1. Aim

Theseordersdefineunitorganization,regulationsandtermsofreferencethatdonotchangefrequentlyandpromotetheefficientoperationoftheSquadron.

2. Boundaries

TheseordershaveeffectwithintheSquadronfacilityonHomesteadDrive,andallotherlocationsusedfromtimetotimebytheSquadron.

3. Jurisdiction

SquadronStandingOrders(SSOs)areissuedundertheauthorityoftheCommandingOfficer(CO),779Squadron.TheseordersarepreparedforCadets,Officers,CivilianInstructorsandVolunteerstodescribeexpectationswhileparticipatinginmandatory,complimentaryandoptionalSquadronactivitieswithintheboundariesoutlinedabove.

4. DistributionandAmendment

Theseorderswillbeineffectupondistributionandsupersedepreviousissuedorders.ItistheresponsibilityofallmemberstoreadandbefamiliarwiththeSSOs,aswellasanyamendmentsoradditionsastheyaremade.TheSSOswillbeavailableelectronicallytoallmembers,parentsandguardians.PapercopieswillbeavailableintheOrderlyRoomforreviewandreference.Acopywillbepostedonwww.779aircadets.com.AllSquadronStaffmembersorCadetswhohavequestionsconcerningtherationaleorapplicationofaprovisionintheSSOs,orwhowishtosuggestanamendmentoraddition,canbringthesematterstotheattentionoftheCO.

5. Conflict

IfaconflictexistsbetweentheSSOsandanorderorregulationgivenbyhigherCanadianForcesOrganizations(e.g.,NatlCJCRSpGp,RCSUCentral,SWOAZone1)orauthorizedcivilianorganization(e.g.,AirCadetLeague,Police),thehigherauthorityshallprevail.

1.0 Personnel1.01 DutiesandResponsibilities1. AllOfficers,CivilianStaffandCadetsareresponsiblefortheproperandsafeexecution

ofalldutiesandinstructionsassignedtothembyahigherauthority.2. AllmembersofthesquadronstaffareexpectedtobepresenttosupportSquadron

trainingduringmandatory,complimentaryandoptionalactivities.3. Supervisionrequirementsforactivitiesoutsideofregulartrainingnightswillbe

scheduledinadvanceasfaraspracticablewiththeaimofequaldistributionofresponsibilityamongOfficersandCIs.

4. Allcadetsandstaffaretoconductthemselvesatalltimesinamannerthatbringscredit

totheCanadianForces(CF)andCanadianCadetMovement(CCM).5. DutiesandResponsibilities–Cadets,areoutlinedinAnnexD.1.02 CommandandControl1. TheViceChiefofDefenceStaff(VCDS)hasultimateDecisionandDeliveryauthorityover

thecadetprogram,throughtheCommanderCadets,andtheirsubordinates.2. TheCOof779isdirectlyresponsibletotheRegionalCadetUnitCommandingOfficer

(RCO)andtheirsubordinatesintheLondonAreaTrainingOffice(Officer-in-ChargeLondonArea,ZoneTrainingOfficerLondon1).

3. TheCommandTeamModelwillbeusedformattersofSquadronactivityplanningand

management;however,theCOhastheultimateauthorityformakingthefinaldecision.TheCObearsfullresponsibilityforalldecisionsmadewithintheunit.

1.03 ChainofCommand1. AlldepartmentheadsreporttotheCommandingOfficer.2. TheSquadronWarrantOfficerreportsdirectlytotheCO.3. StaffandCadetswillobservetheChainofCommandatalltimestoensuretheefficient

andeffectiveflowofinformation.4. CadetsmayrequestameetingwiththeCommandingOfficeratanytimeforissues

whichfalloutsidethenormalhierarchicalresponsibilitiesoftheChainofCommand.

5. AdetailedSquadronOrganizationChartislocatedatAnnexA.1.04 DutyPersonnel1. AdutyrosterwillbepublishedintheWeeklyRoutineOrders.Itwillbemaintainedby

theAdministrationOfficerinconsultationwiththeSquadronWarrantOfficer.2. TheDutyOfficerwillberesponsibleforensuringtheweeklyscheduleisfollowed,

lockingupthebuildingafterallcadetshaveleft,andanyothertasksasrequiredduringthedutyperiod.

3. TheDutyNCMwillberesponsiblefordeliveringcompletedattendancetotheAdminO

beforethestartoffirstperiod.TheDutyNCMwillalsoberesponsibleforensuringthesquadronbuildingisleftinatidystatebytheendofthetrainingnight.

