Message from SCIC Chairperson
To further promote and reinforce the Responsible Care® initiative
in the Asia-Pacific, the 15th Asia Pacific Responsible Care
Conference (APRCC) will be held from 30 to 31 October 2017 in
Singapore. The Singapore Chemical Industry Council (SCIC) is
honored to be hosting the conference once again since we last
played host in 2000.
APRCC 2017 brings together leaders and practitioners from this
region, providing a unique platform for companies to connect and
learn from one another. Themed “Responsible Care – The Way
Paved for Business Sustainability”, the conference emphasizes on
bringing insightful sharing and exchanging of valuable
information with delegates on topics across the Responsible Care
programme implementation, envisioning the way forward for a
sustainable future.

Mr Ir Mohd Yusri Mohamed Yusof
Head (Manufacturing), Manufacturing Division
PETRONAS Chemicals Group Berhad, Malaysia
M Yusri M Yusof is currently the Head of Manufacturing for
PETRONAS Chemicals Group Berhad (PCG), a public listed subsidiary
of PETRONAS. He is accountable for the strategic direction, control and
leadership of over 13 manufacturing companies within the Group to deliver the production
capacity of 10.8 million tonnes of petrochemical products.
He has over 25 years of experience in the oil and gas industry especially in the areas of
petrochemical. He has served PETRONAS in various capacity in the project, engineering,
manufacturing and strategic planning areas before assuming his current role in 2014.
Mr Surak Sujaritputangoon
Senior Consultant
MMI Engineering and Consultant Co Ltd, Thailand
Mr Surak Sujaritputangoon is currently the Senior Consultant with MMI
Enginnering and Consultant Co Ltd, Thailand. Prior to that, he was with PTT Exploration
and Production (Public) Co Ltd, where he managed the Health & Safety department;
behavioral-based safety and training. He was also actively involved in driving the
Responsible Care programme in Thailand.
Mr Sujaritputangoon graduated with a BSc in Chemical Engineering from Chulalongkorn
university, MBA from Burapa University and BA in Law from Sukothai University.
Er Lucas Ng
General Manager (Plant)
Petrochemical Corporation of Singapore (Private) Limited
Er Ng is the General Manager of Plant of Petrochemical Corporation of
Singapore (PCS). PCS is the upstream company of the Singapore
Petrochemical Complex. He is responsible for the entire operations of
PCS facilities in Ayer Merbau supporting all downstream companies in Jurong Island. He
serves PCS for 33 years.
He is actively leading and driving his workforce in the workplace safety and health activities
and is committed to process safety management beyond PCS. Lucas is also serving in
various institutions and committees, both in academic institutions, government agencies and
professional bodies.
He has been in the hydrocarbon processing industries for more than 37 years since his
graduation as a chemical engineer in 1980, advocating process safety, asset integrity &
reliability, water conservation and energy efficiency. Lucas is a registered Professional
Engineer (Chemical) with Professional Engineers Board of Singapore.
He believes in building up a workforce with strong teamwork spirit, occupational safety and
process safety culture committing to continuous improvement in all endeavors.
Mr David Sandidge
Senior Director, Responsible Care & Value Chain Outreach
American Chemistry Council
David Sandidge is a Senior Director, Responsible Care and Value Chain
Outreach, at the American Chemistry Council. ACC is the leading trade
association for the Business of Chemistry in the United States and is
headquartered in Washington, DC. David’s responsibilities at ACC
include supporting Member Companies in their Responsible Care implementation efforts and
working with other international trade associations to develop and implement Responsible
Care globally.
Prior to joining ACC, David worked for over 25 years in the chemical industry in a variety
of manufacturing, EHS and operations support leadership roles, primarily with Eastman
Chemical Company. He was responsible for EHS for global manufacturing sites at Eastman,
including the Asia Pacific Region. David was Responsible Care Coordinator for Eastman
and served on ACC’s Responsible Care Committee. David has BS and MS degrees in
industrial and systems engineering from the University of Tennessee and a MBA from
Auburn University. He is a licensed Professional Engineer.
Mr En Muhtar Hashim
Director
ICE Petroleum Engineering Sdn Bhd
Mr Muhtar Hashim holds a Bachelor of Science (Honours) Degree in
Chemical Engineering from the University of Aston, United Kingdom
and a Master of Business Administration from the University of
Sheffield, United Kingdom. He is a Chartered Engineer and Fellow of
The Institution of Chemical Engineers.
