity Spines or Activity Streets as defined in the RSDF 2013. These routes are regarded as ideal in terms of the future densification and economic activity.

5.4 COMMENTS OF THE STRATEGIC EXECUTIVE DIRECTOR: TRANSPORT This Department supports the proposed feeder route network as proposed in the report as it provides reasonable coverage along corridors with a relatively high population density adjacent to them. However as these routes will have a major effect on the Tshwane Bus Service (TBS) it is important that the details of the changes required to TBS’s routes be carefully planned between TBS and the IRPTN team so that the present TBS ridership is not significantly disadvantaged.
6. IMPLICATIONS 6.1 HUMAN RESOURCES
There are no human resources implications for the City.
6.2 FINANCES
The costs of the infrastructure upgrades required for the feeder network has been budgeted for in the 2015/2016 Public Transport Infrastructure Grant (PTIG) budget allocation from National Treasury.
6.3 CONSTITUTIONAL AND LEGAL FACTORS
The approved A Re Yeng feeder network and stops have to be promulgated in accordance with Section 65bis of the Local Government Ordinance 17 of 1939 once the proposed recommendations have been adopted by the Mayoral Committee.

The required communication will be done in terms of Section 65bis of the Local Government Ordinance 17 of 1939.

7. CONCLUSION
The feeder routes developed are part of the second tranche of feeders to serve the entire A Re Yeng System. Future feeder routes will only be commissioned upon the completion of the trunk infrastructure to Mamelodi as well as Soshanguve. The roll out of the feeder routes will coincide with the phasing program of the trunk services over the next five years. The proposed eight feeder routes and stopping places are required to serve the catchments between the Pretoria CBD and Rainbow Junction Intermodal Facility as part of the Line 1A.
30 The notice of intent to promulgate the routes and stops are being requested. A public comment and engagement period will be followed in terms of section 65bis of the Local Government Ordinance 17 of 1939. The report has served at TRT Project Steering Committee on 2 June 2015 and was supported.
ANNEXURE: A. Line 1A Feeder Network Report The Mayoral Committee on 1 July 2015 resolved to recommend to Council as set out below: RECOMMENDED: 1. That the proposed eight feeder routes and stopping places for Line 1A that will
serve the catchments between the Pretoria Central Business District (CBD), Rainbow Junction and Akasia, be approved; and
2. That the department proceed with the Notice of Intent of the feeder routes as well
as the proposed feeder stops for Line 1A of the Tshwane Rapid Transit System in terms of the Section 65 of the Local Government Ordinance 17 of 1939 (the Ordinance).
