ANNUAL REPORT,2015-16 MSME –DI Imphal
1 INTRODUCTION :----
The MSME-Di Imphal and its Branch MSME-DI Dimapur is one of the field officers of MSME-Development Organization, an attached/subordinate office of the Ministry of Micro, Small & Medium Enterprises, Govt. of India. The MSME-DI Imphal was established in the state of Manipur in 1971 as Branch Institute, and later in the year 1986 it was upgraded to full-fledged Directorate, The main objective of the institute is to provide much needed consultancy services and support to Micro & Small Enterprises sector in the state of Manipur, Since its inception till today ,the institute is dedicated to provide various support service like Technical counselling, Plant & Machinery, selection of Products, Managerial consultancy etc. The institute also extend held to Micro & Small enterprise by creating awareness on Modernization, Technology Up gradation, acquiring of ISO, Energy Conservation etc, and a host of others to foster the growth of Micro &Small Enterprises, Besides, the institute also conduct diagnostic study report, recommended for soft intervention and work closely with state industries department in implementation of Industrial Infrastructure development project under MSE-CDP Scheme. As part of its regular activity, the institute conducts Entrepreneurship Development Programme, Skill Development Programme, Management development programme with a focus on development and sharpening the entrepreneurial, managerial and technical skill of the existing or prospective entrepreneurs. MOTTO ;--- To Promote, Develop and Foster the growth of Micro & small sector for Socio Economic growth in the state of Manipur and Nagaland.

The Annual Reports aims to highlight the important activities and achievements made there of by the institute and its branch institute during the year 2015-16 however, it is also constraint to mentioned that, the institute could not achieved the desired target in the current financial. The People of Manipur ;--- The people of Manipur include Meitei, Naga, Kuki, Meiteipangal and other colourful communities which have live together in complete harmony for centuries. There are the people whose folklore, myths and legends, dance, indigenous games and martial arts, exotic handlooms and handicrafts are infested with the mystique of nature. Visit of Minister of State for MSME in Manipur
Union Minister of State for MSME Shri Giriraj Singh visited Manipur on 1st and 2
nd February
2016. On the first day, the MoS has visited the Food Park being set up at Nilakuthi, Imphal East
by the Govt. of Manipur. He has visited the site for setting up Extension Counter of Fragrance
and Flavour Development Centre (FFDC) and one Packaged Drinking Water unit and Flour Mill.
The MoS suggested that the farmers should adopt multiple cropping systems and explore
opportunities in the field of aromatic and medicinal plants.
The MoS inaugurated the Livelihood Business Incubation Centre (LBIC) for Manipur Khadi &
Village Industries Board at Lamphelpat where he called upon the youth of Manipur to strive for
becoming employers rather than employees. He also noted that vegetable and fruit products of
Manipur are wasted due to lack of “value added service”. He also stressed that the Govt. of India
is committed to develop NER at par with the rest of the country. The inauguration programme
was also attended by the Commerce & Industries Minister, Govt. of Manipur, Shri Govindas
Koijam, Shri Vivek Kumar Dewangan, Commissioner(Commerce & Industries), Govt. of
Manipur, NSIC, Guwahati CGM, Shri J.K. Mahanta and Director, MSME-DI, Imphal, Shri
Ajoy Bandopadhyaya.
After inauguration of the LBIC, the MoS visited a garment manufacturing unit, M/s Manipur
Creations in Takyelpat Industrial Estate. This unit is the first ever quality garment manufacturing
enterprise in Manipur and the entrepreneur has shifted his venture from Tirupur to Imphal with
the motivation and inspiration of the Hon’ble Minister of Commerce & Industries, Govt. of