Muhtar has over 30 years of experience in the petrochemicals, oil & gas and media industry.
He started his career at PETRONAS in 1984, covering plant operations, project planning and
marketing/trading of petrochemical products before moving on to Ancom Berhad, a
company listed on Bursa Malaysia, in 1996. At Ancom, he was appointed General Manager,
responsible for the development of the group’s petrochemicals, media, trading and
manufacturing businesses. He was subsequently appointed Managing Director of Ancom
Kimia Sdn. Bhd. an associate company to Ancom Berhad with activities in the trading and
distribution of petrochemicals.
During his tenure at Ancom Kimia, he had presented numerous papers on chemicals
distribution and alternative fuels market at regional and world conferences. His move into
the energy services sector started at PT Technic (M) Sdn. Bhd. He was instrumental in
successfully returning the company to profitability before acquiring and working on further
growth of ICE Petroleum Engineering Sdn. Bhd. in 2015.
Muhtar is also on the board of the Chemical Industries Council of Malaysia (CICM), an
industry body with more than 100 members comprising manufacturers, distributors and
companies providing services to the chemical industry. He is currently the Deputy Chairman
of CICM (elected to the post since 2013) and Chairman of the Responsible Care Committee,
a flagship activity for CICM as the custodian of this global chemical industry initiative in
Malaysia.
He has also served as an Exco Member of the Malaysian Oil & Gas Services Council from
2012 to 2014, contributing significantly as a link between the oil &gas and the chemicals
sector in Malaysia.
He is currently Executive Director of ICE Petroleum Group, Managing Director of ICE
Petroleum Engineering Sdn. Bhd. and continues his voluntary involvement in the industry as
Deputy Chairman of CICM and heading the Responsible Care initiative in Malaysia.
In his spare time, Muhtar plays Rugby and runs charitable activities towards the educational
and daily needs of students from lower socio-economic background.
Mr Kelvin Sim
Managing Director
Absotech Pte Ltd
Mr Kelvin Sim is Managing Director of Absotech Pte Ltd, a local
chemical distribution company that he founded in 2002.
A well-respected businessman with more than 23 years of experience in
both commodity and specialty chemicals, Kelvin has in the past 15 years established the
company into a reputable player not just locally, but internationally as well. Today, the brand
of Absotech is well known amongst the various industries and countries that the company
services.
Besides ensuring business sustainability and growth, Kelvin is also acutely aware of the need
for local businesses to become good role models of corporate governance as well as
propagate sustainable health, safety and environmental practices. He has been selectively
putting in place a new generation team to steer the company towards this goal. His
commitment and leadership has been evident in the company’s support of various initiatives
of the Singapore Chemical Industry Council over the years, most notably Absotech’s signing
as a Responsible Care signatory.
Having moved beyond the traditional ISO 9001:2008 certification, Kelvin’s commitment
saw the company achieve the bizSAFE Level 3 certification in 2012 and the Singapore
Quality Class (SQC) in 2017. And over the past four years, the company has been the
recipient of the Responsible Care Achievement Award for the Employee Health and Safety
Code.
Mr Kazukuni Saito
General Manager, Japan Chemical Industry Association (JCIA)
Mr Saito is the General Manager in Japan Chemical Industry
Association (JCIA) and mainly responsible for the communications
with international parties on chemical management. He joined JCIA
from March, 2015 and previously was the Asia Pacific Regional
Product Stewardship & Regulatory Manager in DuPont for 11 years
and Sustainability Project Leader in Japan.
Dr Jowitt Li
SAHTECH (Safety and Health Technology Center), Taiwan
Dr Jowitt Li is associated with the Safety and Health Technology
Center (SAHTECH) as senior researcher and Director of Chemical
Safety Department. His main area of responsibilities includes hazard
communication, chemical exposure assessment, and technical support
to competent authorities on chemical management development scheme.
Jowitt is currently involved in Taiwan’s interagency GHS implementation, national
inventory program, dangerous good transportation, development of registration scheme, and
national chemical management program. Jowitt is also an acting delegate to Asia-Pacific
Economic Cooperation (APEC) Chemical Dialogue since 2006. He is currently adjunct
assistant professor of the National University of TAINAN (NUTN) on sustainable
development studies.
Mr Leendert van Dijk

