2.1 B. State-wise Power Scenarios of the Region & PSP
System operation during the month of June 2018 was satisfactory. Theregional demand (Ex-bus) was 51082 MW. The corresponding peak shortfallwas in the range of 167 MW (peak deficit of 0.32 %). The energy requirementduring the said period was 31,236 MUs (Ex-bus).The power supply position for the month of June 2018 was as follows:

Item No. 3: Operational Planning3.1 Proposed planned maintenance programme of generating units.
The maintenance programme of generating units for the months July &August 2018 is given in Annex 3.1.
The Sub-Committee may kindly discuss and finalise the outage schedule ofgenerating units for the above period.
3.2 Outage programme of transmission lines/elements.List of proposals for transmission elements outage to be availed during the
months of 23rd-31st of July 2018 & August 2018 is given in Annex 3.2.
The Sub-Committee may kindly discuss and finalise the outages of thetransmission elements.
3.3 Anticipated power supply position for the months.Details of anticipated restricted & un-restricted demands for the months of
July & August 2018 are given in Annex 3.3.

Item No. 5: System disturbances in western region.There was no major grid disturbance in the Western Region during the
month of June, 2018. However the details of minor incidences during the monthreceived from WRLDC are enclosed at Annexure-5.

Item No. 6: Healthiness status of SERs/DRs.The status of healthiness of SERs/DRs is given at Annexure-6.All the Constituents are requested to update the status of healthiness of
their SERs/DRs before the meeting.

Item no. 8: Miscellaneous Operational Items
8.1: Quarterly review of Crisis Management Plan (CMP) and Physical &Cyber Security (P&CS) in power sector
All constituents are requested to submit current status of CMP andP&CS report (constituent wise) for the First quarter (April to June 2018) asper format enclosed at Annexure-8.1.
All other constituents are requested to submit the Status Report.
8.2: Monitoring of Schemes funded from PSDFAs per the decision taken in NPC meetings, RPC may follow up with
the utilities regularly in OCC to expedite the completion of variousapproved schemes by giving due priority. Accordingly, WRPC has beentaking up this issue in OCC forum for discussion.

In this matter, the details related to State-wise sanctioned grant anddisbursement amount for the approved schemes to be funded from PSDF isattached at Annexure-8.2A.
Also, as per the procedure, the utilities are required to furnish theinformation in the prescribed format by first week of every month on regularbasis to Member Convener, PSDF project monitoring group (AGM, NLDC,POSOCO) with a copy to NPC & WRPC division. A copy of prescribed format isattached at Annexure–8.2B.The utilities may update the current status of progress of scheme under PSDF.
8.3 State-wise details for Installation of capacitors to befurnished to WRPCIn accordance with provision in clause 1.5 (ii) of IEGC, “RPC shall file
monthly report on installation of capacitors by states vis-a-vis therequirement/targets, as decided in the RPC”
SLDC’s /DISCOMs are therefore requested to expedite the matter andensure to furnish the status of capacitor report in format attached at Annexure8.3 on monthly basis regularly. SLDC’s are also requested to compile thedetails of various utilities and send the compiled report of entire state by 8thday of every month.
The Sub-Committee may like to discuss the same.
8.4 Replacement of the CVTs of 220kV TAPS-Borivali, TAPS-Vapi and TAPS–Bhilad feeders at TAPS 1&2 by MSETCL &GETCO.
NPCIL vide its letter dated 28.06.2018 informed that the CVTs of 220kVTAPS-Borivali, TAPS-Vapi and TAPS–Bhilad feeders at TAPS 1&2 remained inservice for more than 48 years and communicated to MSETCL/GETCO for thereplacement of CVTs. NPCIL also informed that the failure of these CVTs willaffect the availability of these lines and also will result in grid transient.
NPCIL informed that issue was taken up with MSETCL and GETCOofficials many times through telephonic talk and email and was also discussedin 501st OCC meeting. MSETCL/GETCO assured that this CVT replacementwill be done within three months (by the end of March 2018), but till date thereplacement has not been done.

CE, SLDC, Maharashtra told that they have received letter from TAPS andit has been forwarded to O&M division of MSETCL. He further told that presentlyCVT spares are not available with MSETCL and once the spares are available,the CVT replacement work will be expedited. He ensured that within two to threemonths, entire CVT replacement work will be over from Maharashtra side.
CE, SLDC, Gujarat told that they have not received letter from TAPS 1&2.They requested a written copy from TAPS 1&2 so that the CVT replacement workfrom Gujarat side can be take-up with STU, GETCO. TAPS 1&2 representativeagreed for the same.
The Sub-Committee noted as above.

