THE ACEH RENAISSANCE MISSION

The Province of Aceh in the Republic of Indonesia has for a long time

not being able to receive and enjoy adequate benefits of modern

development to the levels that have been enjoyed by the other Indonesian

provinces in Sumatra, Java and other parts of the country. Furthermore the

Province of Aceh has long suffered from political instability, internal war

conflicts, lack of peace, shortage of funds, the side effects of the long drawn

conflict between the Aceh Liberation Movement (GAM) and the armed forces

of the Republic of Indonesia. Note that the GAM forces have been fighting for

some 3 decades against the central government for independence.

The 2004 tsunami further worsened the deplorable conditions of the

local populations. However the local populations have not fully recovered

from decades of war torn events and the tsunami and currently living in

poverty. The Province of Aceh though peaceful still remain very much in the

backwaters and require enormous rehabilitation and development.

After 10 years with good security and economic growth it is timely to

consider the opportunity to participate in the development of the Province of

Aceh.. For the investors, with the support of the business oriented local

government this is golden opportunity to start business.

Aceh province on the western island of Sumatra is a very strategic

region to develop as a New City base on Islamic civilization concept, especially on

Islamic Shariah Tourism, Halal Fish Industrial Park, plantation of fruits, vegetables

and other. Aceh is the region that is beginning to build and develop with the

potential of large tracts of land for property development at a low price or

have vast oceans as a source of the best fish in the world. And the most

important, the location of Aceh in the growth center of the world, such as China,

India, Japan, Arabia, Australia and Southeast Asia. (Refer to the map)

Shariah tourism is projected to grow since the world’s Muslim population

will reach 2.2 billion, or around 26.4 percent of the world’s population (8.2 billion) in

2030. According to the State of the Global Islamic Economy 2012 research that was

conducted by Thomson Reuters, Muslims spent 16.6 percent of worldwide food

spending. The figure is projected to increase. Meanwhile, in 2012, the Muslim

population spent US 37 billion in travelling (excluding haj and minor haj), which is

equal to 12.5 percent of global spending. This number is forecast to reach US 81

billion by 2018.

Aceh province in the Law of the Republic of Indonesia is a special

autonomous region. Among its speciality; as a province in Indonesia, it may regulate

its own economic system and allow for the holding of direct investment (Foreign

Direct Investment) with parties outside the country while the Government of Aceh is

actively build economic infrastructure, including an international airport in Banda

Aceh.

Alhijrah Group with Alhijrah Airlines will open flight routes from Banda Aceh

to Middle East (Jeddah – Madinah – Riyadh) and Kuala Lumpur.

Bandar Aceh Darussalam had ever

enjoyed its golden era under the

great leader Sultan Iskandar Muda

(1607-1636). According to studies

by the historians (Denis Lombard),

this policies effect of his

preceding Sultan (Sultan Alaiddin

Riayatsyah Sayyid al-Qahhar -1630

and Sultan Alaiddin Riayatsyah

Sayyid al-Mukammil-1604) that

have made Bandar Aceh as a

Maritime Kingdom and able to

maximize its maritime potency.

evidentially brought the Aceh

Kingdom to reach its golden era

and brought prosperity to its entire

community.

Aceh province has a land area of 57,365.57 km2, coastline of 1,660 km long, the sea water area of 295,370 km2, consisting of territorial waters and islands covering an area of 56,563 km2 and the Exclusive Economic Zone of 238,807 km2. This region consists of a cluster of large and small islands amounting to 180 islands. There are more than 3,000,000 ha virgin forest with 173 important rivers that make Aceh most

potential areas in maritime and fishery sector.

The potency of territorial waters

and islands of Aceh is estimated

at 220,090 tons and the EEZ at

203,320 tons. The potential

maximum sustainable yield

(MSY) of the territorial waters

and islands is 110,045 tons and

the EEZ is 162,656 tons. The

overall utilization rate reaches

130,271 tons or 47.77%. There is

an opportunity for development

of 52.23%. Therefore, based on

this data, the potential fishery of

Aceh is more than 250,000 tons

per year, or about USD 500

million per year.

