Counter Terrorist Crisis Management
This course of instruction consists of both classroom
instruction and problem solving exercises. This
course has been developed to further prepare the
command officers to prepare for and respond to high
risk incidents such as barricaded gunmen with hos-
tages, airplane hijackings, weapons of mass destruc-
tion scenarios, etc. perpetrated by politically/
religiously motivated terrorists. This course focuses
on the actions and behaviors of the command staff
and other personnel who will be operating in the for-
ward Command Post during such incidents. The For-
ward Command Post is a necessary component be-
tween the Crisis Center and the operational person-
nel closing with and neutralizing the threat. The stu-
dents will be given a High Risk Response Model that
can be modified for their particular situations. They
will learn the strategies that are currently used to
manage such high-risk incidents. They will learn
about the staffing and organization of a Crisis Re-
sponse Team. They will learn the duties and respon-
sibilities of each component and how the Crisis Man-
agement Team interfaces between the Command
Center and Crisis Response Team.
They will learn how a Forward Command Post is
setup and functions during such a crisis. They
will learn how to interact and coordinate their
assets with those of the federal government. At
the end of this course of instruction the students
will have become more proficient in Crisis Man-
agement enabling the students to resolve various
crisis situations with favorable results to the po-
lice agencies and citizens. A series of table top
exercises will be conducted throughout the
course for the participants to practice what they
have learned.

BASIC URBAN SNIPER