4. TheDutyJuniorNCMwillassisttheDutyNCMincompletingtheirtasks.1.05 CadetRankPromotions1. AllcadetpromotionsshallbemadeincompliancewithCATO13-02,Merit-BasedCadet

RankPromotions.2. RankpromotionisaprogressionmodeldirectlylinkedtotheLeadershipTeamModel

whereincadetsmayberecognizedforproficiencyinthetrainingprogramandawardedsuitableadvancementopportunities.

3. Promotionsarenotautomaticandacadetmayonlybeawardedonerankatatime.4. ThebasicRankPromotionCriteriaasoutlinedinCATO13-02are:

a. PromotiontoLeadingAirCadet(LAC):participateintheLevel1programforaminimumoffivemonths;andberecommendedbyanOfficer.

b. PromotiontoCorporal(Cpl):holdtherankofLAC,havecompletedtheLevel1

trainingprogram;haveparticipatedintheCadetFitnessAssessment;andberecommendedbyanOfficer.

c. PromotiontoFlightCorporal(FCpl):completedatleastsixmonthsofservicein

therankofCpl;havecompletedtheLevel2trainingprogram;haveparticipatedintheCadetFitnessAssessment;andberecommendedbyanOfficer.

d. PromotiontoSergeant(Sgt):completedatleastsixmonthsofserviceintherank

ofFCpl;havecompletedtheLevel3trainingprogram;achieveaminimumof

‘CompletedWithoutDifficulty’inPO303–Leadership;haveparticipatedintheCadetFitnessAssessment;andberecommendedbyanOfficer.

e. PromotiontoFlightSergeant(FSgt):completedatleastsixmonthsofservicein

therankofSgt;havecompletedtheLevel4trainingprogram;achieveaminimumof‘CompletedWithoutDifficulty’inPO403–Leadership;haveparticipatedintheCadetFitnessAssessment;andberecommendedbyanOfficer.

f. PromotiontoWarrantOfficerSecondClass(WO2):completedatleastsix

monthsofserviceintherankofFSgt;achieveaminimumof‘CompletedWithoutDifficulty’inPO503–Leadership;haveparticipatedintheCadetFitnessAssessment;berecommendedbyanOfficer;andbeidentifiedasasuccessfulcandidatethroughthemeritboardreviewprocess.

g. PromotiontoWarrantOfficerFirstClass(WO1):completedatleastsixmonths

ofserviceintherankofWO2;berecommendedbyanOfficer;andbeidentifiedasasuccessfulcandidatethroughthemeritboardreviewprocess.

5. Additionalattributesthatwillbeconsideredbeforeanofficerdoesordoesnot

recommendacadetforpromotionare: a. dressanddeportment; b. conduct,disciplineandattitude; c. participation; d. responsetodirection; e. abilitytointeractpositivelyandcomfortablywithothers; f. abilitytomakesoundjudgementsregardingtheirownactions; g. willingnesstoacceptresponsibility; h. abilitytosolveproblemseffectively; i. abilitytocommunicateeffectively; j. abilitytosetapositiveexampleforothers;and k. initiative.

6. ThereisnolimittothenumberofcadetswhomaybepromotedtoLAC,Cpl,FCpl,Sgt,FSgtandWO2.ThemaximumnumberofvacanciesfortherankofWO1isone.

7. PromotionauthoritywithintheSquadronrestswiththeCommandingOfficer.1.06 LeadershipAppointments1. Tothefullestextentpossible,779Squadronwilladheretotheprinciplethatitisthe

CadetsthemselveswhooperatetheSquadron,withtraining,mentorshipandsupervisionfromtheadultStaff.

2. LeadershipAppointmentswillbeassignedthroughdesignatedpositionsandregular

taskingstomeetoperationalneedsandprovidethemaximumnumberofopportunitiesforcadetdevelopmentasactivityleadersandmanagers.

3. ParadepositionswillbeassignedinconsultationwiththeCommandTeam.Termsof

ReferenceforParadepositionsareoutlinedinAnnexC.1.07 TermsofReference1. TermsofReferenceforOfficersareoutlinedinAnnexB.2.0 SQUADRONOPERATIONS2.01 DressRegulations1. AllcadetsshallconformtoCATO55-04–AirCadetDressInstructions,whileinuniform.2. AllOfficersshallconformtotheCanadianForcesDressInstructions,A-DH-265-000/AG-

001,whileinuniform.3. CivilianInstructorsandVolunteersshalldressinappropriatecivilianattireduring

squadrontrainingactivities.4. OrdersofDresswillbepublishedinWeeklyRoutineOrdersforregularTuesdaytraining.

SeasonalchangesindressanddressforspecialtrainingnightssuchassportstrainingorphysicalfitnesstrainingwillalsobepublishedinWeeklyRoutineOrders(WROs).