Development of catch fishing post-earthquake and tsunami disasters in Aceh Province is expected to be a source of new growth (engine of growth) to the regional economy. The important thing that much supports the fishing activities is the availability of a fishing port that is adequate and able accommodate various integrated and environmentally friendly

industry oriented maritime and fishing activities.

Economic-politically, some reasons that justify the

Maritime Industrial Park development idea in Banda Aceh, are:

Firstly, the Aceh water territory is the gateway of

international maritime trade route that links the Indonesian waters

with the countries, such as Thailand, Vietnam, Cambodia, India,

Iran, the Middle East, Africa and others.

Secondly, the Indonesian Ocean with its EEZ waters that is

located within the Aceh territory has not experienced excessive

exploitation, thus, if developed in the framework of area

development in which Sabang is as its development center will be

able to become a new economic power basis in the western region

of Indonesia after Batam. Viewed from the international political

stand point, development of Sabang will form a new economic

buffer that is able to compete with Singapore and Malaysia so that

implies to the enactment of AFTA and WTO.

Thirdly, in national politic basis, development of this catch

fishing is expected to be able to provide the political impact on the

strengthening of national integrity.

A comprehensive and advanced Sports

Complex is proposed as one of the main

attraction within Indrapuri. It

encompasses an Olympic-sized stadium

with seating capacity of 60,000 and a

complete track and field facilities.

The Indoor Stadium which seats 8,000

people offers a multi-use sporting floor fit

for tennis, basketball and other small-

scale events inclusive of gymnasium,

weight room, and other standard

facilities.

An exciting addition will be the Aquatic

Center that houses an Olympic pool and

The Central Business District features an

organized collection of low-rise shopoffices,

bazaar, attractive shopping malls and office

suites.

It is also envisaged to have its own financial

sub-district whereas all the banks and

financial institutions outlets will be located

to create a unique commercial hub for the

T r a n s p o r t a t i o n H u b

An integrated public transportation mode

will be extensively promoted to be

energy efficient and minimise air

pollution. These are monorails, LRT, and

shuttle buses.

Nevertheless, a comprehensive road

network system have also been

designed to facilitate the ease of

movement from highway, arterial roads,

airport, ports, and other transportation

hubs which are essential for any

metropolis.

Apart from expressing the indigenous

architectural forms, the whole residential

design approach will adopt a ‘resort-like

atmosphere in which dwelling units are ‘free’

and yet clustered within a community.

Each commune will be buffered with open

spaces and gardens. Neighborhood shops

and other amenities will be developed within

1 km radius to ease the daily transaction

between residents and their service

providers.

The scale of each neighbourhood is

determined by appropriate densities

depending upon intrinsic values, hierarchy,

and the proximity to adjacent open space.

Neighbourhoods are designed in a way that

roads and utilities follow contours to avoid

unnecessary grading of the land whilst

optimizing views from the homes.

Each area or clusters of houses will also

be provided with a comprehensively paved

pedestrian trails.

Centralized parking area will be provided

within close distances at the edge of each

housing area. Residents are encouraged

to either cycle or walk regularly using the

trails.

Alternately apart from driving, a monorail

or LRT system will be introduced in the

future to ease circulation between

residential zones and the surrounding

development.

is proposed next to the existing waduk to

capture both its natural beauty and for

irrigation purposes.

The course’s layout will be unique and

challenging due to its low-lying narrative

valley and yet canvassing the Bukit

7.0 Cost of Development

The purpose of proposing the cost estimate for the total proposed

development is just to give an idea the amount of funding that shall be

required.

The final cost shall depend upon the followings:

• Actual topographical survey;

• Final design or project briefs of all government’s premises;