Manipur and planning to work for setting up similar garment manufacturing units by training
prospective entrepreneurs to set up a garment export hub in the proposed Apparel Park being
developed by the Govt. of Manipur. The MoS has taken keen interest in the success story of this
young entrepreneur assuring all assistance to fulfil the future dream for development of skilled
manpower, which is the present need for developing garment manufacturing unit in Manipur. He
also assured that the Solar Charkha to be introduced in Manipur, so that from spinning to
weaving and garment manufacturing – all could be undertaken in the State of Manipur.
On 2nd
February 2016, the MoS chaired the Review Meeting of PMEGP Scheme and he has
shown great interest for the efforts of Govt. of Manipur for setting up micro enterprises for
aromatic and essential oils, stevia leaf drying, vermi-compost, ginger, turmeric and spice
processing and other business models, which are having forwards and backward linkages and
assured return to the bank finance. He also advised all the bankers to provide financial support
with all these viable projects with a thrust of employment generation in Manipur through
PMEGP Scheme.
The Hon’ble MoS visited Malom Bamdiar Handloom Cluster and seen the working of Solar Silk
Reeling-cum-Spinning Machine which is being developed by a local innovator. The MoS also
visited a Stone Carving Cluster, the upcoming Industrial Estate at Bishnupur District and the
Nursery for Stevia and Lemongrass at Chothe Village, which has been initiated under LBI model
of ASPIRE Scheme.
The MoS took keen interest while visiting Krishi Vigyan Kendra (KVK), Utlou and suggested
the active role of KVK for development of Agro, Fishery and Animal Husbandry based micro
units for employment generation in Manipur. He has also seen the Soil Testing Laboratory
which has been installed in KVK, where soil testing facility has been provided to the farmers.
The MoS also visited Moirang and paid respect to Netaji Subhas Chandra Bose at INA Museum
and also visited Sendra Loktak to see the fish farming presently being undertaken by the local
fishermen.
Report on launching function of MAKE IN MANIPUR for Employment Generation.
Government of Manipur has launched “MAKE IN MANIPUR” for employment generation by Shri O. Ibobi Singh, Hon’ble Chief Minister, Manipur on 26th November 2015 in City Convention Centre, Imphal East, in presence of Shri Gaikhangam, Hon’ble Deputy Chief Minister, Manipur, Shri Govindas Konthoujam, Hon’ble Minister(Commerce & Industries / Veterinary & Animal Husbandary / Sericulture), Manipur, Shri Elangbam Chand Singh, Hon’ble M.L.A., Manipur, Shri O. Nabakishore Singh, IAS, Chief Secretary, Govt. of Manipur, Shri L. Lakher, IAS, Principal Secretary(Veterinary & Animal Husbandry / Sericulture), Govt. of Manipur and Shri V.K. Dewangan, IAS, Commissioner (Commerce & Industries), Govt. of Manipur.
The Hon’ble Chief Minister also launched the GIS Mapping for sericulture activities and made citation to SBI, UBI and Manipur Rural Bank for financing aromatic and medicinal plant related activities for which land has already been allotted by Govt. of Manipur and further intervention to be carried out by Fragrance & Flavour Development Centre, Kannauj, the specialised MSME-Technology Development Centre for promotion of aromatic and medicinal plant based MSMEs.

15. SEMINARS/AWARENESS/ WORKSHOP PROGRAMMES;---- With the liberalization of the economy, the MSE sectors needs to upgrade its quality to meet the international standards. In order to create awareness on these and other issues during the year under report ,the following programmes were conducted as detailed given below;--
AWARENESS ON MSE-CDP SCHEME FOR GM DICs OF MANIPUR
A Meeting was organised at the Conference Hall on MSME-DI, Imphal on 17th December, 2015 to discuss the MSE CDP Guidelines in details for the awareness of all GM DICs of Manipur, as they have been directed to submit at least one CFC Proposal from each District. The DPRs already prepared & submitted by DICs have various shortcomings, those were discussed and a presentation of Scheme was made by Sri Th Baite, Dy. Director. The queries raised by the GMs were clarified and a copy of guidelines and formats were also handed over for necessary modifications by the GMs/consultants and to submit online before visit of Clusters by the officer of DI Imphal for recommending the cases to O/o the AS&DC (MSME), New Delhi for consideration. The meeting ended with vote of thanks and assurance of all assistance to the GM DICs.