5. DressrequirementsfortrainingactivitiesheldawayfromtheSquadronBuildingwillbe

specifiedintherelevantWarningOrder.

6. WhileundergoingRecruittrainingandpriortotheissueoftheiruniform,RecruitsareexpectedtodressonRegularTrainingNightsin:whiteshirt/blouse,blackpants,andblackshoes.

7. Uniformsareonlytobewornapprovedsquadrontrainingactivitiesandduringtravelto

andfromtheSquadronbuilding.8. Servingcadetsnotwearingtheiruniformwhileawaitingreplacementpartsorfor

medicalreasonsaretowearbusinesscasualclothing.9. AllCadetsmustmaintainthehigheststandardofdressatalltimes.Ourappearanceis

oneoftheonlywaysthepublichasofjudgingtheAirCadetProgram.Ahighorderofdeportmentmustalsobemaintained,notonlywhenonParade,butatanytimethattheindividualweartheuniform,suchasproceedingtoandfromtheSquadron.

2.02 Deportment1. Cadetsandstaffshallmaintainprofessionalappearanceanddeportmentatalltimesat

allcadetactivities,whetherinuniformorcivilianclothing.Muchofthepublic’sknowledgeandinteractionwiththeCanadianForcescomesthroughcontactwiththecadetprogram,thereforeallmembersmustbehaveinamannerthatbringscredittotheCanadianForces.

2. Cadets,whileinuniform,shallnotchewgum,slouch,saunter,placehandsinpockets,

smoke,walkarminarm,ordisplaysimilardeportmentthatwoulddetractfromamilitarybearingintheeyesofthepublic.

2.03 FormsofAddress1. Incivilianlifeweareexpectedtoshowcourtesytoothers.Cadetsareexpectedtodo

thesamefortheirsuperiors,subordinatesandpeers.2. WhileattendinganySquadronfunction,allpersonnelaretoaddresseachotherbytheir

rankandsurnameonly.Thisappliestoanyfunctionwhetherinuniformornot.3. Officers,CivilianInstructors,VolunteersandcadetWarrantOfficersmaybeaddressed

as“Sir/Ma’am.”4. CivilianDignitaries,Parents,MembersoftheSquadronSponsoringCommitteewillbe

addressed“Sir/Ma’am,”or“Mr./Mrs./Ms.,Surname”asappropriate.2.04 Saluting/PayingofCompliments1. Themilitarysaluteisatraditionaldemonstrationoftrustandrespect.Althoughthe

payingofcomplimentsvarieswithcircumstances,thepayingofcomplimentsbysalutingisafundamentalrequirementthatisindispensabletoAirCadetdiscipline.

2. Cadetswillsaluteallcommissionedofficers.OCdtsarenotcommissionedofficers,

howeverasalutegivenwillbereturned.3. WhenreportingonParadetoanindividualorgroupofpersons(e.g.,forapromotionor

otherrecognition),civilians,suchasLeagueorLegionmembers,SSCmembers,orspecialguests,willbepaidcomplimentswithasalute.

4. CadetsreportingtoanOfficerinaSquadronoffice,aftersaluting,willremainstanding

atAttentionuntiltheyaretoldtoenter.5. Betweensubordinateandsuperiorcadetranks,comingtoattentionandcheckingthe

armsshallshowproperrespect.6. TheseniorpersonortheCadetsittingclosesttothedoorwillcalltheclasstoAttention

bycalling“Room”,whenaninstructororOfficerenterstheroomandtheclasswillremainatattentionuntiltoldotherwise.WhenanOfficerentersaroominthemidstofaclassoractivity,theinstructormayexercisejudgmentastowhetherornotitisappropriatetocallRoom.

7. Salutingisnotrequiredinthefollowingareas: a. Theentrancehallwayofthesquadronbuilding.

b. Thehallwaybetweenthequonsithut,trainingoffice,classroomA,orderlyroomandsupplyoffice.

c. Thestairsuptothesecondfloor.

8. ACadetinuniformwhennotmarchinginaformation,shallalsosalute:a. whenpassingastaffcarflyingapennantorbearingdistinguishingGeneral

Officercarplates,indicatingtheoccupantisaGeneralOfficeroradignitary(GovernorGeneral,PrimeMinisteretc);

b. whenrecognizinganOfficerincivilianclothes;c. whenthenationalflagisraisedorlowered,inthefollowingmanner:

i. wheninuniform,facetheflagstaff,standatattentionandsalute;orii. whenincivilianclothes,removehat(ifworn),facetheflagstaff,standat

attention.d. cenotaphs;ande. duringtheplayingofNationalAnthems(includingGodSavetheQueen),the

LastPost,andReveille.

