InstructionsCAPABILITY ASSESSMENT MATRIX
The Capability Assessment Matrix is a gap analysis tool to help you identify the people, training, equipment, and checklists needed to ensure an effective Emergency Response Plan (ERP).
The Capability Assessment Matrix can be used to:• Understand the full range of functional requirements necessary for a comprehensive ERP.• Identify internal and external gaps in capability and resources.• Encourage inter-department knowledge.• Integrate ERP functions.• Illustrate how a good ERP should be practical and not academic.
Section 1Leadership and Management Role Matrix: Identify the necessary leadership teams responsible for starting, maintaining, and closing down an incident response both at your headquarters location and at the incident location.
Section 2Crisis Communications Role Matrix: Identify primary crisis communications roles necessary to successfully and responsibly manage an incident. These functional roles may be filled internally or with the assistance of outsourced partners.
Section 3 Emergency Call Center Role Matrix: Identify emergency call center facility/partner capabilities and functional roles needed to collect vital information from all involved and manage the data.
Section 4Family Assistance Center Role Matrices: Identify primary roles for Family Assistance Center teams, Special Assistance Teams, and Mental Health teams to properly support internal staff and family and friends of those affected by the incident.
Section 5Personal Effects Role Matrix: Identify primary roles for the collection, cataloging, and return of the personal effects of those persons directly affected by the incident.
Section 6Human Remains Role Matrices: Identify technical, scientific, and administrative roles necessary to recover, analyze and properly inter human remains resulting from the incident.
Note: Different incidents provide different challenges. The matrix should be completed with a degree of flexibility. In some incidents, the location may drive who is responsible for some of the roles.

InstructionsCAPABILITY ASSESSMENT MATRIX
Reference: Numbering system for planning and discussion purposes.
Function: This matrix is divided into six areas, e.g., Crisis Communications or Family Assistance. These represent broad areas made up of individual roles.
Role: The individual roles assigned to a person, which vary in authority subject to capability and not employment grade. Each role has a pre-designated work flow and should include an ERP job specification accompanied by training. Kenyon has pre-filled the roles based on extensive emergency response experience.
Description: How the role operates within the Function. Kenyon has pre-filled the descriptions based on extensive emergency response experience.
Authority / Responsibility: The internal department responsible for ensuring the specific role is prepared before, during, and following an incident.
Resources: This section allows you to account for each role and assess the readiness of people, equipment and processes using the following Yes/No questions:

Serves as the liaison to the crisis communications team, advising the CMC on communications issues and advising the crisis communications team on updates from the CMC. Serves as the liaison for company teams working with different government agencies. Works with other corporate departments to ensure sensitive and consistent communications are done throughout the company.