8.5 Replacement of overhead line earth wire for Tarapur–Borivali, TAPS-Boisar, Tarapur–Bhilad and TAPS-Vapi lines.NPCIL vide letter dated 28.06.2018 informed that 220 kV line tower
emanating from TAPS 1&2 for MSETCL, which carries Tarapur–Borivali &TAPS-Boisar lines and another 220kV line tower for GETCO, which carriesTarapur–Bhilad & TAPS-Vapi lines. The overhead earth wires of these lines arearound 50 years old and found deteriorated at many places due to coastalatmosphere. NPCIL observed that, these earth wires are breaking frequentlyduring the monsoon and tripping of lines takes place. These earth wires atseveral places of above MSETCL/GETCO towers are kept disconnected and notnormalized yet. These earth wires need urgent replacement in view of gridstability.
NPCIL also informed that, damaged overhead earth wire of 220 KVTarapur–Borivali line between tower no. 01 and 02 at TAPS 1&2 premises wasremoved by MSETCL on 25.03.2018. The same line tripped on 17-06-18 at13:15hrs due to snapping of earth wire between tower no. 10 to 11 and it wasremoved by MSETCL. Both the earth wires are not yet normalized. The samewas the issue with GETCO lines. The earth wires are kept removed at someplaces and not normalized back.

NPCIL requested MSETCL & GETCO to take up line survey for earth wirehealthiness checkout & replacement by MSETCL/GETCO.
MSETCL/GETCO may update and Sub-Committee may like to discuss thesame.
8.6 Additional RoE for transmission elements of PGCIL under“inter-regional system strengthening scheme in WR andNR (part-b)” project commissioned within CERC specifiedtimeline.
AGM (commercial), PGCIL requested WRPC to issue certificate for earlycommissioning of transmission elements as per CERC tariff regulation2014-19 Chapter 6, clause 24(iii) which states that
“additional RoE of 0.5 % may be allowed if any element of thetransmission project is completed within the specified timeline and it iscertified by the regional power committee/national power committee thatcommissioning of the particular element will benefit the system operationin the regional/national grid.”

During 508th OCC meeting, SE(opn.) briefed the OCC forum about the request
made by M/s PGCIL and asked AGM(Commercial), PGCIL for additional
clarifications.
1. Whether Conversion of line reactor into switchable line reactor is eligible foradditional RoE?
2. Whether the time line of 36 month for carrying out the work listed at sr. no.1 is in line with the regulations?
3. PGCIL may furnish details of discussion with regard to planning of theelements in SCM PGCIL representative replied that all the elementsmentioned at sr. No. 1 to 3 are part of Inter-Regional System strengtheningscheme in WR and NR (Part-B). He stated that the time line given againstelement at sr. No. 1 is actually a time line for a transmission line given inregulation. During discussion, CE, SLDC Gujarat and CE, SLDCMaharashtra agreed that the commissioning of all the elements mentionedabove have definitely benefitted the system operation in the regional gridhowever they expressed their disagreement on 36 month time line forelement at sr. No. 1 (for conversion of line reactor into switchable linereactor). They jointly stated that the work of conversion of line reactor intoswitchable line reactor need very little time and expressed concern aboutthe timeline of Sr No.1 and requested to review the timeframe.
SLDC MP representative said that Element at Sr No.1 does not qualify forRoE.
WRLDC representative informed that:
1. Switchable line reactor isolates the reactor in case of fault in reactor andline tripping will be avoided.
2. Due to the commissioning of Jabalpur Orai double ckts along with linereactors, ATC and TTC of WR to NR increased.
3. Due to the LILOing of Satna-Gwalior at Orai S/s, loading of Gwalior-Agralines has been reduced substantially.
After long discussion, all states agreed that the elements at sr. No. 2 and 3 are
beneficial for system operation in the regional grid may qualify for additional
RoE.

At the end of discussion, the following decision were taken during 508thOCC meeting:
(1) PGCIL & WRLDC shall prepare list of benefits due to earlycommissioning of all the three elements which are under considerationfor additional ROE in accordance with the regulation.
(2) WRLDC shall explain the listed benefits due to early commissioning of allthe three elements to the forum in the next OCC meeting.
PGCIL & WRLDC may brief about the benefits to the system operation due toearly commissioning of above elements