Development of Aromatic & Medicinal Plant in Manipur
Govt. of Manipur is working with Ministry of MSME, Govt. of India in synergy to
Make Manipur a hub for Aromatic and Medicinal Plant Processing and Extraction.
A Govt. Land of 30 acres has already been allotted for cultivation of these
Aromatic and Medicinal Plants in Bishanpur District & 5 acres of Land has also
been leased for 90 years at Nilakuthi Food Park to set up Administrative Building
and Laboratory.
A Batch of Manipuri Youth is also undergoing Training from Fragrance & Flavour
Development Centre, Kannauj, sponsored by Govt. of Manipur.
Shri Govindas Konthoujam, Hon’ble Minister(Commerce & Industries / Veterinary
& Animal Husbandary / Sericulture), is also planning to allocate additional 50
acres of Land in Imphal East District for plantation of Aromatic and Medicinal
Plants and personally visited the site on 2nd December, 2015 with Shri V.K.
Dewangan, IAS, Commissioner (Commerce & Industries), Govt. of Manipur,
Director, MSME-DI, Imphal and other Land Deptt. Officials to expedite the
handover process.

MSME-DI, Imphal organised one-day Awareness Programme on Energy Efficient Technology
for local MSMEs at Hotel Classic, Imphal in association with All Manipur Entrepreneurs’
Association on 22nd
November 2015.
Shri Vivek Kumar Dewangan, IAS, Commissioner (Sommerce & Industries), Govt. of Manipur
graced the inaugural session as the chief guest and praised MSME-DI, Imphal for organising
such programmes for Manipur MSMEs. He also stressed that MSME-DI, Imphal will play an
important role for employment generation through promotion and development of MSMEs in
Manipur with the new initiatives of Govt. of Manipur to be launched for Make In Manipur
intervention.
Shri Ajoy Bandopadhyaya, Director, MSME-DI, Imphal presided over the inaugural function
and highlighted various energy efficient initiatives which can reduce the power consumption by
at least 20% and the incentives of Ministry of MSME for adopting energy efficient technologies.
Shri S. Rishikumar Singh, President, All Manipur Entrepreneurs’ Assn. was the guest of honour.
During the Technical Session, Ms. Ksh. Priya, Asstt. Professor, National Institute of Technology,
Imphal and Shri A. Birendrakumar, Deputy General Manager, MSPCDI discussed various
energy affordable technologies and practices for energy conservation. There was a good
interactive session from the participant MSMEs with the technical faculties. Shri Th. Baite,
Deputy Director(Elect.), MSME-DI, Imphal highlighted the UAM scheme and offered vote of
thanks to the participants.

Report on One-Day Training Programme on Packaging for Export
MSME-DI, Imphal organised one-day Training Programme on Packaging for Export at
the conference hall of MSME-DI, Imphal on 24th
November 2015. About 60 MSME
entrepreneurs mostly from the food sector participated the training programme.
The inaugural programme was presided over the Director, MSME-DI, Imphal and
highlighted various technical and legal parameters essential for export packaging. The
inaugural session was also attended by the General Manager, DIC, Imphal West and the
Deputy Manager, NSIC, Imphal.
During the technical session, Shri A. Nataraj, Asst. Director, Indian Institute of
Packaging, Kolkata deliberated packaging concepts, functions, its significance in
marketing and branding. Bulk packaging system, rigid packaging materials, unit
packaging systems with flexible and rigid packaging like glass, tin, plastic and composite
containers were discussed in details with video presentation. The supply chain
management and bar coding was also discussed in the technical session.
The programme ended with a vote of thanks by Shri Praful Umare, Asstt.