2.05 SquadronFireOrders1. SquadronFireOrdersarelocatedatAnnexE.2.06 Canteen1. Canteenwillbeoperatedonregulartrainingnightsfrom2000-2015.2. Canteenmaybeoperatedduringothertrainingatthediscretionofthesupervising

officerandwithconsultingoftheParentSupportCommittee/SquadronSponsoringCommittee.

2.07 Tagging/Fundraising1. Asanot-for-profitorganization,fundraisingisessentialtothesuccessfuloperationof

theSquadron.Allcadetsshallparticipateinaminimumiftwo(2)shiftsoftaggingduringeachoftheFallandSpringtaggingsessions.

2. Additionalfundraisingactivitiesduringthetrainingyearmaybeorganizedbythe

SponsoringCommittee.Participationbycadetsintheseeventswillbecanvasedasrequired,andwillbenotedaspartoftheparticipationcriteriawhenselectionsforpromotionandsummertrainingareconsidered.

3. NofundraisingactivitiesonbehalfoftheSquadronwillbedonebyanyoneunless

authorizedbytheChairoftheSponsoringCommittee.4. Nofundraisingactivitiesinvolvingstafforcadetswillbedonebyanyoneunless

authorizedbytheCO.3.0 TRAINING3.01 CadetProgramMandate 1. TheMissionoftheCadetProgramistocontributetothedevelopmentandpreparation

ofyouthforthetransitiontoadulthood,enablingthemtomeetthechallengesofmodernsociety,throughadynamic,community-basedprogram.

2. TheaimoftheCadetProgramistodevelopinyouththeattributesofgoodcitizenship

andleadership,promotephysicalfitnessand,specificallyintheAirCadetprogram,stimulatetheinterestofyouthintheairactivitiesoftheCanadianForces.

3.02 RegularTrainingNights1. TheTrgOisresponsibleforallactivitiesthatoccuronaregulartrainingnight.

2. RegulartrainingnightswillbeheldattheSquadronbuildingat3027HomesteadDrive,

MountHope,onTuesdayevenings.3. ThefollowingschedulewillnormallybefollowedonRegularTrainingnights: 1830-1845 OpeningParade 1850-1925 PeriodOne 1930-2005 PeriodTwo 2005-2025 Break 2030-2105 PeriodThree 2110-2130 ClosingParade 2130 Dismissal 4. ThetrainingschedulewillbepromulgatedbytheTrgOinadvanceofregulartraining

nights,withasmuchleadtimeaspracticable.5. Attendanceforregulartrainingismandatory.Aminimumof60%attendancein

mandatoryactivitiesisrequiredtosuccessfullycompleteeachtraininglevel.3.03 MandatoryTrainingActivitiesOutsideofRegularTrainingNights1. CertaineventsfallingoutsideofTuesdayeveningsarealsoconsideredmandatory(e.g.

FTXs,Tagging,RemembranceDayCeremony),andwillbeclearlyidentifiedassuchtoallcadetsbytheTrgOandtheirstaff.

3.04 OptionalTraining1. OptionaltrainingisdesignedtoaugmentleveltrainingandallowtheSquadronto

provideadditionalopportunitiesforcadetstomeettheaimsoftheprogram.2. Optionalactivitiescurrentlyofferedby779squadroninclude: a. MilitaryBand b. DrillTeam c. EffectiveSpeaking d. Debate e. GroundSchool f. RangeTeam

3. Althoughtheactivitieslistedaboveareoptional,commitmentandregularattendanceisrequiredifcadetswishtobeselectedaspartofcompetitionteams.

4. CandidateswishingtoapplyfortheGliderPilotandPowerPilotScholarshipsduring

summertrainingarerequiredtosuccessfullycompletetheGroundSchoolCourse,whichisrunfromSeptembertoJanuaryeachtrainingyear.

3.05 SummerTraining1. TheaimofSummerTrainingistosupportandenhanceSquadronTraining,byproviding

SquadronswithqualifiedCadetsatalllevels.SummerTrainingconsistsofGeneralTraining,BasicandAdvancedSpecialtyCourses,FlyingScholarshipsandtheInternationalAirCadetExchange.

2. CadetsmayqualifyforSummerTrainingcoursesprovidedthat:theysuccessfully

completetheappropriatetrainingLevel;arerecommendedbytheCO;haveparental/guardianconsent;andaremedicallyfittoparticipateinCTCactivities.

3. CadetSummerTrainingapplicationsareprioritizedbasedonCadets’training

assessments,andsuitabilityforthecourse.ThenumberofapplicantstheSquadroncanputforwardforNationalcoursesissubjecttoquotaswhichareoutlinedbyregionalandnationalauthorities.