a. All the SLDCs may apprise the OCC regarding the actions taken to controlthe over voltages at nodes given in table-1.
b. Concerned utilities to expedite revival of the bus reactors and line reactorsunder prolonged Outage LR would further help in for better voltageregulation.
c. Considering high voltages in monsoon period utilities are advised to deferplanned outage of line and bus reactors.
3. MVAR absorption by Generating stations to control high voltageEven after taking Bus Reactors, Line Reactors, Switchable Shunt Reactors inservice and opening lightly loaded lines, high voltages are observed at most ofthe EHV nodes during off-peak hours. In addition to this, 765/400kV ICTs tapposition were changed at Satna-PG and SIPAT NTPC. In view of inadequateshunt reactive compensation, the generating units are being advised tocontribute in voltage regulation by operating their units in under-excited mode(absorb Reactive Power) within the capability curve.The MW, MVAR and Voltageof generating units was analyzed for the month of Jun’18 with the help ofSCADA data available at WRLDC. The list of generators injecting MVAR into thegrid even when the bus voltage is above nominal are given below.1. IPPs: Essar Mahan, RKM, GMR-CG, Dhariwal, DB Power, Jhabua2. ISGS: KSTPS (U#3, U#2)3. Gujarat: Wanakbori (U#4, U#5 & U#6)4. Maharashtra: Koradi (U#8 & U#9), Bhuswal (U#4 & U#5); Chandrapur(U#7)5. M.P. JP Bina(U#1, U#2), Singhaji (U#1 & U#2)
Workshop on Reactive Power management and Reactive Capability tests wasconducted jointly by WRLDC and SLDC Gujarat at Wanakbori Thermal PowerStation.SLDC Gujarat may update progress.
All the concerned utilities to update the plan to adjust setting of the AVR/ GT tap so as to enable generating units to contribute in voltageregulation within capability curve.

4. Persistent High voltages in GujaratHigh voltages are observed in Saurashtra area like Amreli, Jetpur, Chorania,Hadala, Vadinar, Vadavi etc. During night hours, around 10 lines are kept outdue to high voltages which also impacts system reliability. It is also known,BR’s at Jetpur (2 No.), Chorania (1 No.), Hadala (1 No.), Asoj (1 No.), Kanasari (1No.) are not available due to CSD problem. 400kV Chorania – Amreli has beenfrequently tripping on over voltage. CVT issues to be analysed for suchtripping.
It is also observed that VAR injection from LV side to HV side in ICTs atVarsana, Mansar, Chorania, Amreli, Kasor during high voltages in 400kVnetwork.
Amreli ICTs – Max upto 40 MVAR during a particular dayChorania ICTs – Max upto 60 MVAR during a particular dayVarsana ICTs – Max upto 180 MVAR during a particular day
SLDC Gujarat may furnish alternate measure to be taken for non –availability of above BRs for voltage control.
5. Outage Coordination IssuesIssues with respect to restoration of interregional lines after completion ofoutages are observed. It is seen that utilities are requesting for charging codebefore NBFC permit cancellation. Thus leading to delay in restoration of lineafter issuing code, while it is expected to have the line charged within 30minutes of code issued.Restoration of Lines which are kept out on high voltagesare delayed by 1 -2 hrs after issuing the code. Even the reason for such delaysare not specified by POWERGRID RTAMC. (On 03-07-18, WRLDC code vide198, NLDC code vide 73 was issued at 11:10 hrs for restoration of 765kVAurangabad – Padghe -2 which was kept out on H/V but the line came intoservice at 13:25 hrs.)

Normally only one line from Aurangabad – Padghe D/C is kept in service tocontrol loading on Kala ICTs and also for controlling high voltages. Tripping ofthis line leads to heavy drop in voltages at Padghe, Boisar, Vapi, Kala especiallyduring day hours.
POWERGRID to apprise the OCC members on the reason for frequent tripping ofthe line and the corrective measures being taken.
7. Black Start mock drill Exercise in Western RegionAs mandated by IEGC, the Black start capable units need to conduct mockblack start exercises once in every 6 months. Western Region has 29 generatingstations with black start capability. As per the information available withWRLDC, only 8 black Start stations have completed the Mock exercise in theyear 2018. The proposed tentative schedule for for black start mock drill isgiven below
Constituents/regional entities are requested to plan the Mock exercise of their blackstart units and submit their plan for compliance of IEGC regulation 5.8(b).