Chemical Asia Pacific, Singapore
Mr Leendert van Dijk is working for almost 10 years for Eastman
Chemical of which last 3 1/2 years in Singapore.
Before that, he worked for Eastman in Europe in a similar role and very
much involved in the EU REACH program. Before joining Eastman,
Leendert has worked for over 20 years for a major US petrochemical company, in various
function ranging from sales and technology to regulatory and in different location around the
world, of which also 3 years in Singapore.
Leendert is currently chairing the SCIC Regulatory Affairs Committee and Emerging
Regulations workgroup. He had his academic training in Physics and Chemistry from the
University of Leiden in The Netherlands.

Mr Barry S Dyer

Responsible Care New Zealand
Barry is a familiar figure throughout the international Responsible Care®
community. He is a Board member of the International Council of
Chemical Associations (ICCA), a Vice President of the Asia Pacific
Responsible Care Organization (APRC) and a proactive participant on the Responsible Care
Leadership Group.
New Zealand contributed to the establishment of the SCIC and is presently
mentoring new Responsible Care® Associations in Sri Lanka, Croatia and Kenya.
As Co-Chair of the ICCA Capacity Building Task Force, Barry is participating in the
establishment of Responsible Care® associations throughout the world, particularly in
Africa.
A former Army officer, Barry developed Responsible Care NZ, featuring the first association
membership to represent the entire chemical product life cycle and a model for smaller
Responsible Care® associations in emerging economies.
Barry assesses national chemical management performance in sites throughout the world,
determining compliance with the Responsible Care® ethic, together with regulatory and
national association chemical safety performance obligations. The author of more than 200
published articles, he is a regular columnist on workplace chemical safety issues for a
leading industry magazine.
Today, Barry joins us for our discussion about the global chemical industry’s contribution to
UN Sustainability Goals.
Mr Michael Pell
Senior Vice President, Marketing, Borouge Pte Ltd
Mr Pell is the Senior Vice President Marketing at Borouge. He was
previously based in Abu Dhabi, serving as Vice President Innovations
where he led the establishment and operation of Borouge’s world-
class research and development infrastructure which is now
delivering value-added solutions to Borouge’s global customers.
Before joining Borouge, he was the director of Commercial Excellence and Marketing
Manager of Wire and Cable at Borealis in Belgium and Austria since 2008. From 2004-
2008, Pell worked as Global Marketing Manager, Industrial Processes at Rohm and Hass in
France.
He started his career in 1997 as Research Associate at the Swiss Federal Institute of
Technology (ETH-Zurich) in Switzerland. Between 1999 and 2003, Pell took up several
positions at Corning Incorporated in France and Singapore in Research and Development
and Business Development.
Ms Jing Dong
Director, EH&S and Sustainability
The Dow Chemical Company, Shanghai, PR China
Ms Jing Dong currently serves as the Director, Asia Pacific
Environment, Health, Safety and Sustainability (EHS&S).
Dong has served in various roles in Dow, since she joined Dow in
2005, as the Director of EHS&S, Product Safety Leader for Asia Pacific, Coach for Product
Stewardship organization in Shanghai, Toxicology Consultant for Asia Pacific, Regulatory
Toxicologist and Food Chain Specialist for Dow AgroSciences, and a short-term assignment
in Brussels’ Government Affairs and Public Policy office. At the end of 2012, Dong returned
to Shanghai and assumed the current role to lead a team of experts in providing state-of-art
product safety services to the company in the region.
Dong also served in a Chairperson role for the Responsible Care Committee of the
Association of International Manufacturers (AICM), and as the Secretariat and of the
Certification Committee of the Chinese Society of Toxicology (CST). She is a certified
Toxicologist by China Society of Toxicology, and a certified Six Sigma Green Belt Project
Leader. Dong conducted two GBPL projects, including a market development project for
Dow’s Omega-9 oil in China, and a site Loss of Primary Containment project. Dong has
over 20 publications and presentations in peer-reviewed journals and international
conferences.
Dong obtained her Doctor of Philosophy degree in Pharmacology and Toxicology in 2004,
from University of Texas at Austin in the USA, and a Bachelor of Science degree in
Pharmacology in 2000 from Peking University, Health Science Center in China.
Er Bernard Leong
HSE Manager
Petrochemical Corporation of Singapore (Private) Limited
Er Leong is the Health, Safety and Environment Manager of
Petrochemical Corporation of Singapore (Private) Limited, a pioneer of
the petrochemical industry in the region. PCS is the upstream company
of the Singapore Petrochemical Complex in Jurong Island.
He has more than 28 years of experience in the process industry, in the areas of process
technology, operations and process safety. He spent the last eight years overseeing health
and safety programme development and implementation, including driving the Process
Safety Management programme, encapsulated within the Responsible Care® practices.
He is involved in various Committees within the Singapore Chemical Industry Council,
among them, he currently chairs the Process & Engineering Committee, and an expert
member of the Major Hazard Installations Committee.
Bernard is a chemical engineer by training with qualifications from National University of
Singapore. He is a registered Professional Engineer (Chemical) with Professional Engineers
Board of Singapore. He is also a Registered Workplace Safety & Health Officer in
Singapore, and a CCPS Certified Process Safety Professional (CCPSC).

