Purpose and Need1. The CBJ Comprehensive Plan has called this area Juneau’s

Arts, Cultural & Civic District for years, and citizen’s actions to build the state museum, support the JACC and more reinforce this. Area is zoned for higher density mixed use development with housing. More focus is needed to move forward. Support State Capitol.

2. A lot of activity will be occurring in and around this District. It is therefore a good time to provide more direction to help guide both public and private sector investment here. What should CBJ be encouraging on its land?

Current Planning Efforts & Direction We are Building Upon

Recent Juneau Community Plans

• CBJ Comprehensive Plan (2008)– Non Motorized Transportation Plan (2009)– Waterfront Plan (2004)

• Subport Plan (2003)

Assets & Challenges (Opportunities)

Major cultural and civic destinations. Many retail and indoor recreation destinations – including town’s only major grocery.

This is a major employment center

Surface parking is primary land use

Egan is hard to cross.

Concrete & barbed wire

Walking is often haphazard, cut through parking lots, lack of safety.

Limited Green or Public Space - ‘leftovers’

Several buildings are at the end of their design life, or will be within 10+ years

What happens when workers go home?

Destinations Lots of employees Transit

A giant surface parking lot, fences & barbed wire Chaotic walking, unsafe Blocks are too large Lack of public space Rundown buildings Empty at night, scary Egan is a barrier

Now we are working the details

Plan Implementation 1. Planned, sequenced investment for streets,

sidewalks, public space (possibly in tandem with a private sector development)

2. Set public goals• # of market and affordable housing• # new private sector jobs• transportation demand management, • sf 1st floor commercial• building design

3. Incentives for private sector investment and design that achieves public goals (low interest loans, property or sales tax relief, density bonus, parking reduction)
