Adaptive Management & Integrated Stormwater Management Plans

• Late 1800’s settlers dyked and dammed local rivers for agricultural purposes

• 1970’s the City of Surrey adopted the “Natural Drainage Policy”

• 1980’s & 1990’s, the City undertook Master Drainage plans (MDPs) for entire City

• MDPs were refined in land use planning projects called Neighbourhood Concept Plans (NCPs).

• 1997 East Clayton Sustainable Community NCP developed where new visions in storm water management were incorporated

• Late 1990’s concept of Integrated Storm Water Management plans (ISMP) as part of LWMP

• ISMPs updated with new Integrated Liquid Waste & Resource Management Plan

Integrated Liquid Waste and Resource Management Plan (ILWRMP)

In approving the Regions ILWRMP, the Minister added a condition that local governments needed to follow - Condition 7:

Member municipalities, with Metro Vancouver, will develop a program to monitor stormwater and assess the effectiveness of Integrated Stormwater Management Plans.

The program will use a weight of evidence performance measurement approach.

As a result, the Adaptive Management Framework (AMF) Monitoring and Reporting procedure was developed

Goals:• Be cost effective • Use indicators which are directly related to watershed health and

useful without long term data records • Recommend technically sound and consistent monitoring practices• Link monitoring results to relevant adaptive management practices• Stimulate continuous improvements in watershed health

Adaptive management practices

(AMP) are steps taken in response to

the degradation of watershed health

South Newton Monitoring• Project involved monitoring 2

adjacent catchments of similar size and development. The one development installed significant on-lot BMPs to reduce runoff while the other relied on downstream community detention.

• Monitoring was designed to look at how the BMP development runoff compared to the none BMP development runoff to answer the question:

“Can on lot BMPs effectively manage short and long duration rainfall events?”

• BMPs installed function for small events

• BMPs have limited value during a long or significant rainfall events

• Combination of on-lot and street level BMPs combined with community detention is likely the best management option

• Additional monitoring is continuing for another couple season to confirm the results.

Boundary Bay Ambient Monitoring Program

• The City of Surrey is building off of the Boundary Bay monitoring program to better identify, trace and manage water quality throughout the City.

Key examples of using data to solve pollution issues include:o bacterial source tracking Cloverdale canal and working with polluter

to resolve issueo Agricultural and water quality education or property owners along key

tributaries of the Little Campbell River