4. TheCOhasfinalauthoritytoprioritizecadets,takingintoconsiderationthecadet’s

suitabilityforthecourse,participationinsquadronactivities,therecommendationsofstaff,anddiscussionswiththeSquadronSponsoringCommitteeChairperson.

5. Finalselectionsforcourseparticipationwillbemadeattheregionalandnationallevel.3.06 ClassroomUpkeep1. Classroomswillbemaintainedinanorderlymanner.2. Classroominstructorsshallensurethattheyleavetheclassroomclean,chairsandtables

arrangedneatly,andthatallgarbagehasbeenplacedintheproperreceptacles.4.0 ADMINISTRATION4.01 Attendance1. Attendanceisanimportantpartofacadet'scareeranditisconsideredanindicationof

theirinterestin,anddedicationto,thebenefitsandrewardsoftheAirCadetprogram.

Attendanceisoneoftheimportantcriteriausedwhenselectingcadetsforpromotions,summertrainingcourses,aswellasspecialactivities,awardsandtrophies.

2. EverycadetisexpectedtoattendallmandatoryTuesdaytrainingnights.Allcadetsare

requiredtoattendoneFieldTrainingExercisetofulfilltheirlevelrequirements.3. AllLevel1'sandLevel4'sarerequiredtoattendandparticipateinthePositiveSocial

RelationsforYouthtraining.4. Allcadetsareencouragedtoparticipateinoptionaltrainingandsupporttraining

activitiestofulfilltheirtraininglevelrequirements.5. CadetsarrivinglateonaTuesdaytrainingnightaretoreporttotheOrderlyroomupon

arrivaltothetrainingarea.6. ItistheresponsibilityofeachindividualcadettoinformtheSquadroniftheyareunable

toattendaregulartrainingornightorotheractivitytheyhavesignedupfor.CadetsmustinformtheirFlightCommander,orcallthesquadronphoneat905-679-6485andleaveamessageexplainingtheirabsence.

4.02 Leave1. After30days’absencewithoutleave,aCadetwillbeconsidered“NonEffective

Strength”andberequiredtoexplainhis/herabsencetotheCO.AdecisionwillthenbemadeconcerningtheCadet’scontinuedmembershipwiththeSquadron.

2. AnyextendedperiodofExcusedAbsencemustbearrangedthroughtheAdminOfficer

andapprovedbytheCO,inaccordancewithCATO13-30,CadetsExcusedAbsencefromLHQTraining.

3. AllCadetsshouldreportanychangeinaddressorcontactinformationtotheAdmin

Officerimmediately.5.0 SUPPLY5.01 HoursofOperation1. SquadronSupplyhoursare:

a. Paradenights,1815–2130

5.02 IssuingandCareofUniforms1. TheAirCadetuniformnormallyconsistsofthefollowing:1tunic,1shirt/blouse,1tie,1

wedgecap,1pairofpants,1parka(shellandwindbreaker/liner),1pairblackboots,and2pairofgreysocks.

2. ItemsissuedwillberecordedonformandsignedforbytheCadetinthepresenceofthe

SupplyOfficer.UniformsarethepropertyoftheSquadron,forwhichtheCadet’ssignatureindicatestheiracceptanceofresponsibility.Althoughtheuniformisissuedfreeofcharge,ifitisnotreturnedwhentheCadetceasestoparticipateintheAirCadetProgram,reimbursementmayberequiredfromtheparentsortheCadet(s).

3. Cadetsmayreturnuniformpartsthatareworn,damagedornolongerfittotheSupply

Sectionforexchangeatanytime.5.03 StoresEquipment1. AllitemsintheSupplySection,suchassportsequipment,ironingboards,camping

equipment,etc.,(exceptforbandinstruments)mustbesignedforonatemporaryloancardbyaCadetorStaffmember,whowillberesponsibleforthemandmustreturnthemassoonaspractical.

5.04 BandInstruments1. Bandinstrumentsmustbecatalogued,showingtheCadetwhowillberesponsiblefor

2. DisciplineintheCadetprogramisusedasateachingtooltoencourageyouthtodevelop

appropriatebehavior.Itmustatalltimesberespectfuloftheindividual,beeffectiveoverthelongterm,andpromotecharacterdevelopment.

3. AnysuspectedcriminalinfractionshallimmediatelybereportedbytheCOtothe

militaryorcivilianpolice.4. Disciplineisadministeredonaprogressivescale.Thelowestappropriatelevelof

disciplinarymeasurefortheinfractioncommittedisimplementedfirst.DisciplinaryactionisneverusedasameansofretaliationagainstaCadetandcorporalpunishmenttocorrectdeficienciesisforbidden.