Alexa Burr is a Director for Regulatory and Technical Affairs at the
American Chemistry Council (ACC), where she is a member of the
Global Affairs Team. Ms. Burr’s responsibilities include global chemical
regulatory issues, regulatory cooperation, and international trade. She supports ACC’s
international Regulatory Advocacy and Information Network and advocates on behalf of the
industry on a range of international regulatory issues in various international forums,
including the U.N. Strategic Approach to International Chemicals Management (SAICM),
Organisation for the Prohibition of Chemical Weapons, and the APEC Chemical Dialogue.
Ms Burr holds a Master in Science in Biological Threat Agents and Emerging Infectious
Diseases and a Bachelor of Science in Biology of Global Health, both from Georgetown
University in Washington, DC.

Mr Heroe Soesanto is Director and Deputy Plant Manager in PT. Nippon
Shokubai Indonesia (NSI). He has been working for this company for
more than 20 years. Combining his roles in RCI and NSI is the way he
chose to develop people's concern on safety and environment matters regionally and
nationally in order that everyone is able to be aware of the importance of working safely and
keeping the environment well.
Mr Soesanto holds a Bachelor’s Degree in Chemical Engineering University Pembangunan
Nasional Surabaya and Magister Management from Monash MT Eliza Business School
Monash University Melbourne Australia. He is the Vice Chairman for Performance
Management in Responsible Care Indonesia (RCI). He has joined RCI since 2010. His role
in this organization is a person who is in charge to manage these following things, such as,
verification, Key Performance Indicator (KPI), and Self-Assessment. He is also the trainer
for Japan Work Culture (HORENSO, 5S, KAIZEN implementation)
Mr Roman Luth

Mr Roman C Luth has more than twenty-six years of experience in the
field of logistics in Asia Pacific.
He started his career in Asia in the chemical warehouse operation in
1991. In 1996, he co-founded an Asian Chemical Logistics company
concentrating on regional distribution of hazardous chemicals for MNCs.
From 2002 to 2015, Mr Luth joined a MNC logistics company and held the position of
Director – Dangerous Goods, Security & Safety. In this function, he was also in charge of
the Asia Pacific security system implementation and maintenance as well as incident
investigations. In early 2009, Mr Luth was responsible for having achieved the first
ISO28000 supply-chain security certification for a regional corporate organization.
In 2015, Mr Luth joined Rhenus Logistics Asia Pacific Pte Ltd and holds the position of
Regional Director Corporate Compliance. In this function, he is responsible for the
company’s legal and regulatory compliance, chemical logistics and security relevant
activities in Asia Pacific.
Mr Luth is a certified IATA DG trainer as well as a Lead Auditor for quality management
systems as well as for Security and Health & Safety management systems. He is also a
Technical Expert Auditor for Cyanide Transportation under the ICMC and Certitified
Business Continuity Professional.
In addition, he is a member of the SCIC Logistics and Distribution sub-committee and has
held the position of chairman for this committee for some years and continues to be a
member of the Working Group for supply-chain-security under Spring Singapore, the
Singapore Standardization Body.