8. Follow-up of agenda items discussed in past OCC meeting
i. Installation of PMU for observability of dynamic performance ofSTATCOMsFor dynamic reactive VAR compensation in Western Region, fourSTATCOM’s were approved in 36th SCM of WR. In order to monitor thedynamic performance of the STATCOM+ MSR / MSC, it is desired to installPMUs at STATCOM locations (SATNA PG, Gwalior PG, Aurangabad PG andSolapur PG). The matter was already discussed in the 505th, 506th and 507thOCC meeting. In 507th OCC meeting POWERGRID informed that joint surveywith GE for feasibility to extend the CT/PT wiring to PMU would be carriedout and PMU data of STATCOM locations shall be made available toWRLDC.Subsequently during 508th OCC meeting, it was discussed that shifting ofless important feeder PMU to STATCOM to expedite installation and WRLDCwould suggest the feeders list.Following feeders connections to PMU may be removed and extend toSTATCOM
1. 400 kV Satna-Bina ckt-I or ckt-II at Satna2. 400 kV Aurangabad-Boisar ckt-I or ckt-II at Aurangabad3. 400 kV Solapur-Karad at Solapur
POWERGRID to update the progress in this regard.
ii. Synchronous Condenser Mode of Operation at GhatgharDuring 505th& 506th OCC meeting, WRLDC advised Maharashtra SLDC toexplore the possibilities of operating Ghatghar machines in synchronouscondenser mode of operation to improve the voltage profile at 220 kVGhatghar and 220 kV Kalwa.
Maharashtra SLDC vide its email dated 23.04.18 submitted the concerns ofGhatgar Hydro Power Stations to operate the machines in condenser modeas given below.
i. Operation in condenser mode requires the continuous water depressionof draft tube. This is achieved by the pressurized air from the waterdepression compressor. These compressors are imported compressorsand there are issues in the procurement of the spares for thesecompressors.
ii. There is no mention about the operation of machines in condenser modein the power purchase agreement (PPA). Being a policy matter, theproposal to be put up with higher officials.
Maharashtra to update the status as mentioned above.
iii. Compliance to LVRT by Wind Turbine Generators connected at 66 kVand aboveRegulation Part II (B2) (3) and Part II (B3) of the CEA (Technical Standardsfor Connectivity to the Grid) Amendment Regulations, 2013 notified on 15thOctober 2013 and the CERC order dated 05.01.16 in PetitionNo.420/MP/2014 mandates compliance of LVRT in all Wind Turbine

Generators (except for Stall Type WTGs) having capacity more than 500 kWconnected to voltage level of 66 kV and above.
During 504th, 506th OCCM and 3rd REIF meeting, WRLDC highlighted theimportance of LVRT to prevent simultaneous loss of generation from RES.All SLDCs were informed to compile the information as following.a. Capacity of RES in the State that is exempted from LVRT : Stall type /
Capacity below 500 kWb. Capacity of RES in the State that is mandated to have LVRTc. Capacity of RES in the State that is LVRT compliantd. The present methodology of checking LVRTcompliance in vogue for giving
clearance for integrationGujarat and Madhya Pradesh submitted the data during 3rd REIF held on17.04.18.
Maharashtra submitted the data on 13.06.18.
iv. Parallel operation of 220kV Kolhapur_MS(WR)-Chikodi(SR)and 220kVTalangade-Chikodi lines with other WR-SR Inter Regional lines220kV Kolhapur_MS (WR)-Chikodi (SR) and 220kV Talangade-Chikodi linesare natural interstate line between Maharashtra in WR and Karnataka inSR. These lines are operated in radial mode to supply power fromMaharashtra to Karnataka.During 505th& 506th OCC meeting, WRLDC shared the merits of utilization of220kV Kolhapur_MS(WR)-Chikodi(SR) and 220kV Talangade-Chikodi linesfor inter-regional power transfer with ISTS status.During 508th OCCM,Members of OCC suggested that the lines may be takeninto operation asthere are constraints only during few months. In case ofhigh loading ofKolhapur ICTs in any time, the lines can be opened.
SLDC Maharashtra to apprise the OCC, regarding the actions taken to operate
the lines in synchronous mode.
9. Introduction of Five Minute Scheduling,Metering, Accounting andSettlement inIndian Electricity MarketThe Forum of Regulators (FOR) had constituted a “Technical Committee forImplementation of Framework on Renewables at State Level” to facilitate largescale grid integration of renewables. In the 11th Meeting of the FOR TechnicalCommittee held on 28th March 2017, while deliberating the subject of shorterscheduling and settlement intervals, FOR Technical Committee membersappreciated the need to move to 5-minute scheduling and settlement in view ofthe increasing RE penetration. For working out the modus operandi regardingmigration to 5-minute scheduling, metering, accounting and settlement, it wasdecided that a sub-group would be constituted comprising CEA, CTU, RPCs,POSOCO and CERC Staff which would examine these issues in further detailand submit its report to the FOR Technical Committee.The Sub-Group Report on “Introduction of Five Minute Scheduling,Metering, Accounting and Settlement in Indian Electricity Market” wasavailable athttp://forumofregulators.gov.in/Data/Reports/5.pdf

The sub-group deliberated on various pros and cons of moving to 5-MinuteScheduling, Metering, Accounting and Settlement along with associatedactivities. The sub-group studied the policy mandate and the regulatoryprovisions for moving towards ‘fast’ electricity markets in the presentframeworks. The sub-group also carried out review of international case studiesof Australia, USA etc. for the deeper analysis of challenges and solutions fortransition to five-minute scheduling and settlement. Thereafter identifiedsuitable amendments required in various Regulations including Grid Code andCEA Metering Regulations. The sub-group has evolved a detailed action plan formigration to the five-minute scheduling and settlement in a phase-wisemanner.
