Estimated investment needs: over €100 billion
Monitoring key to identify and tackle delays • Regional group – platform facilitating cooperation on cross-border
projects – bringing two (more) sides together "TSOs, DSOs and other operators shall co-operate with each other in order to facilitate the development of PCIs in their area"- Art 5(2)
• Also an opportunity to learn from each other • Regional groups (and ACER) monitor progress achieved by PCIs
and make recommendations to facilitate implementation of PCIs (Art 5(3))

• Possibility to organise specific support activities for PCIs;
Technical Assistance; European Coordinators (Art 6) • High Level Groups – giving more political impetus in regions that
need reinforced cooperation given a particular challenge
Reporting on the progress - information is key • Submit an annual report on progress achieved, delays
registered – to ACER (reporting by 31 March)
• Draw up an implementation plan including a timetable for the major milestones of a project (Art 5(1)) - Transparency platform
• Keeping project websites up-to-date (Art 9(7))
• Sharing information within Regional Groups
EFSI for PCIs – perfect match
Estimated investment needs: over €100 billion
• PCIs bankable, but considered higher risk (cross-border, regulatory, demand and supply consideration for gas)
• PCIs often L-T regulated assets – sought after by many private investors
• EFSI complementary with other financial instruments for PCIs
• Many maturing projects will provide investment opportunities in the next 2 years
The Investment Plan for Europe
The Investment Plan for Europe covers three mutually enhancing strands:
1. Extra financing via EFSI €315 billion of extra investment 2. Improved sharing of information and knowledge:
European Investment Advisory Hub (EIAH) European Investment Project Portal (EIPP)
3. Improved investment environment potentially most important and most catalytic Energy Union Digital Single Market Capital Markets Union (CMU)
CEF - Grants for Studies or Works
2014: First multiannual call for proposals €647 million allocated to 34 actions
2015: Second and third multiannual calls €366 million allocated to 35 actions
2016: Fourth and fifth multiannual calls €800 million available to be allocated
Budget execution follows back-loading logic of CEF, with
major spending efforts in 2017-20
o - Delegation Agreement signed with EIB in July 2015
- Commitments already made: €89.2 million for
energy focus on Projects of Common Interest
- Phasing-in is according to schedule
- Complementary between EFSI and CEF
