A Message from theChairman of the

Organising Committee On behalf of the Organising Committee (OC), I would like to sincerely welcome you to this Workshop on Building Energy Codes (BEC). Building; a shelter – a place of comfort and safety. Energy; the essence of life. Codes; the guidelines setting the parameters to which we aspire to. Climate change has been a subject of much debate and attention this decade. It is arguably the most important topic affecting each and everyone of us within our lifetime. Without doubt it is a HOT topic. Improving building energy efficiency will significantly alleviate the adverse effects of climate change. This is where we as Building Services engineers can apply ourselves and we need to rise to this challenge. Since 1998 the HKSAR government has operated a voluntary system promoting compliance with a prescribed BEC. This voluntary system is being reviewed by the Government with the objective to implement a mandatory compliance regime. Upon implementation, guidelines affecting the energy efficiency of key building services will be defined and we as Building Services engineers will become active players in the execution of these codes. Under the mantra of “action not reaction” the Building Services Division is organising this Workshop to provide an overview of the existing codes and to build a foundation for further progress in readiness for mandatory BEC in years to come. Last but not least, I would like to express our utmost thanks to our honorable speakers, the OC members, the co-organisers – CIBSE-HKB and PolyU-BSE, the supporting organisations, the many helpers and all those who have contributed to the success of this workshop.

A Message from The Hong Kong Institution of Engineers Building Services Division

It is my great pleasure to welcome you all to the Building Energy Codes Workshop 2010. The Buildings Energy Efficiency Bill was published in the Gazette on December 4, 2009 and subsequently introduced into the Legislative Council on December 9, 2009. The Bill aims to improve building energy efficiency standards for buildings in Hong Kong by mandating compliance with the Building Energy Codes and will help improve local air quality and alleviate the adverse effect of climate change. This BEC workshop is designed to help all stakeholders to better understand the new requirements and to prepare for future code compliance work. I am sure this event will be a valuable experience for all. On behalf of the Building Services Division of the HKIE, I would like to thank the organising committee team, all the guest speakers and participants for their contribution in making this event a great success.

I would like to express my sincere gratitude to the organising committee for their great efforts in organising this Workshop. The theme is on Building Energy Codes and standards. Quality papers on current codes and guidelines will be presented by the speakers. Important issues on Lighting, Electrical, Lift and Escalator, and Air-conditioning Installations, for both the profession and the academics are highlighted. Feasibility of implementing performance-based building energy code will also be introduced. This will certainly be a useful workshop to the building services profession.