Sh. Ajoy Bandopadhaya, Director, MSME-DI, Imphal explained the
diversification of Fabrication units to agriculture implement in detail for
developing MSE-CDP cluster at Dimapur where in NTTC will act as a training
institute for the artisans. There is a good market locally for agriculture implements
items and scope for export to the neighboring countries provided if quality and
standard maintained by the artisans.
The Principal of NTTC welcomes the proposal where their infrastructure will be
provided during the soft intervention of the Cluster implementation.
Sh. Tali Longchar, Deputy Director i/c, Br.MSME-DI, Dimapur highlighted the
LEAN Manufacturing, Mini Cluster as well as the scope of mechanized furniture
making cluster during the interaction with the artisan.
Sh. Manoj Bothara of M/s Woodland Research Industry, Dimapur highlighted that
MSME is a friendly organization wherein they should do hand holding support to
Micro, Small Enterprises for expansion of the unit under MSME scheme. There is
lot of scope for Cluster development in the state but awareness of the artisans is
lagging. He requested to look into the matter for the development of the MSE units
in Nagaland state.
During the meeting it was decided that after one month the steel Fabrication units
and Mechanized furniture making and general Engg. Machine manufacturing
cluster may be finalized by second meeting at NTTC, Dimapur

Nagaland on 18/12/2015 in their Office during the visit of Dimapur by the DGM/SIDBI
from Guwahati. It was nice discusses held with the entrepreneur by the DGM to know the
real ground work done by her.

The MSME –DI, Imphal and its Branch MSME-DI, Dimapur maintained a closed liar
stoning with all the DICs of Manipur & Nagaland State throughout the year. The officers visited
the DIC’s as and when required in various routine and other back-up support. Also various
training courses / programmers were conducted with the help and association of DICs. All kinds
of assistance/support on matters of filing of E.M especially in providing necessary codes
(ASIC&NIC) through the applicants have been provided to DIC as and when required.

invited them to join various awareness program me on NMCP Scheme and VDPs to be
organized by MSME-DI, Imphal within a short period.
Shri Ajoy Bandopadhya, Director ,MSME-DI, Imphal along with the Dy, Director in
charge ,Br. MSME-DI, Dimapur visited Cement Cluster, Dimapur on 14/09/2015 along
with Joint Director Dept ,of Industries & Commerce, Govt, of Nagaland, Ex, Engineer,
Junior Engineer, GM (DIC) Functional Manager (DIC) Inspector (DIC)
The inspected team visited Kovanala area where the Mega Food Park was proposed to
set up by Govt, of Nagaland in 50 acres,5 acre was allotted to SPV of Dimapur Cement
Cluster by State Govt, Director and the team were satisfied about the land allocation as the
same is well connected by road and electricity facility are available and also this location is
25 km from main town of Dimapur.
Then the team visited 10 nos of Cement Cluster units within a Jurisdiction of 50 km
radius. During the visit ,the team interacted with entrepreneurs and the Cluster
development Scheme of M/o MSME was discusses in detail as how to meet the needs of
Cluster units, what will be benefit by the schemes etc. All members of the team were
satisfied with the progress of Cluster activity.
The Director advise the Deputy Director i/c Br, MSME –DI, Dimapur to organize one
day interactive session with all the cluster actors along with GM(DIC) their needs of
training, trust building, capacity building and technology needed by them in the cement
cluster at Dimapur ,Nagaland.
RUSOMA HANDICRAFT CLUSTER VISIT ON 15/09/2015 AT KOHIMA.
Director, MSME-DI, Imphal along with D, Director i/c Br, MSME-DI, Dimapur visited
Rusome Handicraft Cluster at Kohima on 15/09/2015 along with additional Director, Join
Director, Dept, of Industries GM(DIC) Kohima and other officers visited Rusoma village.
Seven units of the Cluster were visited by the team and interaction with act or about the
process and technology used by them was found obsolete. So ,now modern technology is
required for the productivity enhancement and quality product during the implementation
of CFC in the Cluster at Rusona.
The SPV has shown the visiting team, land & Building for Common Facility center for
the Handicraft Cluster at Rusoma village. The visiting team was very happy and
appreciated for the development of CFC and all infrastructure like road connectivity,
electricity water etc, are available within the premises of the land & building areas.
Under these circumstance the visiting team recommended immediate action from the SPV,
State Govt, to Submit detailed project report to the Dy, Director i/c Br, MSME-DI
Dimapur for further action.