5. Onceadisciplinarymeasurehasbeenassignedtoaninfractionandcarriedout,further

disciplineforthesameinfractionisnotallowed.Cadetsaregiventheopportunitytocorrecttheirbehaviorandcontinueddisciplinarymeasureswouldbeunproductive.ACadetmustbeallowedtolearnfromhisorhererror.

6. Theprinciplesofproceduralfairnessareadheredtointhedisciplinaryprocess.The

basicprinciplesofproceduralfairnessare:thatthedecision-makershouldbeunbiasedandimpartial;andthesubjectCadetmusthavebothadequatenoticeoftheallegation(s)andanopportunitytobeheardandrespondtotheallegation(s).

7. MisbehaviorbyCadetsisrecordedintheirSquadronpersonnelfileinordertoprovide

feedbackontheirperformanceandtojustifyanyadministrativeordisciplinaryactions.8. InanysituationwhereaCadetisallegedtohaveactedinappropriately,allsidesofthe

issuemustbeexploredinamannerconsistentwiththerequirementsofproceduralfairness.OncetheCOhasobservedorreceivedareportofmisbehavior,hewillinitiatefact-findingintotheincident.Theprocessforfact-findingisoutlinedinCATO15-22.

9. IfaCadetisaminor(i.e.,undertheageof18years),theCOmustensure,tothebestof

hisorherability,thataparentorguardianispresentanyalldiscussionsthatinvolvedisciplinarymeasuresdescribedinSection6.02.10,points“f”to“i.”ForaCadetwhois

notaminor,theresponsibilitytoinformaparentorguardianrestswiththeCadet;however,theymayrequesttohaveaparentorguardianpresent,iftheychoose.

10. ItistheresponsibilityoftheCOtodeterminewhichadministrativeordisciplinary

measureismostappropriatetothemisbehavior.ACadetmustneverfeelthattheyarebeingdemeanedorbelittledinfrontoftheirpeersorsubordinates.If,basedontheinformationdiscoveredduringthefact-finding,itisdeterminedthattheCadetbreachedregulations,ordersorinstructions,thefollowingadministrative(“a”to“e”)ordisciplinary(“f”to“l”)actionsmaybeconsidered:

a. Verbalwarning; b. Apology; c. Cautionarynotice; d. Assignmentofextraduties; e. Writtenwarning; f. Suspensionofprivileges; g. Ceasetraining; h. Removalofposition; i. Suspensionofpendingpromotion; j. Reductioninrank; k. Suspension; l. Terminationofmembership.

AdministrativeanddisciplinarymeasuresaredescribedinSections32-65ofCATO15-22.11. Whenthemisbehaviorisserious,itmaybeappropriatetoholdfollow-upinterviews

withtheCadettoprovidefurtherguidanceandadvicetoensuretheCadetmeetstherequiredstandardofconduct.

12. ShouldaCadetdisagreewithanydisciplinarymeasure,anappealmechanismexists:

initiallytotheCO,andthereaftertotheSWOAAreaOfficer-in-Charge.6.03 Re-DressofGrievances 1. IfaCadethasagrievancetheymustfirstreportittotheirFlightCommander(FComd).If

theydonotreceivesatisfaction,theymustthenreporttotheSquadronWarrantOfficer(SWO),whowilltrytoresolvetheproblem.Ifthereisstillnosatisfaction,theCadetmayrequesttheSWOtobeparadedbeforetheCOorDeputyCO.

2. IfaCadethasaproblemthathe/shefeelscannotbehandledbyaseniorCadet,they

shouldbringthatquestiondirectlytotheirLevelOfficerortheDeputyCO.3. Cadetsmayrequesttohaveanydisciplinaryactionredressed,iftheyfeeltheyhave

beenwronglypenalized.ThiswillconsistoftheCadetputtingtheirrequestinwritingfor

reviewbytheCO.Allrequestsmustbesubstantiatedandthoroughlydetailed.OncereviewedbytheCO,aninterviewwillbeconductedtodetermineiftheactiontakenwasappropriate.ThedecisionoftheCOisfinal.

6.04 CodesofConduct1. ToreinforceunderstandingoftheconductandbehaviorexpectedofAirCadets,each

CadetisrequiredtoagreetoandsigntheCentralRegionCodeofConductforCadetsuponjoiningtheSquadron.WhenCadetsarepromotedtotherankofFlightCorporal,theymustagreetoandsigntheCentralRegionEnhancedCodeofConductforCadetNCOs.

