Why sector-based career pathways?• Increasing demand for credentialed workforce.• U.S. is falling behind other countries in basic skills.• Workers with low basic skills are more likely to be
unemployed, earn lower than average wages, and have poor health outcomes.
• Significant and pervasive employment disparities by race and ethnicity exist across the U.S. Skills development strategies are part of the solution.
• New “market” of credential earners is different from traditional students.
• The Workforce Innovation and Opportunity Act (WIOA) calls for both “industry or sector partnerships” and “career pathways.”
Sector initiatives are…
Regional, industry-focused approaches to workforce and economic development that improve access to good jobs and/or increase job quality in ways that strengthen an industry’s workforce.
Sector initiatives:
1. Focus intensively on an industry within a regional labor market, and multiple employers in the industry, over a sustained period of time
2. Are led by a workforce intermediary with credibility in the industry
3. Create new pathways for low wage workers into the industry, and up to good jobs and careers
4. Achieve systemic changes that are “win-win” for employers, workers, and the community.

A random assignment study of 1,014 individuals showed: sector initiative participants earned 18.3% — about $4,500 — more than members of the control group over the 24-month study period.

Challenges Changes within the college system in Chicago:
centralization from a campus approach to district – review and approval could delay services to participants
Change in college program locations – this can create a barrier for some participants (distance, perceived safety, transportation, etc.)
Changes in college program policies impact students’ “promise” for eligibility (i.e. GPA, placement scores in standardized tests, etc.)
College capacity to provide non-traditional students support services such as tutoring compromise those most in need of support

principles; in states/communities with a specific sector strategy initiative and a specific career pathway initiative, the two should be connected
• Not all sector initiatives will include a career pathway; however, more comprehensive and advanced sector initiatives should include this approach
• Sector initiatives and career pathways share some common core elements, but differ on others (see table)
