It is estimated that 15% of the residents in the
city and its floating population has some type
of disability: (moderate, severe or total)
difficulty seeing, hearing, communicating,
moving, apply knowledge, tasks ...
This percentage is especially significant in the
older population group, the citizens over 65
years.
Data shows that about 125.000 people, including residents, floating population and tourists visiting Bilbao, have some degree of permanent or temporary disability.
The increase in life expectancy and the progressive aging of the population will increase in the coming years the number of people affected by disabilities.
OROGRAPHY

In this sense, the policies implemented pursue the achievement of eight fundamental goals:
1. Introduce accessibility as a basic criterion in the design of all our policies and development
projects as well as in the management of various departments and municipal public companies.
2. Adapt progressively all public spaces, products and existing services dependent Bilbao
City Council to be accessible to all citizens, reducing imbalances between the districts of the center
and the periphery.
3. Develop legal regulations and techniques that promote accessibility throughout the
municipal area of Bilbao, especially those fundamental aspects for the social integration of disabled
people: the public space, transport, culture and leisure and public services.
4. Require accessibility to all contracts signed by the City of Bilbao, promoting research in R & D
processes.
5. To promote and improve accessibility in all public services, especially in those where
disabled groups have traditionally had less participation: leisure, culture and new technologies and
sport.
6. Encourage citizen participation (especially those organizations and associations representing
disabled) in all actions to be developed, always offering the maximum information and transparency
on projects.
7. Perform permanent work social awareness, promoting training on the importance of accessibility
and its relevance to the quality of life of citizens.
8. Introduce to all citizens improvements in accessibility, understanding that involve an element of
progress and improvement in the quality of life of all citizens.

ACCESIBILITY IN PRIVATE BUILDINGS
• Since 1998 we have been helping private owners and communities, in the restoration of their houses to eliminate all the barriers and to install elevators where needed.
• From 2006 to 2014 the city council has offered 3.520.582 € in subsidies for the installation of private elevators and 1.753.425 € in subsidies for the elimination of architectural barriers in buildings.
• Just considering the last mandate (2011-2015) 11.820 families have been benefited by these subsidies.
• 700.000 € for subsidies in 2016 from the City Council. This help is also compatible with the one offered by the Basque Government.
• The amount of the subsidies offered by the Basque Government cover between 10% and 70% of the cost for the family living in the house, depending on the income (always less than 33.000 €).
• Public ground is offered for building elevator towers if there is no other technical option inside the building.