2. AcopyoftheCodeofConductand/orEnhancedCodeofConductisplacedinthe

Cadet’spersonnelfile;asecondcopyisprovidedtotheCadet;andathirdcopyisprovidedfortheparentorguardianoftheCadet.

6.05 PreventionandResolutionofHarassment1. Allmattersrespectingthepreventionofharassmentorthetreatmentofclaimsof

harassmentwillbehandledinaccordancewithCATO13-24HarassmentPreventionandResolution,andanystatutoryreferencescitedintheCATOorotherregulations,asrequired.

2. PositiveSocialRelationsforYouthTrainingandInfluencingPositiveSocialRelations

Modulewillbeconductedannually–ormorefrequentlyasrequired–forallCadetsandadultStaff.

3. TheSquadronpolicyonharassmentisthesameasstatedinCATO13-24:

a. TheSquadroniscommittedtoensuringthesafetyofeveryCadetandadultsupervisorandtoprovidearespectfulenvironmentthatpromotesfairandequitabletreatment;

b. AllCadetsandadultsupervisorshavetheresponsibilitytotreatothersfairly,respectfullyandwithdignityinanenvironmentfreeofharassment,andtheyhaverighttobetreatedinthesamemanner.Harassmentinanyformshallnotbetolerated;

c. Individualsdirectlyinvolvedinaharassmentcomplainthavetherighttohavethecomplaintdealtwithinanexpeditious,impartialandsensitivemanner,withoutfearofretaliationorretribution.

4. Harassmentmeansanyimproperconductbyanindividualthatisdirectedatand

offensivetoanotherpersonorpersonsduringCadetdutyandwhichtheindividualkneworoughtreasonablytohaveknownwouldcauseoffenceorharm,whichincludes:

a. Anyobjectionableact,commentordisplaythatdemeans,belittlesorcausespersonalhumiliationorembarrassment;

b. Anyactofintimidationorthreat;and,c. SituationsdescribedintheCanadianHumanRightsAct.

5. Questionsconcerningharassmentprevention,resolutionorpolicymaybedirectedto

anyCICOfficerattheSquadron.6.06 PersonalRelationships1. TheSquadronpolicyonpersonalrelationshipwillbeinaccordancewithCATO25-05

PersonalRelationships.2. TheSquadroniscommittedto:

a. RespectingtheinherentrightofastaffmemberandCadetstoformapersonal

relationshipoftheirchoosing;b. Respectingtheprivacyofthepersonalrelationshipsofstaffmembersand

Cadets;andc. Providingfairandunbiasedtreatmenttopersonsinthecareorunderthe

protectionofSquadronStaffandpreventingtheexploitationofvulnerablepersons.

3. Inordertoavoidpotential,realorperceivedconflictsofinterest,relationshipsofan

emotional,romanticorsexualnaturebetweenastaffmemberandaCadetarenotpermitted.

4. InordertoensuretheproperapplicationofDNDandSquadronpolicyexpressedin

Section6.06.2,anacceptablerelationshipincludes:

a. AfamilyrelationshipbetweenastaffmemberandaCadetorbetweenCadetsprovidedtheChainofCommandisdulynotified;

b. Anemotional,romantic,sexualorfamilyrelationship,includingmarriage,acommon-lawpartnershiporcivilunion,betweentwostaffmembers;or

c. Aconsensualrelationshipbetweentwocadets.5. SquadronStafforCadetsinanacceptablepersonalrelationshiparetorefrainfrom

conductthatmaybeconsideredinappropriateinamilitarycontextattheSquadron,orduringanytrainingorCadetactivityorCadet-relatedeventinwhichtheyareinvolved.Forexample,astaffmemberorCadetwhileinuniform,inpublicwithanotherpersonmustnot:

a. Holdhands;b. Kiss,exceptingreetingorfarewell;and

c. Caressorembraceinaromanticmanner.6.07 ConflictManagement1. AllmattersrespectingthemanagementofconflictswithintheSquadronwillbehandled

inaccordancewithCATO13-25CadetConflictManagementSystem,andanystatutoryreferencescitedintheCATO,asrequired.

2 TheSquadroniscommittedto:

a. Resolvingconflictsatthelowestmostappropriatelevelwheneverpossibleandinatimelyandcooperativemanner;

b. Establishing,promotingandutilizingAlternativeDisputeResolution(ADR)asthepreferredapproachtopreventingtheescalationofconflictandresolvingdisputeswhereverandwheneverappropriate;and,

c. Strengtheningleadershipcompetenciesbyensuringthatallleadersdeveloptheself-awareness,knowledgeandapplicationofADRskillstoeffectivelymanageconflictattheearlieststagesandpreventconflictescalation.

3.TheSquadronconsidersconflicttobe:anexpressedstruggleinvolvingtwoormore

partiesresultingfromarealorperceiveddifferenceinneedsorvalues.Conflictisnot inherentlygoodorbad,butcanhavegoodorbadconsequencesdependingonhowitis

handled.4. AnyCadetorStaffmemberwhofeelsthattheyareinaconflictsituationwithanother

CadetoraStaffmembershouldvoicetheirconcernsthroughthenormalChainofCommand.

6.08 Smoking,DrugandAlcoholPolicy1. SmokingPolicy:CurrentProvincialLawstatesthatnooneundertheageof19may

purchasecigarettes.Asaresult,noCadetsshouldbeinpossessionofcigarettes.Further,CadetsarerequiredtoabidethefollowingwhiletrainingwiththisSquadron:

a. Cadetsareprohibitedfromsmokingduringtrainingnightsandothertraining

activities,whileinuniformorincivilianattire.b. Officers,CivilianInstructorsandVolunteersaretorefrainfromsmokinginthe

presenceofCadetsduringtrainingandtoabidebytheno-smokingpolicyduringRegularandOptionalTrainingNightsandothertrainingactivities.

c. Duringweekendtraining,nosmokingwillbepermittedbyanyCadets.Officers,CivilianInstructorsorVolunteersareinstructednottosmokearoundornearanyCadettrainingactivity.

d. Cadetsfoundsmokingduringtrainingnightsorothertrainingactivitieswillbesubjecttodisciplinaryreview.

2. DrugPolicy:InvolvementbyOfficers,CivilianInstructorsandVolunteersorCadetswith

illegaldrugs,prohibitedsubstances,ordrug-relatedparaphernaliawillnotbetolerated.

a. AnyinvolvementbypersonssubjecttotheCodeofServiceDisciplinewillbedealtwithinaccordancewiththoseordersandtheirinteractionwithCadetswillbeterminatedimmediately.

b. CasesinvolvingCivilianInstructorsandVolunteerswillbereferredtolocalcivilianauthorityforprosecution.CivilianInstructorsandVolunteerswillhavetheiremploymentwithintheCCOterminated.

c. IncidentsinvolvingCadetswillbereferredtolocalcivilianauthoritiesforprosecution.Cadetswhoaredeterminedtohavecommittedadrug-relatedoffencewillbereleased.

3. AlcoholPolicy:

a. Officers,CivilianInstructorsandVolunteers,membersoftheSponsoringCommitteeandparentsshallnotdrinkalcoholicbeveragesnorbeundertheinfluenceofalcoholwhentheyexpecttobeorareindirectsupervision,trainingorpresenceofCadets.

b. Regardlessofageorprovinciallegislation,Cadetsareprohibitedfrompurchasing,consumingorhavingalcoholintheirpossessionwhileengagedinCadetactivities.

c. Cadetswhoviolatealcoholpoliciesshallbesuspendedfromtraining,counseledandsubjectedtoappropriateadministrativeaction.

6.09 PersonalDocumentationRequired1. AllCadetsmustshowproofofageatthetimeofenrolmentandforsomesummer

trainingcourses.Validitemsforproofofagearebirthcertificates,passports,Canadiancitizenship/residencedocuments,orotherGovernmentidentificationshowingtheirbirthdate.Cadetsprovidinganon-CanadianbirthcertificatemustalsoprovideproofofCanadiancitizenshiporlegalresidenceinCanada.

2. AllCadetsarerequiredtoprovideavalidOntariohealthcard–orotherproofofhealth

insurance–andtohavethecard/proofontheirpersonatalltimesduringCadettraining,includingRegularTrainingNights,trainingactivitiesconductedawayfrom3027HomesteadDrive,summercourses,trips,etc.

6.10 SquadronAwards 1. Inordertorecognizetheachievementsofsquadroncadets,anumberofawardsare

f. MusicInstructor(s)willrecommendinstrumentassignmentswhennewcadetsjointhebandinordertomeettheoverallrequirementsoftheband.

i. MusicInstructor(s)donothavetheauthoritytorestrictcadetaccesstoactivitieswithintheSquadron.IssueswithparticipationinthebandduetoconflictswithotheractivitiesaretobebroughttotheBandOfficerforactiontobetaken.

j. MusicInstructor(s)willworkwiththeBandOfficerandbejointlyresponsibleforassessingandmaintainingthemusiclibrary.Musicsuppliesaretobesubjecttocontrolledaccessatalltimes.

eachyearinpreparationfortheJanuaryFlyingScholarshipEntranceExam;d. Provideamultitudeoftrainingaidstoensurethatanunderstandingofthe
